DGID : Le Prélèvement De Conformité Fiscale (PCF) Opérationnel À Partir Du 1er Septembre 2021

Le prélèvement de conformité fiscale au taux de 12% sur les importations effectuées par les personnes (physiques ou morales) sera opérationnel à partir du 1er septembre 2021.Son objectif est de conformer tous les importateurs  à cette nouvelle réglementation fiscale, conformément aux dispositions de la loi.

Dans l’optique de favoriser l’équité fiscale entre les acteurs économiques, la loi n° 2019-17 portant loi de finances pour l’année 2020 a institué un prélèvement de conformité fiscale au taux de 12% sur les importations effectuées par les personnes (physiques ou morales) qui ne souscrivent pas régulièrement leurs obligations de déclaration ou de paiement d’impôts et taxes.

Le Prélèvement de Conformité fiscale (PCF) est un dispositif pour inciter les opérateurs économiques qui jusque-là ne déclaraient ou ne payaient pas les impôts normalement dus à se conformer à la réglementation fiscale. Il participe en conséquence à l’objectif global d’élargissement de l’assiette, de promotion de l’équité entre acteurs économiques et de civisme fiscal.

Tout importateur qui n’est pas à jour de ses obligations fiscales ou qui n’est immatriculé dans aucun service des Impôts sera soumis au PCF. Toutefois, le PCF ne sera pas réclamé si, dans un délai de 48 heures, l’usager régularise sa situation fiscale ou se fait immatriculer au niveau du Centre des Services fiscaux territorialement compétents. Les importateurs qui sont en règle avec l’administration fiscale sont dispensés du paiement du PCF

La plateforme informatique https//:pcf.dgid.sn est mise en ligne pour faciliter aux acteurs économiques : Le PCF sera mis en application à compter du 1er Septembre 2021 et sera calculé par les services de la Direction générale des Douanes pour tout importateur ne présentant pas une attestation de non-assujettissement au PCF.

Les services de la Direction générale des Impôts et des Domaines restent mobilisés pour accompagner les usagers et apporter toutes les informations nécessaires à la bonne prise en charge de leurs requêtes. la délivrance d’attestation de non-assujettissement au PCF pour les importateurs qui sont en règle ; les démarches d’immatriculation ou de régularisation pour les importateurs qui ne sont pas à jour de leurs obligations fiscales
