Après plus de trois années à la tête du Ministère des Finances et du Budget, M. Abdoulaye Daouda Diallo a passé le relais, ce vendredi, lors d’une cérémonie sobre de passation de service à son successeur M. Mamadou Moustapha Ba, nommé à ce poste, le 17 septembre dernier.
Le Ministre des Finances et du Budget sortant a remercié le Président de la République Macky Sall pour lui avoir renouvelé sa confiance depuis 2012 en le nommant Ministre d’Etat, Directeur de Cabinet. M. Abdoulaye Daouda Diallo a assuré qu’il s’évertuera à mériter encore cette confiance dans ses nouvelles fonctions.
Il a également salué le choix du Chef de l’Etat porté sur son successeur qui connaît bien la « grande maison des finances » pour y avoir déjà effectué trente (30) années de services. Pour lui, il jouait quasiment le rôle de doublon en l’assistant avec professionnalisme, sérieux et dévouement dans ses tâches. Il ne se fait pas de doute que son successeur pourra réussir sa mission et continuer à tenir haut le flambeau de ce département stratégique pour le pays.
Le Ministre sortant a également exprimé sa gratitude à tous ses collaborateurs qui l’ont accompagné avec dévouement dans sa mission durant ces années marquées par plusieurs crises (COVID-19, crise ukrainienne). Le Sénégal est resté résilient grâce à un travail acharné et a réalisé de belles performances malgré la conjoncture internationale particulièrement difficile.
A la suite de son prédécesseur, le Ministre des Finances et du Budget entrant a remercié le Président de la République pour la confiance en le nommant à ce poste. Mamadou Moustapha Ba a ensuite rendu un hommage appuyé à l’action de M. Abdoulaye Daouda Diallo au sein du département, « sa maison de cœur ».
« Monsieur le Ministre d’Etat, l’action emblématique qui restera à jamais gravée dans les mémoires est votre leadership durant l’une des crises les plus graves que le Sénégal n’ait jamais affrontées, la COVID-19. C’est votre management du Programme de Résilience économique et sociale (PRES) qui nous a permis de figurer parmi les pays qui, dans le monde, ont le mieux résisté aux conséquences économiques et sociales de la pandémie », a souligné Mamadou Moustapha Ba, ancien Directeur général du Budget avant de poursuivre : « En effet, au moment où la plupart des pays ont connu une récession en 2020, le Sénégal s’en est sorti avec un taux de croissance de 1,3%. »
Le nouveau Ministre des Finances et du Budget s’engage à s’inscrire humblement dans le sillon creusé par Monsieur Abdoulaye Daouda Diallo avec le soutien de tous les services et agents du Ministère (Secrétariat général, IGF, Conseillers techniques, Douanes, Impôts et Domaines, Budget, Trésor, Secteur financier, etc.).
Pour finir, M. Ba a adressé, au nom de l’ensemble du personnel, ses félicitations et vœux de succès au nouveau Ministre d’Etat, Directeur de Cabinet du Président de la République.
