Le Président de la République, Son Excellence Monsieur Macky SALL, a présidé le Conseil des ministres, le mercredi 22 juillet 2020, à 10 heures, au Palais de la République.
Le Chef de l’Etat, à l’entame de sa communication, a rappelé au Gouvernement la haute priorité qu’il accorde à la facilitation de l’approvisionnement suffisant du pays en moutons et en denrées de première nécessité, à des prix abordables, à l’occasion de la célébration prochaine de la fête de la Tabaski. Il a, à ce titre, invité le Ministre de l’Elevage, en relation avec les ministres concernés, les éleveurs et les opérateurs, à veiller au convoyage adéquat des petits ruminants, ainsi qu’à la couverture sécuritaire et sanitaire des zones d’attente et de vente de moutons.
Le Président de la République, abordant la situation mondiale de la pandémie de la Covid-19, a signalé le rebond exceptionnel que connait la maladie dans le monde, dans le contexte de la réouverture de nos frontières aériennes et de la préparation de la Tabaski. Il a rappelé l’importance de respecter les mesures barrières, avec le nombre important de nos compatriotes, travaillant à Dakar devant regagner leurs familles à l’intérieur du pays. Il a ainsi demandé au Ministre de Santé et aux ministres impliqués en première ligne, d’accentuer la sensibilisation des populations qui doivent respecter, scrupuleusement, les mesures barrières édictées, notamment le port obligatoire du masque dans les transports et lieux publics.
Le Chef de l’Etat, évoquant la situation économique, s’est félicité de l’appréciation satisfaisante par le Conseil d’administration du Fonds Monétaire International, lors de la première revue du programme du Sénégal, le 17 juillet 2020, du Plan de Résilience Economique et Sociale (PRES), dont les acquis ont permis d’atténuer l’impact économique et social de la pandémie, en augmentant les dépenses de santé et en offrant une aide ciblée aux ménages vulnérables et aux entreprises. Il a félicité le Ministre des Finances et du Budget et le Ministre de l’Economie, du Plan et de la Coopération, ainsi que leurs services respectifs pour les efforts importants de mobilisation de ressources effectués. Il a, par ailleurs, demandé au Gouvernement d’accélérer la formulation du Plan de relance de l’économie nationale, pour soutenir l’activité.
Le Président de la République, au sujet de l’expansion des zones économiques spéciales, a rappelé qu’elles constituent des accélérateurs majeurs d’innovations, de transferts de technologies, de création de valeur ajoutée et d’emplois. Il a, par conséquent, invité le Ministre de l’Economie, en liaison avec les Ministres en charge des Finances, de l’Industrie, des Petites et moyennes entreprises, de l’Economie numérique et l’APIX, à accélérer leur expansion à travers : (i) l’ancrage d’un secteur privé compétitif valorisant le savoir-faire national ; (ii) la promotion de l’emploi décent par le développement l’investissement productif et de Partenariats Publics Privés gagnants – gagnants.
Le Chef de l’Etat, évoquant les Jeux Olympiques de la Jeunesse (JOJ), a indiqué qu’en accord avec le Comité International Olympique (CIO), l’organisation que le Sénégal devait abriter en 2022, est reportée en 2026, au regard des risques et impacts mondiaux liés à la pandémie de la COVID-19. Il a, à ce titre, saisi l’occasion du Conseil, pour remercier le CIO de la confiance placée au Sénégal et à l’Afrique pour organiser ce grand évènement sportif planétaire. Il a, en outre, félicité le Comité national d’organisation pour le travail remarquable déjà accompli et demandé au Ministre d’Etat, Secrétaire général de la Présidence de la République de faire l’état des lieux exhaustif des préparatifs de l’organisation.
Le Président de la République, revenant sur le climat social, la gestion et le suivi des affaires intérieures, a relevé la récurrence, ces dernières années, des accidents et décès liés à la foudre. Il a, à ce sujet, instruit le Ministre de l’Intérieur, en charge de la Protection civile, d’accélérer l’implantation des dispositifs fonctionnels et efficaces de paratonnerres dans toutes les régions du Sénégal, notamment au niveau des bâtiments et infrastructures publics. Il a, également, signalé l’urgence d’assurer la sécurisation impérative des ouvrages de la Société Africaine de Raffinage (SAR).
Le Chef de l’Etat a, enfin, rappelé au Ministre de l’Intérieur, l’impératif de finaliser et de faire adopter la Stratégie nationale de Protection civile (2020- 2024). Il a, aussi, invité le Ministre des Infrastructures à intensifier les opérations d’entretien du réseau routier en coordination avec le Ministre de l’Eau et de l’Assainissement et le Ministre de l’Equité sociale et territoriale, tutelles respectives de l’ONAS et de « PROMOVILLES » qui réalisent des travaux de voirie et d’assainissement.
Le Président de la République a clos sa communication par son agenda, en informant le Conseil de sa participation à une délégation de haut niveau devant se rendre au Mali le Jeudi 23 Juillet 2020, en vue de contribuer à apaiser le climat sociopolitique.
Au titre des Communications :
Le Ministre d’Etat, Secrétaire général de la Présidence de la République a fait une communication sur la tenue sous sa présidence, le mardi 21 juillet 2020, d’une réunion interministérielle consacrée à l’évaluation, à la mutualisation des services financiers et non financiers, d’appui aux PME-PMI, ainsi qu’aux TPE.
Le Ministre des Forces armées, a fait une communication sur le plan de modernisation et d’équipement des Armées, GAINDE1, couvrant la période 2020-2025 et a rendu compte des projets de construction de nouveaux camps militaires, notamment à Goudiry et à Louga.
Le Ministre des Finances et du Budget a fait une communication portant sur la mobilisation des ressources financières et l’exécution des dépenses du FORCE COVID-19. Il a également rendu compte de la première revue concluante effectuée par le Fonds monétaire international (FMI), sur la mise en œuvre du Programme de Résilience économique et sociale (PRES) du Sénégal.
Le Ministre des Affaires étrangères et des Sénégalais de l’Extérieur a fait le point sur l’assistance apportée à nos compatriotes de la Diaspora et sur la situation internationale.
Le Ministre du Développement communautaire, de la Solidarité nationale, de l’Equité sociale et territoriale a rendu compte de la mise en œuvre des travaux du programme PROMOVILLES. Il a également fait le point sur les opérations de distribution de l’aide alimentaire d’urgence.
Le Ministre de l’Economie, du Plan et de la Coopération a fait une communication sur le dispositif de financement des entreprises dans la cadre de la résilience et de la relance de l’économie.
Le Ministre de la Santé et de l’Action sociale a fait le point sur la situation de la pandémie.
Le Ministre de l’Agriculture et de l’Equipement rural a fait une communication sur la situation de la pluviométrie, la mise en place des intrants et l’exportation des fruits et légumes.
Le Ministre de l’Elevage et des Productions animales a rendu compte de la tournée effectuée sur le territoire national et de la situation du marché des ovins pour les préparatifs de la fête de Tabaski.
Le Ministère de l’Eau et de l’Assainissement a fait une communication sur la maitrise des consommations d’eau potable dans les administrations.
Le Ministre de Collectivités territoriale, de l’Aménagement et du Développement des Territoire a fait une communication sur le document de formulation du programme d’Appui aux communes et Agglomérations du Sénégal (PACASEN rural).
Le Ministre de l’Environnement et du Développement durable a rendu compte de sa participation le lundi 20 juillet 2020 en visioconférence à la 19ème conférence des Chefs d’Etat et de Gouvernements du CILSS.
Le Ministre du Commerce et des Petites et Moyennes Entreprises a rendu compte de la situation des approvisionnements des marchés.
Le Ministre en charge du Suivi du Plan Sénégal Emergent (PSE) a fait le point sur l’état d’exécution des actions phares du PSE.
Au titre des textes législatifs et réglementaires, le Conseil a examiné et adopté :
– le Projet de loi autorisant le Président de la République à ratifier la Constitution de la Commission Africaine de l’Aviation Civile, signée le 16 décembre 2009 à Dakar;
– le Projet de décret portant application de la loi n° 2017-16 du 17 février 2017 portant création de l’Ordre national des Experts du Sénégal (ONES).
Au titre des mesures individuelles, le Président de la République a pris les décisions suivantes :
Monsieur Ahmadou Aly MBAYE, Agrégé en Sciences économiques, Professeur titulaire des universités de classe exceptionnelle, matricule de solde n° 103 117/C, est nommé Recteur de l’Université Cheikh Anta DIOP de Dakar (UCAD), en remplacement de Monsieur Ibrahima THIOUB, admis à faire valoir ses droits à une pension de retraite ;
Monsieur Oumar DIOP, Ingénieur en Génie Civil et gestionnaire de projets, est nommé Directeur général du second Compact Millennium Challenge Account Sénégal (MCA- Sénégal II) ;
Monsieur Lazar SARR, Inspecteur de l’Education populaire de la Jeunesse et des Sports, matricule de solde n° 632 054/F, est nommé Inspecteur technique au Ministère des Sports.
