Le sommet de la Francophonie, qui devait avoir lieu à Djerba en novembre, a été officiellement reporté d’un an ce mercredi 13 octobre. Lors d’une réunion du Conseil permanent de l’Organisation internationale de la Francophonie, la veille, les représentants des 88 États membres et associés avaient déjà convenu de repousser l’échéance à l’automne 2022. La décision a été motivée en grande partie par la situation politique en Tunisie.
Le 18ème sommet de la Francophonie, initialement prévu sur l’île de Djerba fin novembre, est reporté d’un an, « afin de permettre à la Tunisie de pouvoir organiser cette instance importante dans les conditions les plus optimales », selon des communiqués émanant de l’Organisation internationale de la Francophonie et du ministère tunisien des Affaires étrangères.
« Les discussions ont abouti au consensus des représentants des États membres concernant la Tunisie, hôte de ce sommet, et le report de la date de sa convocation sur l’île de Djerba à 2022 afin d’assurer une large participation au plus haut niveau et de ne pas avoir à le tenir à distance », précise un communiqué du ministère tunisien. La décision doit être formellement adoptée lors d’une Conférence ministérielle de la Francophonie.
Depuis que le président tunisien Kaïs Saïed s’était arrogé les pleins pouvoirs il y a un peu plus de deux mois, avant de suspendre le Parlement puis certains chapitres de la Constitution le mois dernier, la tenue du sommet de la Francophonie dans le pays devenait de plus en plus problématique.
Difficile d’organiser un sommet consensuel et apaisé alors que des milliers de personnes manifestent toujours contre ce qu’elles appellent un « coup d’Etat. » L’ancien président Moncef Marzouki avait même personnellement appelé au boycott de ce sommet. Plusieurs pays membres de l’OIF auraient ainsi fait part de leur gêne à la secrétaire générale de l’organisation.
Samedi, Louise Mushikiwabo s’était déplacée en Tunisie pour entendre le Président Kaïs Saïed lui redire sa volonté d’accueillir le sommet et lui présenter les préparatifs en cours. Objectif : éviter une humiliante annulation. Les organisateurs tunisiens assuraient alors encore qu’une vingtaine d’États avaient confirmé leur venue. Sauf qu’il n’y avait ni lieu précis, ni programme pour ce sommet prévu les 20 et 21 novembre prochains.
Le ton se voulait rassurant, mais le chef de l’État tunisien avait lâché une petite phrase. Kaïs Saïed évoquait ceux qui « sont allés à Paris et ont essayé de faire capoter le sommet de la Francophonie. » Parlait-il d’opposants politiques ? De partenaires étrangers ?
Une semaine avant, il s’était entretenu avec son homologue français. Emmanuel Macron avait alors, selon le communiqué de l’Élysée, rappelé son attachement au dialogue et évoqué « le calendrier institutionnel attendu par la communauté internationale ». Une formulation suffisamment vague pour se référer au calendrier de réformes politiques internes. Mais aussi, après tout, à un sommet international comme celui de l’OIF.
