Sous la Présidence Kagamé par exemple une impulsion majeure a été donnée aux réformes indispensables intervenues dans le fonctionnement de l’Union en général et en particulier de ses instances, de ses institutions et de son financement. Son travail inlassable pour l’avènement de la ZLECA est un marqueur incontestable qui honore son engagement pour une afrique de la résilience et de l’intégration véritable via un commerce intra-africain gagnant-gagnant. Kagamé n’a pas réussi ce pari seul, beaucoup de ses collègues chefs d’état dans un élan de leadership collectif sont montés au créneau avec lui comme entre autres les Présidents Issoufou, Macky Sall, Déby, Ramaphosa et bien d’autres
Si la terrible pandémie du COVID 19 n’avait pas plongé l’Afrique comme le reste du monde dans le désarroi total, le président Ramaphosa allait convoquer deux sommets majeurs pendant son mandat 2020-2021: un sur l’Armee africaine en Egypte (en fait une directive de Nkrumah et Cheikh Anta depuis les années 60), et un autre Sommet sur le terrorisme en Afrique du Sud (ce fléau cancérigène qui est en train de métastaser partout sur le continent)!
Le président sud-africain, appuyé par beaucoup de ses pairs dont le Président Macky Sall justement, a néanmoins porté la voix de l’Afrique très haut et très loin notamment sur le traitement inégal et inéquitable fait à l’Afrique dans l’accès au vaccin et a initié des concertations virtuelles de nos leaders sur les urgences Africaines comme par exemple cette horrible percée des Jihadistes qui occupent et contrôlent des portions de la région de Cabo Delgado au Mozambique.
Aujourd’hui nous savons que c’est un autre jeune leader africain de la génération post indépendance (Tshisekedi de la RDC), né en 1963, l’année précisément de l’enfantement douloureux de l’OUA/ UA, qui va présider aux destinées de l’Afrique en 2021-2022 avant de passer la torche à son ami et très proche collègue le Président Macky Sall.
Engagé dans des réformes profondes de son pays, le Président de la RDC aura besoin de recourir à tous les ressorts d’un leadership collectif pour piloter les grands projets nationaux et panafricains. Ses amis Kagame, Ramaphosa et d’autres qui l’ont précédé dans cette mission, comme son futur successeur et ami le Président Macky Sall lui prodigueront sûrement soutien et affection pour le succès de son mandat et surtout pour des solutions innovantes dans la lutte contre la pandémie dévastatrice du Coronavirus et l’autre pandémie du Terrorisme qui fait aussi des ravages en Afrique!
Quant au Président Macky Sall, avant même de s’asseoir sur le toit de l’Afrique il avait déjà lancé des initiatives panafricaines de haute portée continentale et internationale comme le repositionnement de la dette de l’Afrique au centre des injustices mondiales qui attendent des solutions urgentes et durables, comme l’exclusion injustifiable et de plus en plus intolérable de l’Afrique du banquet du cercle fermé et réellement obsolète des cinq pays membres permanents avec droit de véto qui ont -comme on dit chez nous- fermé la porte et jeté la clé à la mer. Excellents plongeurs, les Africains retrouveront la clé dans l’immensité océane et ouvriront très bientôt la porte pour venir occuper le siège de l’Afrique comme membre permanent avec droit de veto! Ce droit n’est pas négociable et ne peut plus être différent !
Le Président Sall a aussi lancé plusieurs initiatives via des visioconférences ou des déplacements chez les voisins ou plus loin en Afrique pour la sécurité collective du continent, la mutualisation de nos moyens et de nos compétences dans la lutte sans merci contre le terrorisme au Sahel, en Afrique et dans le monde.
L’occasion sera donc belle pour lui, pour son peuple et pour tous ses compatriotes sénégalais et africains prêts à l’accompagner afin qu’il marque de façon indélébile son passage à la tête de l’Union africaine.
Outres ces thèmes majeurs précédemment énoncés, le respect des droits humains et du caractère sacré de la vie humaine en Afrique, la protection des droits des femmes et de la parité, la réponse aux drames que vit la jeunesse africaine (avec des formes de migration suicidaires), la réforme des systèmes électoraux africains pour la transparence et le respect de la volonté populaire et pour des élections civilisées « zéro mort » seraient aussi salués grandement par les Africains qui attendent des avancées dans ces domaines avec de « jeunes » leaders du continent comme Tshisekedi et Sall.
Certes ils ne pourront pas tout faire, tout parachever, surtout pendant un court mandat d’un an contrairement aux Présidents des grandes Unions comme l’Inde, les États-Unis ou le Brésil, mais le bientôt patron de l’UA et son successeur immédiat (Macky Sall), les deux en intelligence, avec l’audace et le sens historique qui caractérisent des leaders panafricanistes « de la génération consciente », pourraient enregistrer des succès et réussir des pas décisifs dans la solidarité panafricaine, dans l’intégration économique et l’unité politique de l’Afrique!
