Le Président Macky SALL qui fixe aux ministres un ultimatum pour faire leurs déclarations de patrimoine est le premier à faire manquement à son serment !
Depuis 2001, la déclaration de patrimoine est une obligation légale inscrite dans la Constitution du Sénégal.
Il paraît opportun de rappeler les dispositions de l’article 37 de la Constitution sénégalaise du 22 janvier 2001 qui précise que « Le Président de la République nouvellement élu fait une déclaration écrite de patrimoine déposée au Conseil constitutionnel qui la rend publique.»
Le président Macky Sall en 2012 dès son accession à la magistrature suprême au lieu de faire une déclaration de patrimoine avait fait une déclaration de biens .
En l’espèce, l’absence de comptes et de numéros de comptes bancaires, dans la déclaration publiée dans le journal officiel n°6660 du mardi 12 avril 2012 et dans la presse, interpellent sur la situation financière de Macky SALL. On doit s’offusquer qu’il passe sous silence sa situation financière : de quoi a-t-il peur pour refuser de rendre publique sa situation financière, conformément aux dispositions de l’article 37 ? Que cache-t-il ?
Nous voulons juste rappeler les propos de Macky SALL dans le cadre du serment qu’il a formulé, sur la base de l’article 37, dans sa déclaration de patrimoine : « Je jure sur l’honneur que cette déclaration de patrimoine est sincère et véritable et que les fonds ayant servi à l’acquisition desdits biens proviennent pour partie de mes gains et salaires, de prêts contractés auprès d’organismes financiers et de dons d’amis, de militants et de sympathisants sénégalais».

Réélu en 2019 le président Macky Sall refuse de déclarer son patrimoine comme l’exige la constitution. Il devait , après sa réélection présenter encore aux Sénégalais l’évolution de sa fortune depuis son arrivée au pouvoir.
Si les donneurs de leçons pouvaient commencer par se l’appliquer eux-mêmes ,on les entendrait moins .Si Macky Sall était cohérent il ferait la pédagogie par l’exemple .

En décembre 2019 Seynabou Ndiaye Diakhate avait déclaré que 400 autorités gérant des budgets de plus d’un milliard n’ont pas fait leurs déclarations de patrimoine . Parmi eux les présidents de la cour suprême et du conseil constitutionnel .Le Président Macky Sall avait juste fermé les yeux car il voulait gagner les élections présidentielles à tout prix .
Aujourd’hui si le Président Macky Sall fixe un ultimatum de 45 jours pour les ministres qui doivent faire leurs déclarations de patrimoine après 15 mois d’exercice de fonction cela sonne comme une farce car c’est juste pour nous détourner des cafards du régime mis sur la place publique par l’IGE où pour jauger la fortune des candidats à sa succession tapis dans l’ombre dans son propre camp .
Celui qui défend les voleurs de deniers publics épinglés par les corps de contrôle et refuse lui même de déclarer son patrimoine depuis son élection à un second mandat , ne peut pas être exigeant vis à vis de ceux qui n’ont pas encore déclaré leurs patrimoines .
