Née au lendemain de l’épisode sur l’accusation de viol qui implique l’homme politique Ousmane Sonko, leader du parti PASTEF (arrivé second lors des dernières élections présidentielles ), l’affaire concernant le capitaine TOURÉ est tout aussi troublante qu’elle vient d’emprunter de nouvelles tournures.
Il s’agissait au début, d’un haut gradé de la gendarmerie, à qui la hiérarchie aurait confié une enquête sur un supposé viol, dont la victime, une jeune dame du nom de Adji R. Sarr, venait de déposer une plainte contre l’homme politique Ousmane Sonko. Dans les prémices de sa nouvelle tâche, le capitaine en fonction Seydina Oumar TOURÉ se voit aussitôt déposséder du dossier suite à des soupçons sur sa personne, et ce, après la divulgation frauduleuse des documents estampillés confidentiels, statuant des faits d’accusation de viols répétitifs sur une adolescente dans l’exercice de ses fonctions par un homme politique de l’opposition. Jusque là, toute l’histoire retranscrite dans ces documents restait muette dans les couloirs de la Gendarmerie nationale. Qui aurait imaginé que les murs de la caserne Samba D. Diallo seraient pénétrables au point que les secrets de l’audition circuleraient entre les ménages. Pourtant, la gendarmerie est réputée hautement professionnelle, intransigeante et très stricte sur ce genre de cas.
S’en est suivie la radiation du capitaine en juin 2021. La sanction peut être lourde mais à vrai dire, il était responsable de l’enquête et par conséquent, les secrets de celle-ci n’auraient pas dû fuiter.
À tort ou à raison sur ce traitement à l’encontre du jeune militaire, l’on garde toutefois un jugement positif sur la gendarmerie qui demeure cette partie de notre armée, professionnelle et dynamique.
Toutefois, il est à signaler que l’esprit partisan politiquement ancré dans le quotidien des sénégalais par l’intermédiaire des médias, a fini d’infiltrer les rangs de l’armée.
Ça parle politique dans les casernes!
Et c’est anormal!
La politique devrait trouver ses limites devant les grilles de nos camps militaires. Un militaire est certes un électeur mais pas un militant, un croyant musulman ou chrétien et pas un ‘‘talibé’’. Sous les couleurs, seul l’intérêt général doit être préservé.
L’ex capitaine obtient le soutien manifeste de plusieurs sénégalais, loin de connaître les vraies raisons de sa radiation, et particulièrement celui de militants d’un parti connu de l’opposition. Lorsque d’aucuns, dans les rangs, demandaient son emprisonnement, capitaine Touré, quant à lui, faisait ses tournées dans les maisons religieuses. Il ne se passait pas d’informer l’opinion sur des acharnements, des soupçons de poursuites aux allures d’une chasse à l’homme.
On le voyait s’afficher en tenue traditionnelle, dégageant à la fois un air spirituel et son appartenance confrérique; un tout autre bouclier dans ce pays. Un capitaine plutôt fort en communication et très alerte sur les évènements.
Récemment recruté par l’Institut Africain de Management pour vacation de cours, l’ex capitaine est remercié quelques jours après suite à une forte pression qu’aurait eue les dirigeants de cette grande école de Dakar.
En atteste le communiqué du ministère de l’Enseignement Supérieur qui rappelle que notre ‘‘Sénégal dispose de plus de deux mille (2000) docteurs disponibles sur le marché du travail, parfaitement bien formés pour assurer tous types de cours magistraux et d’encadrement. L’enseignement reste une vocation et non un refuge’’.
Ce mot ‘‘refuge’’ employé, montre l’appréciation que le régime a de l’ex capitaine. Simplement un homme qui aurait trahi les rangs.
Seulement, l’ex capitaine Oumar TOURÉ vient de trouver refuge dans l’hypersensibilité d’un certain peuple.
Des internautes ont collecté des dizaines de millions de francs CFA, en plus d’un véhicule pour l’ex capitaine Oumar TOURÉ. Une façon de payer un honneur et une loyauté à celui qui apparaît comme un vrai patriote, ayant empêché ‘‘le complot du siècle’’, comme aiment rappeler certains activistes du pays.
Le sénégalais est de nature sentimentalement redevable à ces victimes qu’il se crée, lui-même et sans en avoir le cœur éclairé.
Cependant cette nouvelle forme d’aide devrait être revue et réorientée vers plus nécessiteux, avec un contrôle sérieux et surveillé.
Pourquoi pas mettre en place une entité indépendante bien encadrée pour contrôler et gérer cette nouvelle orientation des compatriotes?
Collecter pour lutter contre la mendicité juvénile.
Collecter pour sauver les vies menacées au Nord par la pauvreté et la sécheresse.
Cibler des problématiques qui menacent notre survie et collecter pour pallier à cela.
Collecter pour financer les daaras, les écoles publiques.
Collecter pour construire des infrastructures de survie.
Collecter pour sauver les hôpitaux en logistique médicale.
Collecter pour aider les populations du Sud dans la lutte contre la déforestation.
Autant de formes encore plus urgentes et sérieuses, et qui au final, pourront rehausser l’image du pays.
