Mali : Le Premier Ministre Dévoile Le Calendrier D’un Retour Des Civils Au Pouvoir

Le Premier ministre de transition malien Choguel Kokalla Maïga a assuré lundi que les élections censées ramener les civils au pouvoir auraient lieu comme prévu en février-mars 2022.

« Le chronogramme (calendrier) des élections générales a déjà été publié en avril. Ce chronogramme sera maintenu », a-t-il dit dans des propos tenus devant le Conseil national de transition (CNT) et publiés par ses services sur les réseaux sociaux.

Le doute persiste quant à la faculté des autorités à tenir les échéances dans les sept mois qui leur restent, tant les obstacles à surmonter sont considérables dans ce pays en pleine tourmente depuis des années. La propagation djihadiste et les violences de toutes sortes vont de pair avec de graves crises politique et sociale. Le Mali reste sur deux coups d’Etat militaires en un an.

Les colonels qui ont renversé le président Ibrahim Boubacar Keïta en août 2020 se sont engagés à rendre le pouvoir aux civils dans un délai de 18 mois. Le premier gouvernement de transition qu’ils ont installé avait fixé en avril au 27 février 2022 les premiers tours d’une présidentielle et de législatives, et aux 13 et 20 mars respectivement d’éventuels seconds tours.

Les militaires restent les maîtres du pouvoir dans l’actuelle période transitoire. Le colonel Assimi Goïta, chef de la junte, a fait écarter le 24 mai le président et le Premier ministre de transition avant de se faire déclarer président et de nommer un nouveau chef de gouvernement en la personne de M. Maïga.

Celui-ci répondait lundi aux questions des membres du Conseil national de transition, mis en place par les militaires et faisant office d’organe législatif, après leur avoir présenté vendredi le plan d’action de son gouvernement.
