Le TER (Train Express Régional) sera sans doute le plus gros chantier du Président Macky Sall. Lancé en 2016, le projet qui aura coûté près de 800 milliards de nos francs rien que dans son premier tronçon, de Dakar à Diamniadio, a pour objectif de mieux connecter la capitale à l’aéroport international Blaise Diagne. Si on peut objectivement se poser des questions sur la pertinence de ce projet, force est de reconnaître que c’est le projet le plus nébuleux de la gouvernance du chef de l’État.
Le coût dudit projet reste jusqu’à ce jour une énigme. Sa date de mise en service l’est encore plus. Malgré que le Président se soit déjà empressé de l’inaugurer en grandes pompes, il y a déjà deux années de cela. Mais le TER n’avait pas fini de nous livrer tous ses secrets. Les dernières sorties des populations impactées par le TER ont largement révélé les conditions très cavalières, voire totalement illégales, dans lesquelles l’État a déplacé les pauvres citoyens qui étaient établis sur le tracé du train.
Il ressort qu’après plus de 4 années, les populations déplacées, familles et commerces confondus, sont toujours dans l’attente du respect des engagements de l’État. N’est-ce pas la constitution qui garantit le droit aux populations à la propriété foncière et que nul ne doit être obligé à céder sa propriété sans une juste et préalable indemnité ? Aussi la loi 76-67 du 02 juillet 1976, qui constitue la base juridique de l’expropriation pour cause d’utilité publique au Sénégal exige le paiement d’une juste et préalable indemnité avant toutes formes de manœuvres tendant à réaliser l’expropriation. Comment expliquer donc, qu’aujourd’hui encore, le Collectif des populations impactées par le TER continue d’alerter et de se battre, pour que ces dernières soient rétablies dans leurs droits ? Et que dire de cet État, censé être le garant du respect des lois, qui viole ouvertement les règles les plus élémentaires, au détriment des pauvres populations ?
Mais quel est le sort de ces 3000 familles qui ont été impactées par le TER ? L’état du Sénégal, avait d’abord offert une indemnisation jugée trop faible par les populations. Les sommes proposées ne permettaient pas aux familles d’acquérir un autre bien immobilier pour se reloger. Il leur a ensuite proposé, en plus de ladite indemnisation, des terrains de substitution (un premier lot situé dans le camp de Thiaroye et un second lot à Sangalkam). Les terrains attribués au camp de Thiaroye, faisant partie du domaine militaire, devaient faire l’objet d’une déclassification afin que les nouveaux attributaires puissent en prendre possession.
Cette déclassification n’est toujours pas effective au moment où nous écrivons ces lignes. Et des familles entières se sont retrouvées à la rue, disloquées, dépossédées de leur bien, sans un toit au-dessus de leurs têtes, avec tout le corollaire de drames humains que l’on peut imaginer. D’autres se sont retrouvées à grever leurs maigres indemnisations dans la location, en attendant de pouvoir accéder aux terrains qui leur sont dus. Les plus chanceuses d’entre elles ont dû faire d’énormes concessions quant à leur confort pour acquérir des biens en deçà du standing de ceux qu’elles avaient perdus.
Le sort de la communauté musulmane de Thiaroye Gare est tout aussi révoltant, privée qu’elle est de lieu de prière pour les grandes occasions (Tabaski, Korité). En effet la cour de 1600m² de leur mosquée, qui abritait ces cérémonies religieuses depuis plus de 75 ans, a été presque entièrement phagocytée par l’emprise du TER. Cela avait même mobilisé toutes les familles religieuses du pays, les dignitaires de la communauté léboue, ainsi que la famille de Cheikh Ahmed Tidiane Cherif à Pikine… Cette forfaiture s’est faite sur un titre foncier, qui plus est, et sans aucune compensation à la communauté musulmane de Thiaroye Gare, violant la loi et la liberté de culte qui est garantie par la constitution.
Les commerçants du marché de Thiaroye Gare n’ont pas reçu un traitement plus respectueux dans cette affaire. Au contraire, après des promesses jamais tenues par l’État, ils ont été délogés sans préavis ni paiement de leur indemnisation, leurs cantines détruites, tardivement le soir même du Magal, dans un moment où la plupart d’entre eux se trouvaient à Touba. Ils ont été obligés de revenir d’urgence pour sauver leurs marchandises et ont été contraints d’accepter l’offre dérisoire qui leur a été soumise par l’État. Pour certains d’entre eux, l’offre de départ, proposée par l’État, a même été revue à la baisse. Ce qui est une aberration ! Du brigandage et de l’extorsion organisés par les services de l’État ! Rien de moins. Et le nouveau marché qui devait les accueillir à La Rochette, que l’État s’était engagé à finir dans les 6 mois, n’est toujours pas prêt, 4 ans plus tard.
Enfin c’est autour des populations qui continuent de vivre autour du TER, celles qui n’ont pas été déplacées, de se joindre au mur des lamentations. Elles subissent aussi les affres de ce projet. Ces dernières, suite aux travaux du TER se sont tout bonnement retrouvées extra-muros, à cause du mur de clôture du TER. Ce dispositif sécuritaire a rendu l’accès impossible pour une bonne partie des populations, aux infrastructures publiques de base qui sont toutes d’un côté du tracé du TER. Il s’agit de 3 écoles élémentaires publiques, 4 Collèges d’Enseignement Moyen, le Lycée de Thiaroye, l’Hôpital de Pikine, 2 postes de santé, 2 maternités, l’Hôtel de la Commune qui abrite le Centre d’état-civil, 2 marchés, 2 centres commerciaux, la brigade de gendarmerie, etc. Aucune passerelle pour permettre aux populations d’accéder à ces infrastructures, même si le projet prévoyait une passerelle tous les 300 mètres. Mais rien n’est encore fait alors que les populations subissent ce calvaire depuis plusieurs années déjà. Et le nouveau mur de clôture du Camp les oblige, après ce parcours déjà bien corsé, à faire des détours monstres, entre 2 et 4 kilomètres pour accéder à ces services publics essentiels.
Voilà comment un projet mirobolant détruit entièrement la vie d’une localité. Séparant des voisins, des amis, devenus des parents, vivant ensemble depuis plusieurs décennies, jetant des familles dans la rue, disloquant les communautés organisées autour de leurs habitations, de leurs marchés, de leur mosquée, rendant l’accès aux infrastructures de base difficile. La promesse d’une lune de miel pour ces populations a rapidement tourné au fiel. L’incompétence des autorités, leur fourberie manifeste, et le banditisme érigé en système de gestion de la part de l’État qui transgresse, allègrement, la constitution et les lois, ont fini de révolter les cadres de la République des Valeurs.
Nous condamnons avec la dernière énergie ces actes perpétrés par l’Apix dans la gestion de ce projet, avec la complicité manifeste du Chef de l’État, qui a personnellement pris des engagements auprès de populations impactées. Des promesses qui se sont chaque fois avérées fausses et destinées uniquement à taire leur mécontentement. La République des Valeurs est debout, à côté de ces populations impactées du TER, pour que l’État du Sénégal respecte tous ses engagements et que les impactés soient tous rétablis dans leur droits. La vie doit reprendre ses droits, dans la sécurité, le bien-être, la cohésion pour toutes ces populations victimes de l’incompétence et de la gabegie au plus haut sommet du pays.
