« Les inondations empestent le quotidien de nos compatriotes,
le gouvernement sert de la littérature »
En lisant le bilan du rapport de la mission d’information parlementaire sur la mise en œuvre du Programme Décennal de Lutte contre les Inondations (PDLI), nous sommes en droit de nous poser la question, à savoir si les membres de cette mission vivent dans le même pays que nous, le Sénégal.
La conclusion de ce rapport évoque une satisfaction. Quel cynisme !
Voir, comme tous les Sénégalais, le calvaire que vit nos compatriotes de Keur Massar, de Diamaguène, de Thiaroye, de Mbao, de Rufisque… de tant d’autres localités du pays ; et décerner une note de satisfaction à ce programme décennal c’est couronner la médiocrité et l’incompétence, mais c’est surtout être dépourvu d’humanisme.
Les faits sont têtus – mais rappelons-les – car l’histoire est indispensable à la compréhension d’une situation contemporaine.
Les mots du Président de la République prononcés, il y a 9 ans, dans la salle des banquets du palais, lors du Conseil présidentiel le 19 septembre 2012, résonnent encore dans nos oreilles. Il disait, je le cite : « J’approuve le Programme décennal 2012-2022 d’un coût de 767 milliards F CFA destiné à régler de façon durable le phénomène. »
Tout l’espoir du peuple avait été capté, mais à un an de la fin du programme nous apprenons par les conclusions du rapport, que le PDLI n’est exécuté qu’a 38 %. Quel échec !
C’est d’ailleurs ce que soulignait, à juste titre, Thierno Alassane Sall dans une sortie la semaine dernière.
Aussi, rappelons la récente signature de la deuxième phase du Programme de gestion des eaux pluviales et d’adaptation au changement climatique (PROGEP), avec la Banque Mondiale.
Ici également, on note que le gouvernement entasse les programmes à coup de slogans mais le mal reste toujours le même, voire s’empire. Force est de constater que les populations pataugent encore dans les eaux, partout sur le territoire national.
Par ailleurs, nous sommes meurtris quand on constate que depuis plus d’une semaine, nos compatriotes de Bakel ne peuvent plus se déplacer, suite à une pluviométrie de seulement quelques gouttes.
Actuellement, aucune piste n’est praticable de Gandé à Bakel et de Béma à Ballou, une portion de seulement 70 kilomètres.
Ah tient ! Cette piste que Macky Sall n’a pu emprunter lors de sa visite électorale, dans le cadre de la campagne présidentielle de 2019. L’on se rappelle de son arrivée à Bakel par les airs (en hélicoptère) et on se rappelle davantage qu’il avait annoncé devant son applaudimètre que les financements étaient budgétisés et votés.
Aujourd’hui 30 mois après, les femmes et les hommes de ce département attendent toujours que l’ombre d’un bitume soit posé. Eux qui n’ont pas les moyens de se déplacer en hélicoptère pour vaquer à leurs occupations.
En tout état de cause, nous témoignons notre solidarité à nos compatriotes impactés par ces inondations, avec leur lot de désagréments en tout genre : maisons abandonnées, dégradation du cadre de vie, prolifération des maladies hydriques, eaux stagnantes avec le défi de la santé et la sécurité publiques…
Bien évidemment en mettant en exergue les difficultés que vivent nos compatriotes, je pense à tous les Sénégalais impactés, partout sur le territoire national.
Mais je ne peux m’empêcher d’avoir une pensée particulière pour les populations de Tuabou, de Manaël, de Yélingara, de Diawara, de Moudéry, de Galadé, de Gandé ; pour les populations de Bakel, de Koughany, de Golmy, de Yaféra, d’Aroundou, de Ballou… qui vivent les mêmes difficultés depuis l’indépendance de notre pays.
Nous attirons l’attention des populations sur l’attitude de certains responsables politiques/pompiers-pyromanes qui débarquent avec leurs motopompes pour s’afficher à leurs côtés.
Où étaient-ils quand il fallait anticiper votre souffrance ?
Ils viennent vous berner parce qu’ils sont en campagne électorale pour leur réélection aux prochaines échéances. Ne vous laisser pas avoir, soyez vigilants !
A quoi bon de convoquer des réunions d’urgence au palais, si ce n’est de la littérature, pendant que les populations expriment leur ras-le-bol ?
En définitive, il est légitime de nous poser certaines questions, si tant est que la parole présidentielle soit encore sacrée.
Ce gouvernement travaille-t-il pour résoudre les problèmes existentiels des sénégalais ?
Ne travaille-t-il pas contre les intérêts de son peuple ?
Les Sénégalais en jugeront, l’histoire en jugera.
Prenons soin les uns des autres. Respectons les gestes barrières !
