Depuis quelques temps, l’Institut Pasteur de Dakar (IPD) fait l’objet d’accusations infondées relatives à son rôle dans la lutte contre le Covid-19. Par conséquent, il porte à la connaissance des populations sénégalaises les informations suivantes :
Sur le statut de l’Institut Pasteur de Dakar. L’Institut Pasteur de Dakar (IPD) est une fondation sénégalaise d’utilité publique à but non lucratif, conformément au décret n°210-614 du 27 mai 2010 (voir Journal officiel de la République du Sénégal du 10 juillet 2010). L’objectif de la Fondation est de contribuer à la santé publique en Afrique en général et au Sénégal en particulier, en menant des activités de recherche, d’enseignement, de formation, d’expertises médicales, épidémiologiques et biologiques et de production du vaccin contre la fièvre jaune. C’est dans ce cadre que l’IPD, sous la tutelle du Ministère de la Santé et de l’Action Sociale (MSAS), contribue à la riposte au Covid 19 au Sénégal. L’IPD ne saurait en aucune manière être associé à des polémiques dans d’autres pays où il n’a aucune responsabilité.
Sur la contribution dans la lutte contre le Covid-19 au Sénégal. L’IPD réalise des tests diagnostic du Covid 19 dans le cadre du dispositif mis en place par le Ministère de la Santé et de l’Action Sociale (MSAS). Selon l’organisation définie par le MSAS, des prélèvements associés à des fiches de renseignements dûment remplis de cas suspects, contacts et patients hospitalisés effectués par les personnels des districts sanitaires et des centres de traitement, sont quotidiennement adressés à l’IPD, qui réalise les tests pour le COVID-19 avec un rendu des résultats au niveau du MSAS. Nous rappelons que cette activité est menée dans le cadre de la mission de santé publique de l’IPD sans aucune facturation en contrepartie.
Sur la prétendue « affaire des résultats des tests du personnel médical de l’hôpital de FANN ». Depuis le début de l’épidémie, l’IPD contribue à la riposte avec beaucoup de rigueur et de transparence sous le contrôle du MSAS. Dans ce cadre, tout résultat de test transmis par l’IPD à l’autorité ministérielle, suit un processus strict et clairement défini. A cet égard, la Direction de l’IPD affirme qu’il n’y a jamais eu de transmission au MSAS de résultats doubles ou contradictoires pour les médecins concernés. Les faits sont les suivants : l’IPD a adressé au point focal de la prise en charge du service des maladies infectieuses de FANN, un message électronique avec en pièce jointe une liste de 16 personnes pour lesquelles un deuxième prélèvement a été demandé car les informations contenues dans les fiches d’enquête des premiers prélèvements reçus par l’IPD n’étaient pas fiables. Ainsi, une deuxième série de prélèvements avec des fiches correctement renseignées nous a été transmise et nous a permis d’effectuer les tests et de donner les résultats négatifs de ces personnes tels qu’annoncés par le MSAS lors de son point quotidien. Aucun résultat faux ou contradictoire n’a été rendu au MSAS.
Sur la souche Covid-19. Contrairement à ce qui a été déclaré au niveau de la presse, l’IPD n’a jamais reçu de demande officielle émanant d’une quelconque institution de recherche pour la mise à disposition de la souche Covid-19.
Le personnel et la direction de l’Institut Pasteur de Dakar réitèrent leurs remerciements et engagements aux côtés des autorités et des populations sénégalaises qui nous témoignent régulièrement leur confiance. Nous restons plus que jamais mobilisés pour juguler l’épidémie du Covid-19 au Sénégal et toute notre énergie est et restera uniquement tournée vers cela.
