Les Déguerpis Du Marché PETERSEN Rejoignent Et Dictent Leur Loi

Les marchands ambulants déguerpis fin mars dernier de la gare routière Petersen, dans le centre-ville de Dakar, ont réinvesti les lieux qu’ils occupaient avec leurs étals et tabliers, pour une ambiance encore plus surencombrée.
Le rond-point installé au coeur de cette cette grande place de l’informel donne le ton du vacarme assourdissant avec lequel renoue Petersen, avec ses nombreux étals de chaussures, de dattes et de fripe.
 Des gadgets de toutes sortes que les clients aiment habituellement à chercher et à retrouver dans les dédales et recoins de ce marché de fortune.
 Un décor et un désordre entretenu par le chassé-croisé d’acheteurs et vendeurs presque soulagés de retrouver cette ambiance habituellement enfivrée, survoltée par des hauts parleurs et clapements de main destinés à attirer l’attention sur un produit, à vanter tel autre objet.
 Une ambiance surréaliste, à côté d’ouvriers en pleine activité dans un enclos en zinc, sur les allées Papa Guèye Fall, non loin d’une façade portant encore les stigmates des démolitions récentes de cantines.
 « Nous avons été déguerpis il y a de cela quelques semaines par le préfet de Dakar », rappelle un marchand adossé sur la clôture en zinc, autour d’une table remplie de chaussures pour femme, mais « le marché est toujours fréquenté par de nombreux clients », ajoute-t-il pour justifier la réoccupation des lieux. Se justifier même, presque.
 Les marchands du garage Petersen avaient été déguerpis le 29 mars dernier, dans le cadre de la conduite des travaux du projet BRT, des bus rapides sur voies réservées destinés justement à décongestionner Dakar.
 Ils avaient organisé un sit-in moins de deux semaines plus tard, le 9 avril dernier, pour qu’ils soient recasés sur un autre site où ils pourraient continuer leurs activités.
Visiblement, ils n’ont pas attendu longtemps que réponse soit apportée à leurs doléances, pour réinvestir Petersen.
 Petersen est un marché désormais « réputé, les gens viennent de partout pour s’approvisionner ici malgré les problèmes constatés’’, font-ils valoir.
Surtout que, de leurs propres dires, la coupure de quelques jours a porté un rude coup au portefeuille des marchands habitués de Petersen qui retrouve volontiers en ce rond-point une fièvre marchande à nulle autre pareille.
 « Je viens ici acheter des objets prêts-à-porter et des chaussures pour aller les revendre » ailleurs, renseigne Fatou Sène, une habituée qui juge « plus abordables » les articles disponibles à Petersen.
 « Moi, par exemple, je quitte Thiaroye (dans la grande banlieue dakaroise), pour venir acheter en gros ici des chaussures et robes prêts à porter », en vue de les revendre, dit-elle.
 De fait, Petersen n’a pas attendu longtemps pour renouer avec ses habitudes, cette cohue constante qui fait cohabiter automobilistes, piétons et marchands ambulants à travers ses artères.
Un désordre toujours renouvelé, une occupation continuellement anarchique, avec ces nombreux tabliers dont les étals arrivent toujours à trouver place au niveau de la chaussée, entravant grandement la libre circulation des véhicules vers la gare de Petersen.
« Il faut vite régler cette situation, sinon les accidents sont rapidement là », avertit Serigne Lo, un conducteur de car de transport en commun « Ndiaga Ndiaye ».
« On est obligé de rouler +zéro à l’heure+ et d’ouvrir grand les yeux et les oreilles, ce qui nous retardent et nous fait perdre trop de temps sur ce court trajet », fulmine le conducteur
