L’ ancien ministre de l’Energie, Thierno Alassane Sall, va sortir un nouveau livre intitulé: «Le protocole de l’Élysée: Confidences d’un ancien ministre sénégalais du pétrole».
Selon nos confrères de SENEWEB, ses émissaires vont procéder, demain jeudi, au dépôt légal au niveau du ministère de l’Intérieur afin d’en informer l’État du Sénégal, d’après des sources concordantes de Seneweb.
Dans ce livre de près de 500 pages, paru aux éditions Fauves, l’ancien directeur général de l’Autorité de régulation des télécommunications et des postes (Artp) fait des révélations explosives sur un certain nombre de dossiers chauds qui ont eu à secouer la République aussi bien sous le régime libéral que sous le magistère de Macky Sall.
Il apporte, de façon factuelle, de nouveaux éléments pour un «éclairage inédit» sur plusieurs fracas intervenus récemment.
En effet, entre autres sujets abordés, il y a l’affaire Petro-Tim sur laquelle il établit, à travers des faits nouveaux, l’«implication directe» du Président Macky Sall, de son ex-Premier ministre, Mouhamed Boun Abdallah Dionne, et de son frère, Aliou Sall.
Il est, également, revenu sur les «principaux scandales» notés dans la négociation, puis la signature des contrats de recherche, de production et de partage d’hydrocarbures notamment, celui conclu entre l’État du Sénégal et le groupe Total relativement au bloc de Rufisque offshore profond (Rop).
Mais, l’auteur ne s’est pas seulement intéressé au secteur pétrolier. Il a aussi décrit, avec force d’éléments factuels, «la spoliation des maigres ressources (foncières, affaire des appels entrants, autoroute à péage, etc.) du pays à coups de décrets et de contrats complaisants».
Pour rappel, après l’alternance de 2012, qui a conduit Macky Sall à la présidence de la République, Thierno Alassane Sall fut successivement Dg de l’Artp, puis ministre des Infrastructures et des Transports aériens avant d’être porté à la tête du département de l’Énergie.
Il a démissionné du gouvernement, en début mai 2017, en raison des «divergences irréconciliables» avec le président Sall qui se sont cristallisées sur deux dossiers: Affaire Petro-Tim et les contrats avec Total.
