Déclassement De La Bande Des Filaos: Le Forum Civil-Guédiawaye, Dénonce Et Exige L’Audit Foncier

Le Chef de l’État, Macky Sall, vient de signer le décret n°2021-701 du 04 juin 2021, approuvant et rendant exécutoire le Plan d’Urbanisme de Détails (PUD) de la zone nord de Guediawaye et déclassant 150.58 hectares de la bande de filaos située dans la zone couverte par le PUD.

Considérant que ce décret fait suite à la délibération n°0023 en date du 19 décembre 2019 du Conseil Municipal de la ville de Guediawaye portant adoption du Plan d’Aménagement du littoral de la ville de Guediawaye, approuvé par arrêté préfectoral n°01203 en date du 12 mai 2020 ;

Considérant qu’en prenant ledit décret, le Président de la République, vient de poser un acte dommageable, en contradiction absolue avec ses précédentes déclarations concernant cette bande des filaos située dans la zone des Niayes, notamment celle, instruisant lors du Conseil des Ministres du 20 juillet 2016, le Premier Ministre d’alors à veiller à la préservation stratégique du littoral national, notamment de la bande des filaos et des cordons dunaires et celle, où il promettait comme candidat aux présidentielles 2019 dans le point 3 de son PSE vert, de lancer un programme d’investissements de 50 milliards FCFA dédié à l’initiative PSE vert de reforestation durable du territoire national,
à réaliser en relation avecles collectivités territoriales, en particulier celles des zones semi-arides du pays;

Considérant que la Ville de Guédiawaye, comme les communes de Wakhinane-Nimzatt, Golf-sud, Ndiareme-Limamou Laye et Sam Notaire, n’ont jamais, dans leurs différentes approches, associé les populations dans l’élaboration du Plan d’Aménagement du littoral. N’ayant pas donné suite à la proposition de la société civile de procéder à des consultations citoyennes en vue de construire ensemble un Plan d’Aménagement Concerté, elles ont fait voter des délibérations par des conseillers à qui il était promis, en cas de déclassement de la bande, des cités municipales ;

– Considérant l’article 25 de la Constitution dispose que : »les ressources naturelles appartiennent au Peuple » ;

– Considérant le rôle important de la bande contre l’érosion côtière et les effets du réchauffement planétaire

– Nous, Forum Civil, section Guediawaye, uni aux forces vives de la nation sénégalaise et du département de Guediawaye :

– Dénonçons avec vigueur le décret en question et demandons son abrogation ;

– Fustigeons le comportement inapproprié des conseillers municipaux ;

– Exigeons l’audit foncier de la bande ;
Exigeons la restauration, la sauvegarde et la conservation de la bande ;

– Tenons pour responsables des conséquences liées à l’éradication de la bande toute personne ayant joué un rôle dans la préparation la signature et l’exécution du décret, notamment le Chef de l’État, le Préfet de Guediawaye, le Maire de la ville de Guédiawaye, les maires et les conseillers municipaux des communes de Wakhinane-Nimzatt, Golf-sud, Ndiareme Limamou Laye et Sam Notaire.
