La République des Valeurs/Réewum Ngor a saisi l’Office National de lutte contre la Fraude et la Corruption (OFNAC), la Cour de Répression de l’Enrichissement Illicite (CREI) et la Cellule Nationale de Traitement des Informations Financières (CENTIF) après la déclaration publique grave de Monsieur Yankhoba Diattara, ministre de l’Economie numérique et des Télécommunications, vice-président du Conseil départemental de Thiès et par ailleurs candidat aux élections municipales prévues le 23 janvier 2022.
En effet, M. Diattara, devant un public nombreux, affirme disposer d’un montant de 100 millions de FCFA et cherche à mobiliser plus avec des partenaires, pour la campagne électorale. Il dit aussi que la destination de ce pactole est le « financement » (sic) de deux cents (200) groupements de femmes dans une première phase, son objectif à terme étant de toucher l’ensemble des groupements de Thiès à raison de 500 000 F CFA par groupement de femmes. En l’espèce, il s’agit, assurément, de corruption d’électeurs dans le contexte de précampagne où M. Diattara lui-même se place. Les chroniques thiessoises sont animées, depuis quelque temps, par l’entreprise d’achat des électeurs à laquelle se livre le ministre Yankhoba Diattara, au mépris de la dignité des citoyens et de la moralité sociale et républicaine.
Or, M. Diattara ne peut attester d’aucun emploi stable et solidement rémunéré ayant duré plus de deux (2) ans au cours de la décennie écoulée, voire au-delà qui justifierait qu’il disposât d’une telle somme à distribuer généreusement. Il n’exerce, de notoriété publique, que des activités politiques. Tout patrimoine ou ressources qu’il posséderait relèveraient quasi exclusivement de ces activités politiques.
Par ailleurs, un ministre de la République ne saurait avoir de « partenaires » et « d’amis », ni recevoir de cadeau ou de faveur de quelconque nature que ce soit ni même contracter un prêt ailleurs qu’auprès d’établissement de crédit dûment habilité.
L’aveu étant la reine des preuves, M. Diattara doit s’expliquer sur la provenance d’une telle somme qu’il lui est impossible de réunir à travers ses revenus légaux. L’alibi de partenaires ou d’amis, qui se veut intelligent, est une preuve que M. Diattara ignore les responsabilités et conséquences qui découlent de sa qualité de Ministre de la République ainsi que des obligations strictes qui pèsent sur lui, qui l’obligent au demeurant à une déclaration de patrimoine dès sa prise de fonction. Tout patrimoine ou toutes ressources financières acquises depuis sa prise de fonction ne saurait provenir que de ses revenus légaux et déclarés auprès de l’OFNAC. Pour mémoire, M. Diattara est ministre depuis novembre 2020. Avant cette date, et notamment durant la campagne de 2019 autrement plus cruciale pour son parti, le Rewmi, pour lui- même et son mentor, il ne pouvait se vanter de sa soudaine prodigalité. En raison de son aveu et de ses activités sur le terrain, nulle personne de bonne foi ne peut manquer de s’interroger sur l’origine de sa soudaine richesse.
Par conséquent, la République des Valeurs/Réewum Ngor signale à la CENTIF de potentiels flux financiers illicites. Elle dénonce auprès de l’OFNAC et de la CREI une potentielle entreprise d’enrichissement illicite. La réaction diligente de ces institutions est d’autant plus souhaitée, qu’à ses dires propres, M. Diattara va solliciter « ses partenaires » pour mobiliser d’autres ressources pour l’ensemble des groupements de Thiès.
La République des Valeurs/Réewum Ngor est indignée par les pratiques immorales qui désacralisent la République, désorganisent la démocratie, pervertissent la citoyenneté. Les vices et la violence qui affectent la société sénégalaise trouvent souvent leurs causes dans la dépravation assumée des hommes politiques. L’affaire Djibril Ngom montre, s’il en est, la félonie et l’absence complète d’éthique de certains acteurs politiques de la coalition au pouvoir, gangrenée par l’esprit « mburu ak soow », de collision pour la perversion des valeurs sacrées qui fondent une nation.
