Le nouveau Haut commandant de la Gendarmerie nationale et directeur de la Justice militaire, le général de division Moussa Fall, a précisé jeudi que son ‘’ ambition est de bâtir une Gendarmerie professionnelle, ancrée dans les valeurs au cœur des institutions républicaines’’.
‘’Face à un contexte stratégique caractérisé par l’imprévisibilité et le recours systématique à une violence aveugle qui nourrissent l’inquiétude et la peur chez nos concitoyens, mon ambition est de bâtir une Gendarmerie professionnelle, ancrée dans les valeurs au cœur des institutions républicaines avec un personnel fier et motivé, dont les capacités morales sont à la hauteur des défis qui les attendent’’, a-t-il dit.
Nommé le 17 juin, le général Fall a été installé, ce jeudi, dans ses fonctions de Haut commandant de la Gendarmerie nationale et directeur de la Justice militaire par le ministre des Forces armées, Sidiki Kaba.
Selon l’ancien numéro 2 de la Gendarmerie nationale, cette ambition ‘’doit se bâtir autour d’une vision claire et inclusive dont la matérialisation exige des actions menées avec célérité, organisation, méthode et compétence’’.
‘’Ma conviction profonde est que seule la conjugaison de nos efforts nous permettra d’obtenir la synergie nécessaire pour atteindre l’efficacité. Il m’incombe la responsabilité de tracer un nouveau cap et de dessiner une feuille de route claire, cohérente et pragmatique prenant en compte les priorités pour les années à venir’’, a-t-il dit devant plusieurs personnalités civiles et militaires.
Le général Moussa Fall a réaffirmé le positionnement et le rôle de la Gendarmerie au sein de la République.
Il a annoncé la ‘’déconcentration’’ du commandement opérationnel au profit des deux principales subdivisions d’armes et des légions de gendarmerie territoriale, avec comme effet final recherché le ‘’renforcement de la confiance et le recul des violences ainsi que des incivilités, dans notre zone de responsabilité’’.
‘’Aussi, tous les échelons opérationnels devront-ils s’attaquer résolument aux violences urbaines et rurales, au vol de bétail, à la coupe illicite de bois, à l’extrémisme violent, à la criminalité transfrontalière organisée, à la cybercriminalité, au trafic de drogue et d’armes, à l’insécurité routière, mais aussi et surtout, concourir à faire de notre pays un sanctuaire à l’abri de la menace terroriste’’, a fait savoir le général Fall.
Selon lui, la stratégie d’action, pour répondre aux attentes des populations et des autorités, va s’appuyer sur ‘’la prévention, l’anticipation, la détection et l’intervention’’.
Il a annoncé sa décision de renforcer les chaînes de commandement en leur donnant les moyens humains et matériels, pour leur permettre d’exercer pleinement leurs fonctions.
‘’Ces aménagements s’accompagneront de la montée en puissance du Centre de renseignement et des Opérations de la Gendarmerie nationale (CROGEND) et du Centre d’anticipation et de prévention (CAP), par le relèvement qualitatif et quantitatif de leurs ressources humaines, de leurs infrastructures et de leurs moyens techniques et matériels. La préparation opérationnelle sera pour moi un point d’attention majeur afin de privilégier la spécialisation(…)’’, a poursuivi l’ancien gouverneur militaire du Palais de la République.
Il a en outre invité les commandants de subdivisons d’arme à faire de la formation, de l’entraînement et de la gestion des ressources humaines, placées sous leurs ordres, leur priorité.
Décrit comme un ‘’homme rigoureux’’, le général Fall a une riche carrière de 33 ans au sein de la Gendarmerie. Il a dirigé plusieurs compagnies dont celles de Ziguinchor, Thiès, Dakar et la Légion Ouest. Le général Moussa Fall a aussi été à la tête de la Section de recherches de la Gendarmerie nationale.
Il a par ailleurs dirigé la Gendarmerie territoriale, avant de devenir le commandant en second de cette institution.
