Industries Extractives : L’ITIE Evoque Un « Potentiel Limité » De Création D’Emploi

Le rapport 2020 du Comité national de l’Initiative pour la transparence dans les industries extractives du Sénégal (CN-ITIE) a mis en exergue le caractère ’’limité’’ du potentiel de création d’emploi de ce secteur, évoquant un manque de diversification, de transformation des produits miniers en produits finis à forte valeur ajoutée.

’’A l’heure actuelle, le secteur extractif sénégalais est composé essentiellement d’exploitations de mines et carrières (or, phosphates, sables minéralisés et calcaires pour la fabrication du ciment)’’, relève-t-on dans le document.

En cela, ajoute le rapport, ’’le potentiel de création d’emplois est limité’’.

Le Comité national de l’Initiative pour la transparence dans les industries extractives du Sénégal (CN-ITIE) a publié mardi son huitième rapport après ceux couvrant les années 2013, 2014, 2015, 2016, 2017, 2018 et 2019.

L’élaboration du rapport de 2020 a été réalisée par le groupement G&G / BDO (Tunisie) en tant qu’Administrateur indépendant, a-t-on appris de la présidente du CN-ITIE, Awa Marie Coll Seck.

Relevant ce potentiel ’’sous exploité’’, le rapport a notamment évoqué ’’la faible contribution du secteur au PIB’’. Ce qui dénoterait, poursuit-il, ’’d’un manque de diversification, de transformation sur place des produits miniers en produits finis ayant une plus grande valeur ajoutée’’.

Le document consulté par l’APS parle également de la nécessité d’un ’’renforcement des liaisons intersectorielles’’, dans une perspective d’accélérer le développement du tissu industriel local.

’’Une plus grande implication des nationaux dans la sous-traitance et la fourniture de biens et services constituerait un bon levier pour pallier la faiblesse des emplois directs’’, a encore fait valoir le rapport.

Dans cette dynamique, ce rapport couvrant la période du 1er janvier au 31 décembre 2020, note que l’extraction minière artisanale et à petite échelle (EMAPE) d’or ’’constitue à la fois un secteur important du point de vue écologique, social et économique et un secteur où la grande partie de ses activités est informelle’’.

En termes de recommandations, le rapport appelle à un ’’élargissement’’ du champ d’application de l’étude aux transferts opérés sur les titres pétroliers.

Il souligne également la nécessité de mettre les données du cadastre minier dans un format ’’de données ouvertes’’ (format power point par exemple), pour atteindre les objectifs ultimes de la transparence et de l’accessibilité du public à ces données, ainsi qu’une ’’mise à jour du cadastre minier’’.

Le document invite en outre les parties prenantes à ’’communiquer systématiquement’’ les ajustements identifiés par l’Administrateur indépendant à la Cour des comptes pour qu’elle puisse les prendre en compte dans l’appréciation de la régularité des déclarations des régies ».

Le 21 octobre 2021, le Conseil d’administration de l’ITIE a conclu que le Sénégal a atteint un score global très élevé de 93 points sur les 100 demandés.

Ce score global est une moyenne des scores des trois composantes afférentes à l’engagement des parties prenantes (90/100) à la transparence (91/100), et aux résultats et à l’impact (99,5/100), lit-on dans le rapport.

Pour la présidente du Comité national de l’Initiative pour la transparence dans les industries extractives du Sénégal (CN-ITIE), Awa Marie Colle Seck, ’’ce résultat satisfaisant n’est pas une finalité en soi’’.

’’C’est un encouragement à faire plus d’efforts pour que (…) la recevabilité soit une réalité’’, a-t-elle souligné lors de la présentation de ce rapport, disant que ’’tout le monde gagne dans cette transparence (populations, Etat, compagnies)’’.
