Il reste le d\u00e9fi d\u2019assurer la continuit\u00e9 des services durant l\u2019hivernage. C\u2019est le deuxi\u00e8me grand test. L\u2019Apix se pr\u00e9pare.\u00a0<\/b><\/figcaption><\/figure>\n<div><\/div>\n<div><span style=\"font-size: large;\">Le ter attend avec son deuxi\u00e8me. Depuis sa mise en circulation, des milliers de personnes ont \u00e9t\u00e9 transport\u00e9es et plusieurs milliards encaiss\u00e9es. Le d\u00e9but de la mise en service a \u00e9t\u00e9 interpr\u00e9t\u00e9 comme un \u00e9clat de succ\u00e8s. Il reste un deuxi\u00e8me et grand test. Ter pourrait-il assurer la continuit\u00e9 des services en cas de pluies ? La question m\u00e9rite d\u2019\u00eatre pos\u00e9e. La logique voudrait que l\u2019on attende apr\u00e8s une forte pluie pour avoir une id\u00e9e nette. D\u00e9j\u00e0 l\u2019Apix par la voix de son Directeur G\u00e9n\u00e9ral, Mountaga Sy laisse transpara\u00eetre que les 13 points de rejets am\u00e9nag\u00e9s et le travail en cours avec l\u2019ONAS r\u00e9duirait les risques d\u2019inondations. Mais des inqui\u00e9tudes persistent. L\u2019un des d\u00e9versoirs naturels,\u00a0 le marigot, est sur le point transbord\u00e9. \u00ab Un traitement particulier est pr\u00e9vu pour le marigot de Mbao \u00bb, avait d\u00e9clar\u00e9 le Ministre Omar Gu\u00e8ye qui se pronon\u00e7ait sur le projet de Keur Massar.\u00a0 Il s&rsquo;agit, dit-il, d\u2019un projet tr\u00e8s structurant et il y aura des m\u00e9thodes qui seront utilis\u00e9es pour r\u00e9guler le passage de l\u2019eau. Ce travail est encore \u00e0 la phase \u00e9tude\u00a0 au niveau de l\u2019Agence de d\u00e9veloppement municipal. Certes, le Programme d\u00e9cennal de lutte contre les inondations a permis de tirer certains quartiers de Keur-Massar du bourbier, force et d\u2019admettre, la bataille contre les inondations est loin d\u2019\u00eatre gagn\u00e9e. D\u2019autant plus que l\u2019\u00e9coulement vers la mer n\u2019est pas si fluide \u00e0 cause du d\u00e9nivel\u00e9 et aussi des reflux venant de la mer.\u00a0<\/span><\/div>\n<div>\n<div><span style=\"font-size: large;\">Malgr\u00e9 ces incertitudes, l\u2019Apix rassure. \u00ab Il n\u2019y a pas de quoi s\u2019alarmer \u00bb, fait savoir Mountaga Sy. Il ne manque pas d\u2019arguments. Des ouvrages de rupture en mati\u00e8re de drainage d\u2019eaux pluviales avec un drainage gravitaire sont un autre versant de ce projet structurant. Sur le trac\u00e9, 13 points de rejet ont \u00e9t\u00e9 am\u00e9nag\u00e9s. A titre illustratif, un point a \u00e9t\u00e9 am\u00e9nag\u00e9 \u00e0 Colobane. Ici, Apix a construit une station de pompage. L\u2019eau pomp\u00e9e \u00e0 ce niveau sera transf\u00e9r\u00e9e dans les canalisations g\u00e9r\u00e9es par l\u2019ONAS qui se chargera de les drainer vers la mer. Le deuxi\u00e8me point, c\u2019est le bassin sis \u00e0 hauteur de Hann. Dans le d\u00e9partement de Pikine on d\u00e9nombre 6 points de rejet tandis que Rufisque en compte 5. Mieux, le Ter mettrait un trait sur les d\u00e9versements des eaux de la part des populations.\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">\u00a0\u00ab Avant l&rsquo;ach\u00e8vement des travaux du Ter, ce sont les populations qui d\u00e9versent des eaux sur la voie ferroviaire. Maintenant que les travaux sont achev\u00e9s, ils ne pourront plus faire \u00e7a. Ce que je peux vous dire est que nous avons men\u00e9 des ouvrages qui consistent \u00e0 faire traverser les eaux sur le rail et \u00e0 les \u00e9vacuer vers\u00a0 les syst\u00e8mes de collecte \u00bb a insist\u00e9 Yatma Di\u00e8ye.<\/span><\/div>\n<div><span style=\"font-size: large;\"><b>\u00a0<\/b><\/span><\/div>\n<div><span style=\"font-size: large;\"><b>\u00a0Ter sans effet de serre<\/b><\/span><\/div>\n<div><span style=\"font-size: large;\">\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">Le Ter est vant\u00e9 partout comme un projet vert. Autrement dit, son \u00e9mission de gaz \u00e0 effet de serre est quasi nulle. Du moins, c\u2019est ce que revendique Yatma Di\u00e8ye,\u00a0 le Directeur de l\u2019Environnement et de la Lib\u00e9ration des emprises \u00e0 l\u2019Agence pour la promotion des investissements et des grands travaux (Apix). Au passage, il rappelle que le Ter roulera sans d\u00e9gager de fum\u00e9e, la consommation de l\u2019\u00e9nergie fossile (carburant) est quasi nulle, sans compter l\u2019absence de vibration. \u00ab\u00a0 Les dispositions\u00a0 ont \u00e9t\u00e9 prises pour diminuer cela. D\u2019ailleurs les murs sont des barri\u00e8res qui peuvent casser les bruits, m\u00eame si \u00e7a ne retient pas les bruits \u00a0\u00bb, pr\u00e9cise-t-il.\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">Le Ter, un\u00a0 des projets phares du Plan S\u00e9n\u00e9gal \u00c9mergent (PSE) est donn\u00e9 en exemple pour ses retomb\u00e9es aux plans \u00e9conomique, social et environnemental. Si l\u2019on se fie aux sp\u00e9cialistes de la mobilit\u00e9 urbaine, il contribuera \u00e0 l\u2019am\u00e9lioration du cadre de vie d\u2019environ 4 millions de personnes. Il permet\u00a0 d\u2019\u00e9viter au S\u00e9n\u00e9gal, une perte d\u2019une centaine de milliards de francs Cfa li\u00e9e aux embouteillages. Hormis cela, il r\u00e9duira l\u2019empreinte carbone du S\u00e9n\u00e9gal.\u00a0\u00a0<\/span><\/div>\n<\/div>\n<div>\n<div><span style=\"font-size: large;\">D\u2019apr\u00e8s les pr\u00e9visions, 115 000 voyageurs seront transport\u00e9s chaque jour. Ils auront droit \u00e0 un v\u00e9hicule toutes les dix minutes durant les jours ouvrables.\u00a0 Durant le week-end, l\u2019attente sera de quinze \u00e0 vingt minutes.\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">Le tarif entre deux stations est fix\u00e9 \u00e0 500 francs CFA. Et, pour effectuer l\u2019ensemble du trajet (Dakar-Diamniadio), il faudra d\u00e9bourser 1500 ou, pour l\u2019option premi\u00e8re classe, 2500 francs CFA.\u00a0\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">La deuxi\u00e8me phase du projet sera lanc\u00e9e fin 2023. La ligne du TER comptera \u00e0 ce moment-l\u00e0 19 kilom\u00e8tres de plus et sept rames suppl\u00e9mentaires. Elle relie Diamniadio \u00e0 l\u2019A\u00e9roport international Blaise Diagne (AIBD), pour un circuit de 14 gares. Un troisi\u00e8me tron\u00e7on permettra de desservir Mbour et Thi\u00e8s \u00e0 une date non encore pr\u00e9cis\u00e9e.<\/span><\/div>\n<div><\/div>\n<div><span style=\"font-size: large;\"><b>\u00a0Une incidence sur les embouteillages\u00a0<\/b><\/span><\/div>\n<div><span style=\"font-size: large;\">\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">L\u2019urbanisation galopante et \u00e9touffante co\u00fbte ch\u00e8re au S\u00e9n\u00e9gal. Les embouteillages font perdre \u00e0 l\u2019\u00e9conomie s\u00e9n\u00e9galaise au moins 100 milliards de francs Cfa chaque ann\u00e9e. Pire, les \u00e9missions de gaz accentuent la pollution. Celle-ci est l\u2019une des causes de mortalit\u00e9 au S\u00e9n\u00e9gal avec la pr\u00e9valence des maladies respiratoires. C\u2019est sous cet angle, que les impacts du Ter sont inestimables.\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">Jusqu\u2019ici, le parc automobile est constitu\u00e9 d\u2019au moins 56 % de v\u00e9hicules de plus de 16 ans. Ils sont responsables de la pollution \u00e0\u00a0 Dakar qui concentre 49, 6 % sur 0, 3 % de la superficie nationale.\u00a0 \u00a0\u00ab Le Train express r\u00e9gional (Ter) et le Bus Rapid Transit (BRT) sont des opportunit\u00e9s \u00bb pour diminuer drastiquement la pollution issue du trafic automobile \u00e0 Dakar.\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">Le S\u00e9n\u00e9gal dispose d\u2019un Centre de Gestion de la Qualit\u00e9 de l\u2019Air (CGQA) qui, quotidiennement, mesure l\u2019indice de la qualit\u00e9 de l\u2019air stations \u00bb, selon un expert. Par ailleurs, une \u00e9tude\u00a0 de l\u2019organisation mondiale de la sant\u00e9 (OMS) publi\u00e9e en 2009 renseigne que Dakar\u00a0 est la deuxi\u00e8me ville la plus pollu\u00e9e au monde. Cette pollution r\u00e9v\u00e8le l\u2019\u00e9tude : \u00ab\u00a0 est due aux d\u00e9chets industriels \u00e0 la d\u00e9forestation et surtout \u00e0 la v\u00e9tust\u00e9 du parc automobile \u00ab aussi de l\u2019incin\u00e9ration des d\u00e9chets\u00a0 au milieu des lieux d\u2019habitation entre autres \u00bb. L\u2019\u00e9tude note aussi que\u00a0 l\u2019air de Dakar est pollu\u00e9 toute l\u2019ann\u00e9e. Les taux de particules sont 2,5 fois au-dessus de ce que pr\u00e9conise l\u2019OMS.<\/span><\/div>\n<div><span style=\"font-size: large;\">\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\"><b>19 000 tonnes de CO2 d\u2019\u00e9missions \u00e9vit\u00e9es\u00a0<\/b><\/span><\/div>\n<div><\/div>\n<div><span style=\"font-size: large;\">La capitale s\u00e9n\u00e9galaise concentre 66% de l\u2019activit\u00e9 \u00e9conomique et le quart de la population du pays, soit pr\u00e8s de 4 millions de personnes. De plus, cette grouillante m\u00e9tropole, confin\u00e9e sur seulement 0,3% du territoire\u00a0 national, cro\u00eet chaque ann\u00e9e de 100. 000 habitants et 40. 000 nouvelles immatriculations de voiture. Il doit faire gagner 1,3 million d\u2019heures aux automobilistes et entra\u00eener une r\u00e9duction de pr\u00e8s de 19 000 tonnes de CO2 par an.\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">Dans le compte des bons points, il est attendu la cr\u00e9ation de 10.000 emplois directs et indirects, g\u00e9n\u00e9r\u00e9s durant la phase de r\u00e9alisation et d\u2019exploitation.<\/span><\/div>\n<div><span style=\"font-size: large;\">\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">\u00a0Les \u00e9conomies de compensation d\u2019environ 4,5 milliards de francs CFA par an au profit de deux acteurs majeurs des transports publics au S\u00e9n\u00e9gal, le Petit train de banlieue (PTB) et Dakar Dem Dikk (DDD). Les 3000 places de stationnement qui seront lib\u00e9r\u00e9es\u2026<\/span><\/div>\n<div><span style=\"font-size: large;\">\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\"><b>\u00a0Le d\u00e9but de toutes les controverses\u00a0<\/b><\/span><\/div>\n<div><span style=\"font-size: large;\">\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">Malgr\u00e9 ses avantages, le TER n\u2019a jamais fait l\u2019unanimit\u00e9. Il a h\u00e9riss\u00e9 les poils de l\u2019opposition. Certains acteurs de la sc\u00e8ne politique soutiennent que le Ter qui a englouti 700 milliards de francs Cfa comme une d\u00e9pense de prestige. D\u2019autres avaient pari\u00e9 que le Ter ne roulera jamais. Le temps ne leur a pas donn\u00e9 raison.\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">\u00a0Le Pr\u00e9sident Macky Sall, son architecte, a donc eu raison sur les d\u00e9tracteurs. Il a r\u00e9ussi non sans peine, certes, \u00e0 transformer en r\u00e9alit\u00e9 ce qui passait pour beaucoup pour une chim\u00e8re. Il reste maintenant\u00a0 \u00e0 le\u00a0 rendre accessible, rentable et durable.\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">\u00a0<\/span><\/div>\n<div><span style=\"font-size: large;\">Apr\u00e8s le Ter, la mise en circulation du BRT est en ligne.
