La commune de Sindia est devenue célèbre par le contentieux opposant Babacar Ngom aux populations de Djilakh et Ndengler. Mais cette affaire n’est que l’arbre qui cache la forêt du mal foncier dans la localité. En effet, depuis plusieurs années, c’est une véritable entreprise de prédation des terres qui a été mise en branle, conduite par des responsables de la mairie, du Conseil municipal et de l’ex-Conseil rural, qui ont fait du foncier leur gagne-pain, avec une richesse subite et insolente. Résultats des courses: ce sont des milliers d’hectares qui sont aujourd’hui arrachés aux villages de la commune et cédés à des entreprises, hommes d’affaires, promoteurs, courtiers…
TONG-TONG FONCIER DANS LA COMMUNE DE SINDIA: L’affaire Babacar Ngom-Ndengler, l’arbre qui cache la forêt de la prédation foncière
La commune de Sindia est depuis plusieurs semaines au-devant de l’actualité, avec l’affaire opposant les populations de Ndengler et de Djilakh à Babacar Ngom, à qui on a attribué 300 ha, dont les 225ha 1a 76ca sont transformés en titre foncier. Et pourtant, cette affaire en cache plusieurs autres, tout aussi scandaleuses.
556 ha soutirés de la forêt classée de Bandia sous prétexte du projet de logements sociaux de l’Etat, puis lotis et mis en vente
Dans le village même de Sindia, chef-lieu de la commune, c’est la bamboula foncière avec la complicité du Conseil municipal. Outre les nombreux cas de boulimie foncière, récemment, il y a eu une délibération de 556 ha, dans le périmètre de la forêt classée de Bandia, le seul véritable poumon vert de la commune et de la région de Thiès. La mairie a pris comme prétexte le projet de logements sociaux du gouvernement, pour ‘’donner 556ha, alors qu’il n’avait besoin que de 150 à 200 ha. Et pire, selon certaines informations, l’Etat n’était pas demandeur.
En réalité, en proposant au gouvernement, qui avait déjà choisi des sites à Notto Diobass, Daga-kholpa et Thiadiaye, de l’espace à Sindia, les responsables de la commune n’étaient en réalité guidés que par leur boulimie foncière.
La preuve, alors que le gouvernement n’a posé aucun acte dans le sens des prétendus logements sociaux, le site est en train d‘être morcelé et vendu à des promoteurs immobiliers par les responsables de la commune, alors que le déclassement (c’est une forêt classée) n’avait pas encore été fait. Les éleveurs qui n’avaient plus que cette forêt pour leurs pâturages, se sont foncièrement opposés à la délibération. Aujourd’hui, ils luttent contre cette décision, en vain.
Kiniabour 1 : 90 ha à Meïssa Ngom, 70 ha à Idy Thiam, 110 ha à un promoteur espagnol…
Les «Ngom» mangent-ils la terre ? En effet, alors que le nom de Babacar est devenu synonyme de spoliation de terres, son frère Meissa est aussi dans la danse. Meïssa Ngom occupe aujourd’hui 90h à Kiniabour1, un autre village de la commune (à 4 km de Popenguine). Une attribution contre laquelle les populations luttent depuis au moins trois ans, car la jugeant illégale.
En effet, dans les documents dont dispose le sieur Ngom, la délibération comme le décret d’attribution, il est clairement indiqué que les terres qui lui ont été attribuées, se trouvent dans le village de Sindia, vers Bandia (sur la route Sindia-Thiès) et non à Kiniabour 1 situé à plusieurs kilomètres à l’opposé. Il s’y ajoute que la zone était une forêt (aujourd’hui détruite), au rôle écologique et socio-économique très important.
Sans compter que la commune a installé M. Ngom sur ces terres sans aucune concertation avec les populations, mises devant le fait accompli.
A côté de M. Ngom, la commune a également attribué 70 ha à Idy Thiam de l’Unacois et plus de 100 ha à un promoteur espagnol. Ce qui fait que sur le même espace (forêt), pas moins de 270 ha ont été attribués. D’ailleurs, comme la commune de Sandiara, (avec Ndengler), celle de Popenguine accuse aujourd’hui celle de Sindia d’avoir délivré au-delà de son territoire et d’avoir empiété sur le sien.
Kiniabour 2 : 207 ha à Charles Haddad
Au village voisin de Kiniabour 2, les litiges fonciers sont tout aussi nombreux. Le plus connu et celui des 207 ha attribués à Charles Haddad, dont l’essentiel sur des terres cultivées des paysans. Et pour ferrer les populations, le défunt Conseil rural leur avait fait croire que le site était retenu pour un projet de l’Etat. Et elles ont reçu des indemnisations modiques (20.000 à 100.000 FCfa). Mais à leur grande surprise, elles ont vu un bon jour les engins de M. Haddad terrasser leurs champs. Depuis lors, elles se battent avec lui en justice, mais en vain, même si parfois, la justice leur a donné raison.
Récemment dans le même village, avec la complicité des autorités locales, plusieurs hectares ont été arrachés aux populations. Certains qui résistaient, ont été emprisonnés des mois à Mbour, le temps de terminer de mettre la main sur leurs champs, qui feraient partie de l’emprise de l’autoroute à péage, alors que tel n’est pas le cas.
Guéréo : plus de 400 ha à deux promoteurs hôteliers
Non loin de Kiniabour, à Guéréo, un village côtier, un promoteur français du nom de Pascal, a décroché le jackpot. Il s’est fait attribuer 380 hectares. Et cerise sur le gâteau, le site se trouve dans une zone écologique particulièrement intéressante (entre la lagune, la mer et la savane) et entre les deux réserves naturelles (celle de Somone et la forêt classée de Popenguine).
Son projet, «Les Collines de Guéréo », consiste à y bâtir une zone résidentielle avec des villas de haut standing, donc largement hors de portée des populations locales. Mais sa demande de bail a été, dit-on, refusée. Un autre promoteur hôtelier (Decameron), y bénéficie par délibération et par décret, de 40 ha, pris aux populations, soit autour de 800 propriétaires de parcelles et de champs, dont 60 familles paysannes de Guéréo. Ce qui est cocasse, alors que la délibération et le décret lui octroient 40 ha, Decameron se retrouve avec 50 ha.
Thiafoura : Djibril Mar Diop obtient gracieusement 41 ha puis les vend en parcelles…
Juste avant Guéréo, à Thiafoura, 41 ha ont été cédés gracieusement à un certain Djibril Mar Diop, à l’insu des populations. Pis, le site a été loti et la majeure partie vendue à la coopérative d’habitat du ministère de la Jeunesse. D’autres personnes sont venues également réclamer des parcelles sur les lieux, affirmant que c’est le maire qui leur a vendu les terrains. Ces dossiers sont d’ailleurs en justice, parce que les populations se sont opposées à ces gens venus pour la plupart de Somone, pour réclamer des parcelles à Thiafoura.
Au même village, un promoteur hôtelier s’est vu attribuer des dizaines d’hectares de terres appartenant aux paysans. Et sur la centaine de millions encaissés, les populations n’ont reçu que des miettes. La plus grande indemnisation est de 2 millions, pour un paysan qui avait 2ha. Alors que dans la zone, l’hectare est aujourd’hui vendu à plus de 20 millions.
Beaucoup d’hommes d’affaires et de célébrités ont des terrains dans la zone
Selon des sources bien au fait des délibérations du Conseil municipal, le patron de Jean Lefebvre Sénégal (Jls) Bara Tall et l’homme d’affaires Yérim Sow (propriétaire de l’hôtel Radisson Blu), ont acquis chacun 100 hectares vers Thiafoura (un village entre Somone et Guéréo). Le géant du lait en poudre, Chaouki Haïdous, (Dg de Satrec) possède aussi un terrain de 24 hectares, vers la même zone, à hauteur de l’autoroute à péage.
Des conseillers chômeurs ou sans revenus importants, curieusement devenus insolemment riches
Si la prédation foncière est si importante aujourd’hui dans la commune de Sindia, c’est parce qu’il y a des gens qui en ont fait un gagne-pain. Au premier rang de ceux-ci, il y a des membres du Conseil municipal. Sindia est sans doute aujourd’hui la commune qui compte le plus de conseillers millionnaires.
Des conseillers qui la plupart, avant leur accession à la mairie, étaient chômeurs, et d’autres n’avaient aucun revenu pouvant expliquer leur richesse actuelle, mais qui se retrouvent aujourd’hui tellement fortunés qu’ils égrènent les villas et les voitures de luxe. Le maire qui n’habite même pas la commune, roule aujourd’hui en VX et V8, et sa femme en X6. Or avant d’arriver au Conseil rural (vice-président) puis à la tête de la mairie aux dernières locales, on le connaissait juste comme arbitre de Navétane et président de zone de l’Odcav.
Donc il n’exerce aucune activité qui peut expliquer cette insolente richesse. Surtout si l’on sait que les maires gagnent des miettes dans leurs fonctions. C’est pire avec certains conseillers chômeurs, qui construisent villa sur villa, partout au Sénégal, et même dans la zone touristique de Somone. Sans compter leurs bagnoles qui n’ont rien à envier à celles des plus hauts fonctionnaires de l’Etat.
Au vu de tout cela, aujourd’hui, le moins que les populations locales attendent des autorités étatiques, c’est qu’elles commanditent un audit de la mairie de Sindia et des conseillers, maires et Pcr qui se sont succédé depuis le magistère de Ousmane Lô.
