Le chef de l’Etat, Macky Sall, président en exercice de l’Union Africaine (UA), a appelé, jeudi, à apaiser les antagonismes, en faisant taire les armes et en construisant une culture du dialogue et de la concertation sur le continent.
‘’A l’échelle continentale, nous devons sans doute accentuer la lutte contre le terrorisme avec le soutien de pays et Institutions partenaires, apaiser les antagonismes qui dispersent nos efforts et nous retardent sur le chemin du développement, en faisant taire les armes et en construisant, une culture du dialogue et de la concertation’’, a-t-il déclaré.
Macky Sall s’exprimait lors de la cérémonie de réception des lauréats de la promotion 2021 du programme des ‘’Young Leaders’’ de la ‘’French-African Foundation’’.
Des membres du Gouvernement, des officiels, des représentants du corps diplomatique accrédité à Dakar et de nombreux invités ont pris part à la cérémonie organisée au Palais de la République.
Le président Sall a aussi appelé à ‘‘améliorer la gouvernance politique et économique (…), soutenir la lutte contre les violences faites aux femmes et aux filles, en encourageant davantage la promotion et la condition féminine, y compris par l’autonomisation économique’’.
Selon lui, il faut également ‘’œuvrer à une meilleure prise en charge des problèmes des jeunes : éducation, formation, employabilité, emploi et activités génératrices de revenus’’.
‘’Nous travaillons aussi pour une Afrique ouverte à tous les courants de partenaires, sans chasse gardée, sans exclusion, ni exclusivité’’, a ajouté le président sénégalais.
Sur le plan international, il a indiqué qu’il faudra concrètement ’’faire bouger les lignes sur plusieurs fronts dont la réforme du Conseil de sécurité pour une représentation plus juste de l’Afrique’’.
Macky Sall a évoqué ‘’la réforme des règles de l’OCDE qui entravent l’accès de nos pays au crédit export à des conditions soutenables pour le financement de nos projets d’infrastructures de développement’’.
Il a également souligné l’opportunité de la révision des critères d’évaluation du risque d’investissement en Afrique, ainsi que la simplification des formalités et procédures liées aux conditions de financement des projets, dans le respect des règles de bonne gouvernance et de transparence.
Le chef de l’Etat a aussi appelé à l’accélération du processus de réallocation des DTS (droits de tirage spéciaux), mais aussi à une justice climatique.
Sur la présidence sénégalaise de l’Union Africaine (UA), il a déclaré que ’’ces enjeux émergent de l’état actuel du monde : un monde en mutation profondes, un monde en crise, un monde de toutes les possibilités, des meilleures aux plus inquiétantes’’.
‘’Je pense aux énormes progrès de l’humanité en l’espace de quelques décennies seulement. Le numérique et ses multiples applications que la jeune génération maitrise à merveille en est une belle illustration, sachant également que c’est un outil à usage ambivalent, où le meilleur côtoie le pire’’, a indiqué Macky Sall.
Le président en exercice de l’UA a abordé aussi le réchauffement climatique, le terrorisme, la pandémie de Covid-19, les déséquilibres dans la gouvernance politique, économique et financière mondiale et les situations conflictuelles.
’’Je n’oublie pas évidemment nos défis internes dont pas les limites dans la Gouvernance publique et la recrudescence des coups d’Etat en particulier en Afrique de l’Ouest. Ce qui constitue assurément un recul démocratique’’, a conclu le chef de l’Etat.
