Recours en annulation pure et simple du Décret N°2020-976 du 21 avril 2020 accordant le statut de Président honoraire à un ancien Président du Conseil économique, social et environnement (CESE).
Le numéro spécial 7307 du Journal Officiel, en date du mercredi 29 avril 2020, publie, aux pages 899 et 900, le Décret n°2020-976 du 21 avril 2020 accordant le statut de Président honoraire à un ancien Président du Conseil économique, social et environnement (CESE).
En dépit des arguties du soldat en service commandé dans un journal en ligne, en date du 24 mai 2020, le Décret n°2020-976 contrevient, sur plusieurs points, à la législation sénégalaise. C’est la raison pour laquelle, le Congrès de la Renaissance Démocratique a décidé de saisir la Justice pour le faire annuler. Dans ce sens, un pôle d’avocats est déjà constitué et il va saisir la Justice dans les tous prochains jours.
Le CRD trouve scandaleux, dans le contexte de lutte contre la Covid-19 marqué par des pertes d’emplois et, subséquemment, de revenus pour des milliers de sénégalais, que le Président de la République, non content d’avoir abandonné le peuple face au virus, puisse consacrer son temps avec une légèreté et une insouciance déconcertantes à jouer au ludo et à organiser la bamboula pour ses partisans, allant jusqu’à « honorer » des politiciens déjà bénéficiaires d’innombrables avantages de la part de l’Etat.
Cette autre forfaiture confirme que ce Président est très loin des préoccupations des braves sénégalaises et sénégalais qui éprouvent, particulièrement de nombreuses difficultés, aujourd’hui aggravées, pour accéder aux services essentiels (structures de santé insuffisantes et pas suffisamment équipées, plus de 6 500 abris provisoires tenant lieux de classes et plus d’un million d’enfants hors du système scolaire, pénuries récurrentes d’eau dans plusieurs quartiers de la capitale, etc.).
Le CRD condamne, jusqu’à la dernière énergie, les propos infâmants et diffamatoires tenus par le fou du Roi à l’endroit du Premier ministre Abdoul Mbaye. Cet énergumène peut beau travestir la vérité, il ne peut effacer les motivations profondes à la base de ce décret que leurs auteurs ont cherché à cacher, dont la publication immédiate a été réclamée en même temps que le communiqué mensonger de la Présidence pour gêner la rédaction d’une autre rédaction « corrigée », et qui n’est toujours pas publié.
Sa version «corrigée» diffusée ce jour de Korité prouve, si besoin en était, la marque de fabrique des dirigeants actuels complètement déconnectés des réalités du pays : la manipulation permanente. Il est grave et préoccupant qu’un Décret soit pris pour accommoder des personnes en leur évitant de passer par une recommandation des instances du CESE pour obtenir le statut de Président d’honneur de l’institution qui déjà ne servait à rien tout. La rémunération de l’honorariat au CESE va également profiter, fort opportunément à M. Famara Ibrahima Sagna, un autre Président honoraire du CES auquel le « Dialogue national » est confié. Aminata Tall et Famara Ibrahima Sagna donc, les deux pour si généreuse et gracieuse sinécure à vie, pour quelle raison et pour quelle légitimité ?
Faut-il rappeler au Président de la République que l’honorariat est une reconnaissance professionnelle par les pairs, mieux placés pour apprécier les qualités et l’apport d’un ancien collègue (ou d’un ex-dirigeant) qui vient de quitter une structure ou une profession.
En s’arrogeant le droit d’en distribuer comme il veut et à qui il veut, cela signifie simplement qu’il ne comprend aucunement les bases d’un management public sain, vertueux et efficace. En agissant ainsi, il ne fait que consolider la République des passe-droits qu’il a déjà consacrée. Ce qui est une honte pour le Sénégal qui ne mérite pas tous ces manquements, devenus quotidiens, aux lois, à l’éthique et à la morale.
