L’ancien député malien Karim Keïta, fils aîné de l’ancien président Ibrahim Boubacar Keita renversé en 2020 par un coup d’Etat, fait depuis lundi l’objet d’un mandat d’arrêt international dans le cadre d’une enquête sur la disparition d’un journaliste en 2016.
Interpol, l’organisme international de coopération policière basé à Lyon (France), a émis une « notice rouge » à la demande d’un juge d’instruction du tribunal de grande instance de la commune IV de Bamako, la capitale malienne, a dit une source proche de l’enquête s’exprimant sous le couvert de l’anonymat.
L’existence de cette notice -qui n’apparaissait pas sur le site officiel d’Interpol lundi soir- visant Karim Keïta a été confirmée à l’AFP par un responsable du bureau de représentation d’Interpol au Mali ayant également requis l’anonymat.
Karim Keïta a trouvé refuge à Abidjan après le coup d’Etat militaire qui a renversé son père en août 2020.
L’enquête qui le vise concerne la disparition d’un journaliste d’investigation âgé d’une cinquantaine d’années, Birama Touré, qui travaillait pour l’hebdomadaire de Bamako Le Sphinx. Il n’a plus été vu depuis le 29 janvier 2016, selon sa famille et le directeur de la publication, Adama Dramé.
Ces derniers disent craindre qu’il ait été enlevé, torturé et tué après plusieurs mois de détention.
Le directeur du Sphinx avait affirmé en 2018 que son ex-reporter avait auparavant approché Karim Keïta à propos d’un dossier qu’il présentait comme compromettant pour le fils du président.
Estimant avoir été diffamé par le Sphinx, Karim Keïta, qui a toujours fermement démenti toute implication dans la disparition du reporter, avait porté plainte en 2019 pour diffamation contre le directeur de la revue et contre un journaliste d’une radio privée de Bamako qui lui avait ouvert son antenne.
Cette plainte en diffamation avait toutefois été jugée irrecevable pour des questions de forme par la justice malienne. Le directeur du Sphinx, craignant pour sa sécurité, a pour sa part trouvé refuge en France.
Disparu des radars
Considéré par de nombreux Maliens comme personnifiant la corruption du régime d’Ibrahim Boubacar Keïta, Karim Keïta avait disparu des radars lors du coup d’Etat du colonel Assimi Goïta le 18 août 2020.
Il était réapparu quelques jours plus tard en Côte d’Ivoire.
Elu député en 2013, l’année de l’arrivée au pouvoir de son père, et réélu en 2020, Karim Keïta avait démissionné de la puissante présidence de la commission de la Défense de l’Assemblée nationale quelques semaines plus tôt, au plus fort de la contestation contre son père.
Des manifestants avaient utilisé sous forme de posters des images le montrant lors de joyeuses fêtes à l’étranger avec des amis, en compagnie de jeunes femmes peu vêtues, pour le présenter comme un personnage aux mœurs légères pouvant se payer du bon temps alors que son pays souffrait.
Karim Keïta avait assuré qu’il n’avait pas été chargé de la liste des invités et que ce déplacement privé n’avait rien coûté au contribuable.
Détenu par la junte pendant plus de deux semaines, « IBK », 76 ans, avait ensuite été autorisé à recevoir des soins aux Emirats arabes unis. De retour fin octobre à Bamako, l’ex-président réside depuis lors dans sa villa avec sa famille, selon le nouveau pouvoir, qui se refuse à indiquer clairement s’il est libre ou non de ses mouvements.
Un pays en transition
Après leur coup, les colonels putschistes s’étaient engagés sous la pression internationale à une période de transition limitée à 18 mois et conduite par des civils.
Mais le 24 mai dernier, le colonel Goïta, resté le véritable homme fort de la transition, avait foulé aux pieds cet engagement en faisant arrêter le président et le Premier ministre.
Proclamé président de la transition par la Cour constitutionnelle, il a promis de respecter les échéances électorales.
Il s’est choisi un nouveau Premier ministre, Choguel Kokalla Maïga, issu des rangs du mouvement ayant mené la contestation anti-IBK.
Depuis 2012 et le déclenchement de rébellions indépendantiste et jihadiste dans le nord, le Mali est plongé dans une tourmente multiforme qui a fait des milliers de morts, civils et combattants, malgré le soutien de la communauté internationale et l’intervention de forces de l’ONU, africaines et françaises.
