La sortie du livre de Thierno Alassane Sall a été accueillie par un volet de bois vert de thuriféraires du régime brandissant un « argument » de divulgation de secrets d’Etat par l’ancien ministre. Avec comme seules viatiques l’argent et le pouvoir, et avec des montages techniques, juridiques et autres micmacs les plus grossiers, elle rafle tout sur son passage– ressources financières du contribuable, foncier et autres ressources naturelles nationales. Au passage, par le bazardage de tout le pétrole et le gaz du Sénégal à Timis et à Total, en particulier, le Sénégal aura récemment perdu des milliers de milliards de Francs CFA, hypothéquant des opportunités de propulsion du pays hors de la liste des pays les plus pauvres du monde. Ce matin, dans une radio de la place, on faisait état de l’absence de médecins spécialistes (cardiologues et autres) à l’hôpital de Ziguinchor. Au demeurant, les ressources allouées au secteur de la santé par la Mafia-Etat peine à dépasser 5% du budget national, ceci expliquant en grande partie l’effondrement de notre système de santé. Que n’aurions-nous pas pu faire pour notre système de santé avec ces milliers de milliards de Francs CFA « offerts » par la Mafia à ses « amis » de Timis et de Total ? Tout Sénégalais entrant dans un hôpital devrait se poser cette question.
Dans sa belle logique, la mafia poursuit de plus belle son œuvre d’accaparement du foncier urbain et rural, et de soustraction des deniers publics à travers les marchés complaisants, y compris dans cette période de crise sanitaire COVID-19 dont on aurait espéré qu’elle secoua la conscience. Une mafia avec une conscience, pourrait-on me répliquer…
L’auteur souligne que Dakar ne devint pas comme Paris en 2000, comme le promettait Senghor, et, à notre avsi, tel qu’il est gouverné par le système mafieux, le Sénégal ne sera non plus émergent en 2035, ni en 2100 d’ailleurs.
Il est aussi évident que si cette mafia a pu émerger sous le régime Wade, se renforcer et aujourd’hui tout se permettre sous celui de Macky, c’est que nos concitoyens dans leur grande majorité ont été complices ou tout simplement passifs, ce qui revient un peu au même.
Mais est-ce que les femmes et hommes politiques que nous sommes, qui ont opté pour la résistance patriotique, avons été à la hauteur des enjeux en adoptant des choix stratégiques majeures que nécessitent la situation de notre pays. Je pense que non. Et pourtant, dès le référendum de 2016, il était devenu clair, pour ceux qui se faisaient encore des illusions, que le Président Macky Sall avait opté pour la continuation du système Wade, faisant fi des conclusions des Assises nationales et de la CNRI qui visaient la refondation de notre Etat. Dans les échéances électorales qui ont suivi, les leaders de l’opposition patriotique se sont plus concentrés à tenter de construire des destins présidentiels à la limite du messianisme, autour du cercle étroit de leurs partis et autres mouvements. Le résultat qui en a découlé était fort prévisible face à une mafia extrêmement puissante et au cynisme sans limites allant jusqu’à la liquidation inédite de candidats à la présidentielle par la justice et par un système de parrainage, avec à la clé l’élaboration et la mise en œuvre d’un système d’achat de consciences des électeurs jamais égalé dans l’histoire électorale du pays.
Les mêmes causes produisant les mêmes effets, comme dit Thierno sur les systèmes mafieux de Wade à Macky, il serait illusoire de penser que l’opposition patriotique, sans une profonde refondation de son action politique, puisse triompher d’une Mafia-Etat qui n’hésitera devant rien pour garder sa mainmise sur le pays…pour au moins 50 ans, comme le prévoyait Wade. Après les échecs de 2016 (Référendum), 2017 (Législatives) et 2019 (Présidentielle), on aurait espéré que l’opposition patriotique aurait enfin compris. Les signaux en sont encore timides. En effet, beaucoup restent obnubilés par l’expérience de Macky Sall qui est arrivé au pouvoir après seulement quelques années de vie de son parti, en occultant la dynamique politique et citoyenne impulsée par les acteurs des Assises nationales et qui a préparé le terrain de la 2e alternance. Aussi, pour recréer une telle dynamique populaire porteuse d’alternative et de rupture, il y a urgence pour l’opposition patriotique de développer ses capacités d’innovation pour sortir des carcans partisans étroits et de construire une plateforme politique et citoyenne large basée sur des modèles de fonctionnement démocratiques et offrant la possibilité de compétitions saines pour le choix des leaders nationaux et locaux qui auront à impulser la refondation de notre Nation.
Le « Protocole de l’Elysée », après tant d’autres livres publiés et scandales dévoilés, a fini de dénuder la Mafia-Etat ; il est temps de l’achever car les Sénégalais sont aujourd’hui encore plus fatigués.
