Et plus grave, ‹‹ la mise à disposition indue des ressources de la Banque au profit du Nigeria: sollicité par son pays, le Nigeria, pour financer à hauteur de 500 000 dollars une étude sur l’éradication de la faim au Nigeria, le président donne instruction en personne pour le décaissement, sur le budget administratif de la Banque, d’une somme de 300 000 dollars. Au final, ce seront 200 000 dollars qui seront décaissés en 2016. Encouragé par un tel succès, le Nigeria revient à la charge un an après et sollicite une nouvelle assistance. Nous ne savons pas si cette nouvelle demande a été exaucée. Que se serait-il passé si tous les pays africains avaient fait de telles demandes..››
Pour rappel, depuis le début du mois de Janvier, un groupe anonyme de travailleurs de la banque avait saisi Le Comité d’éthique des administrateurs, dirigé par le japonais Yano Takuji, après constatation de faits suspects dans la gestion de la Banque Africaine de Développement. Ces salariés opérant des mois en sourdine ont finalement parvenu à divulguer des dossiers compromettants par le canal de plusieurs journaux. Ce qui n’a pas atterri dans l’oreille d’un sourd, puisque des polémiques ont fini de perturber la tranquillité des services de la banque.
La plainte déposée le 19 janvier au niveau du comité d’éthique a subi des lenteurs, ce qui oblige le groupe anonyme a passé à une étape supérieure, c’est à dire, saisir directement le conseil des gouverneurs pour ainsi espérer une enquête plus sérieuse, indépendante. Le conseil des gouverneurs est cette instance clé qui regroupe en son sein des représentants des pays membres de la BAD.
Sentant un parfum d’irrégularités pester au sommet de cette organisation, des gouverneurs tentent depuis deux semaines de diligenter une enquête.
De l’autre côté, le président de la BAD, clame son innocence par tous les moyens, sur ce qui pourrait gangrèner son bilan, puisqu’il cherche à briguer un second mandat à la tête de la banque panafricaine. Il s’est prononcé à la Radio France Internationale ( RFI ) et ensuite dans la presse nigériane, portant des démentis sur ces ‹‹ allégations fallacieuses ››.
Au sein de la Banque Africaine de Développement, la tension reste vive. L’administrateur américain J Steven Dowd est soupçonné par les proches du président, d’être l’instigateur, derrière ce groupe anonyme de salariés à l’origine de l’enquête. Des accusations qu’il considère comme de graves tentatives d’intimidation et de manipulation.
