Le ‹‹Faux Decret›› Et Le Vrai ‹‹Faux Démenti›› : Le Mensonge d’État Décrié ( Par Salla Guèye )

En ce jour saint de l’Aïd, le pôle communication du palais devrait présenter ses plates excuses au peuple sénégalais. Non pas parce que des largesses sont accordées, en pleine crise sanitaire, à des gens à qui l’État a déjà tout donné, mais pour avoir servi un vrai faux démenti concernant l’indiscutable et authentique décret n°2020-964.

Malgré tous ces « arguments » et prétendues mises au point, ce décret polémique que les communicants du palais qualifiaient de « faux » est pourtant bien cité dans les visas de celui n°2020-976, pris quatre jours plus tard, accordant à Aminata Tall le « statut de Président honoraire du Conseil économique, social et environnemental». Pathétique, ce qui se passe dans ce pays!

Il n’est vraiment pas besoin d’être un grand homme d’État ou un juriste chevronné pour comprendre ce procédé standard presque connu de tous: le décret du 17 avril 2020 institue l’honorariat et celui du 21 avril nomme le bénéficiaire. C’est une logique juridique. Point d’horloge sans l’horlogerie. En plus clair, point de nomination comme Président honoraire sans un décret créant l’honorariat.

Maintenant si, entre temps, ce document si précieux a fuité pour circuler dans les réseaux sociaux, l’attitude la plus responsable pour les services concernés serait d’assumer pleinement leurs responsabilités, même si le contexte les mettrait dans une position très inconfortable.

Parce que, il faut le dire et le répéter, vouloir coûte que coûte cacher l’évidence à une opinion, décidément très avertie, en se réfugiant derrière une simple « non publication au Jors », c’est se prendre un violent et redoutable coup de poing en pleine figure.

Surtout à un moment où la gestion de la Covid-19 a déjà dévoilé un triste et gros cafouillage au sommet de l’État. Les multiples arrêtés ministériels en disent long.

Mais dans un pays de faux médecins, de faux billets, de faux gendarmes, un faux « démenti », même provenant d’une institution de la République, serait certainement considéré comme un simple « incident » qui va passer. Comme du vent !
