Le conseil des gouverneurs est cette instance clé qui regroupe en son sein des représentants des pays membres de la BAD.
Sentant un parfum d’irrégularités pester au sommet de cette organisation, des gouverneurs tentent depuis deux semaines de diligenter une enquête.
