L’annonce de la troisième candidature du Président ivoirien Alassane Dramane Ouattara est mal vu au Congrès de la Renaissance Démocratique (CRD). Organisation regroupant des personnalités politique comme Abdoul Mbaye, Thierno Alassane Sall et Mamadou Lamine Diallo a dénoncé le « revirement spectaculaire » du Président Ouattara.
Le CRD rappelle à Ouattara ses déclarations antérieures
Dans un communiqué le CRD note que “ce dernier, après deux mandats effectifs, soutient devoir, comme par nécessité, se présenter, en violation de l’esprit de la constitution, à l’élection présidentielle du 31 octobre 2020 pour briguer un troisième mandat ; plus grave encore, reniant toutes ses proclamations antérieures, plusieurs fois réitérées, consistant à passer le relais à la jeune génération”
Stratagème devenu récurrent en Afrique de l’Ouest
La Conférence des leaders du CRD condamne cette pratique malsaine et, parle de « stratagème devenu récurrent en Afrique de l’Ouest : une réforme constitutionnelle menée lors de leur premier mandat qui laisse toujours la possibilité d’une interprétation équivoque de cette loi fondamentale par un conseil constitutionnel corrompu ouvrant la perspective d’un possible troisième mandat ».
Les recommandations du CRD
Pour freiner cette mauvaise tendance, le CRD prône un amendement au Protocole Additionnel de la CEDEAO en vue d’ériger en «principe juridique communautaire » la limitation du nombre de mandats présidentiels à deux au maximum ; une limitation assortie d’une close d’éternité.
