Un large collectif d’intellectuels de différents pays d’Afrique et du monde entier interpellent les dirigeants du continent africain face à la pandémie de Covid-19, déplorant «les logiques de profit et de monopolisation du pouvoir». Ils appellent à «repenser la santé comme un bien public essentiel», à «saisir ce moment de crise comme une opportunité afin de revoir les politiques publiques» pour la protection des populations.
Les risques qui planent sur le continent africain, relatifs à la propagation du COVID-19, nous interpellent individuellement et collectivement. L’heure est grave. Elle ne consiste pas à juguler une énième crise humanitaire « africaine » mais à contenir les effets d’un virus qui vient bousculer l’ordre du monde et interroger les fondements de notre vivre ensemble.
La pandémie du coronavirus met à nu ce que les classes moyennes et aisées vivant dans les grandes mégalopoles du continent ont feint de ne pas voir. Depuis près de dix ans, en effet, certains médias, intellectuels, hommes politiques et institutions financières internationales s’accrochent à l’image d’une Afrique en mouvement, d’une Afrique nouvelle frontière de l’expansion capitaliste.
Une Afrique sur la voie de l’émergence économique ;
Une Afrique dont les taux de croissance positifs feraient pâlir d’envie plus d’un pays du Nord. Une telle représentation que l’on finissait par croire réelle à force d’en rêver se déchire désormais devant une crise multiforme qui n’a pas encore livré tous ses secrets. Dans le même temps, l’ordre global multilatéral que l’on se figurait encadré par un minimum de traités se délite sous nos yeux, faisant place à une lutte géopolitique féroce. Ce nouveau contexte de guerre d’influence économique « du tous contre tous » laisse dans l’ombre les pays du Sud, en leur rappelant s’il le fallait le rôle qui leur échoit : celui de spectateurs dociles d’un ordre du monde qui se construit par-devers eux.
La pandémie du COVID-19 pourrait saper les bases des États et des administrations africaines dont les défaillances profondes ont trop longtemps été ignorées par la majorité des dirigeants du continent et leur entourage.
Il est impossible de les évoquer toutes, tant elles sont nombreuses :
-sous-investissement dans les secteurs de la santé publique, de la recherche fondamentale,
-insécurité alimentaire, -gaspillage des finances publiques,
-priorisation d’infrastructures routières, énergétiques et aéroportuaires aux dépens du bien-être humain, etc.
Autant de sujets qui font pourtant l’objet d’une littérature spécialisée, désormais abondante, mais qui semblent avoir peu pénétré les cercles du pouvoir des différents États du continent. La preuve la plus évidente de ce fossé est fournie par la gestion actuelle de la crise.
De la nécessité de gouverner avec compassion
Reprenant sans souci contextuel le modèle de «containment » et des régimes d’exception adoptés par les pays du Nord, nombreux sont les dirigeants africains imposant un confinement brutal à leurs populations souvent ponctué, lorsqu’il est n’est pas respecté, de violences policières. Si de telles mesures satisfont les classes aisées, à l’abri de la promiscuité et ayant la possibilité de travailler à domicile, elles demeurent punitives pour ceux qui, pour utiliser une formulation répandue à Kinshasa, doivent recourir à « l’article 15 », c’est-à-dire à la débrouille et aux activités dites informelles.
Soyons clairs.
Il n’est nullement question d’opposer sécurité économique et sécurité sanitaire mais plutôt d’insister sur la nécessité pour les gouvernements africains de prendre en compte les conditions de précarité chronique vécue par la majorité de leurs populations. Cela, d’autant plus que le continent africain a une longueur d’avance sur le Nord en matière de gestion de crises sanitaires de grande ampleur, au regard du nombre de pandémies qui l’ont frappé ces dernières années.
La nature ayant horreur du vide, plusieurs initiatives fragiles provenant de la « société civile » se mettent progressivement en place. En aucun cas pourtant, le dynamisme d’individus ou d’acteurs privés ne peut pallier la désorganisation et l’impréparation chronique que seuls les États seraient en mesure d’endiguer à travers le continent.
Plutôt que de subir et tendre la main à nouveau en attendant meilleure fortune, il serait d’ores et déjà souhaitable de repenser notre vivre ensemble en partant de nos contextes spécifiques et des ressources diverses que nous avons.
Notre conviction est que l’urgence ne peut, et ne doit pas, constituer un mode de gouvernance. Il s’agit de saisir ce moment de crise majeure comme une opportunité afin de revoir les politiques publiques, de faire en sorte notamment qu’elles œuvrent en faveur des populations africaines et selon les priorités africaines. Bref, il s’agit de mettre en avant la valeur de chaque être humain, quel qu’il soit et quelles que soient ses appartenances, au-delà des logiques de profit, de domination et de monopolisation du pouvoir.
Au-delà de l’urgence
Les dirigeants africains doivent, et peuvent, proposer à leurs peuples une nouvelle idée politique d’Afrique. C’est une question de survie et non d’arguties intellectuelles comme on a trop souvent tendance à le croire. De profondes réflexions sont nécessaires sur la gestion et le fonctionnement des administrations nationales, de la fonction de l’État et de la place des normes juridiques dans la distribution et l’équilibre des pouvoirs à l’aune de systèmes de pensées adaptés aux réalités du continent. En effet, la seconde étape de nos indépendances politiques ne se réalisera que sur les terrains de l’inventivité politique et sociale, de la prise en charge par nous-mêmes de notre destinée commune. Des initiatives en ce sens existent déjà. Elles mériteraient simplement d’être écoutées, discutées et encouragées.
Le panafricanisme aussi a besoin d’un nouveau souffle. Il doit retrouver son inspiration originelle après des décennies d’errements. Si les progrès en matière d’intégration du continent ont été faibles jusque-là, la raison est que celle-ci n’a été conçue que sur la base de la seule « doxa » du libéralisme économique. Or, la pandémie du coronavirus montre tristement l’insuffisance de la réponse collective du continent autant sur le volet sanitaire qu’ailleurs.
Plus que jamais, nous sommes placés devant la nécessité d’une gestion concertée et intégrée de domaines relatifs à la santé publique, à la recherche fondamentale dans toutes les disciplines scientifiques et aux politiques sociales.
Dans cette perspective, il est important :
-de repenser la santé comme un bien public essentiel,
-de revaloriser le statut du personnel de la santé,
-de relever les plateaux techniques des hôpitaux à un niveau qui permet à tous, y compris les gouvernants eux-mêmes,
-de se faire soigner en Afrique.
Cette lettre est un morceau de rappel, de rappel de l’évidence
: le continent africain doit reprendre son destin en main. Or c’est dans les moments difficiles que des orientations nouvelles doivent être décidées et que des solutions pérennes doivent être mises en place.
Cette lettre est destinée aux dirigeants africains de tous bords, aux peuples africains et à ceux qui essaient de penser le continent. Nous les invitons à saisir l’opportunité de cette crise pour mutualiser leurs efforts afin de repenser l’idée d’un État au service du bien-être des peuples, de rompre avec le modèle de développement basé sur le cercle vicieux de l’endettement extérieur, de sortir de la vision orthodoxe de la croissance pour la croissance, et du profit pour le profit.
Il s’agit pour l’Afrique de retrouver la liberté intellectuelle et la capacité de créer sans lesquelles aucune souveraineté n’est envisageable. De rompre avec la sous-traitance de nos prérogatives souveraines, de renouer avec les configurations locales, de sortir de l’imitation stérile, d’adapter la science, la technique et les programmes de recherche à nos contextes historiques et sociaux, de penser nos institutions en fonction de nos communes singularités et de ce que nous avons, de penser la gouvernance inclusive, le développement endogène, de créer de la valeur en Afrique afin de diminuer notre dépendance systémique. Surtout, il est primordial de ne pas oublier que le continent dispose de suffisamment de ressources matérielles et humaines pour bâtir une prospérité partagée sur des bases égalitaires et respectueuses de la dignité de chacun. L’absence de volonté politique et les agissements de l’extérieur ne peuvent plus constituer des excuses pour nos turpitudes.
Nous n’avons pas le choix : nous devons changer de cap.
