Le Sénégal, Une Démocratie Debout Dans Une Ceinture Militaire (Le Club Sénégal Émergent)

Le Club Sénégal Émergent (CSE) a suivi avec une grande attention le déroulement et les résultats des élections territoriales qui entrent dans le processus d’élargissement des bases de la démocratie sénégalaise. Ces résultats méritent d’être analysés, décryptés et disséqués avec lucidité et objectivité.

Les élections territoriales se sont déroulées et leurs résultats provisoires proclamés dans un contexte sous-régional trouble à cause d’instabilités institutionnelles , accentuées par une série de coups d’État militaires au Tchad, au Mali, en Guinée et au Burkina Faso .Mais aussi, dans un contexte marqué par les sanctions prises contre la junte malienne par la CEDEAO, les condamnations de l’Union Africaine et d’une grande partie de la communauté internationale contre la mainmise de militaires sur les institutions.

Malgré cette ceinture militaire dirigée par des juntes ,en dépit des fragilités politiques, institutionnelles, économiques et sociales auxquelles sont en proie tous ces pays, le Sénégal a fait prévaloir, à l’occasion de ces élections territoriales, son exception démocratique dans la sous-région et en Afrique .Pourtant que d’appréhensions nourries avant la tenue de ces élections territoriales !Les violences consécutives aux événements de début mars 2021 déclenchées par la convocation du leader du Pastef par la justice ; celles qui se sont manifestées avant et durant la campagne électorale, du fait des menaces de l’opposition quant à la fiabilité du fichier, à la transparence et la sincérité des élections avaient alimenté et intensifié ces appréhensions.

Le Club Sénégal Émergent (CSE) constate , pour s’en réjouir , que toutes les mauvaises appréhensions aient été finalement anéanties par un scrutin calme, apaisé, transparent et sincère, avec des résultats quasiment acceptés partout et par tous. Les contestations ont été très marginales et les recours juridictionnels ,la portion congrue.

Deux heures après le scrutin, les grandes tendances étaient connues grâce aux médias et le lendemain, lundi 24 janvier 2022, tous les Sénégalais se sont remis au travail.
Le Club Sénégal Émergent dit « Bravo au peuple sénégalais ! ». Ses membres saluent sa maturité démocratique, son attachement viscéral à la paix , au respect des différences, à la tolérance, à la stabilité républicaine et sociale et au vote comme mode de choix des personnes devant diriger les principales institutions, la Présidence de. la République, l’Assemblée nationale et les Collectivités territoriales.

Les membres du Club Sénégal Émergent magnifient l’attitude responsable de tous les acteurs politiques qui, en dépit d’un engagement farouche et sans concession et même des surenchères parfois inhérentes aux compétitions électorales , ont su et pu préserver l’essentiel, notamment , le calme, le respect des règles du jeu démocratique , avant, pendant et après le scrutin.

Le CSE décerne aussi un satisfecit aux acteurs de la société civile et à la presse qui ont contribué dans un bel élan patriotique et démocratique à la réussite éclatante du scrutin du 23 janvier 2022 dans la paix et la transparence. Sur un autre registre, le Club Sénégal Émergent s’est livré à quelques constats, éléments de sa lecture des élections territoriales.
Il a noté une participation appréciable de l’électorat avec un taux de participation en hausse , une implication forte de la jeunesse qui marque ainsi son choix pour la voie pacifique et démocratique plutôt que le recours à la violence et aux voies de non droit.
Au vu des résultats provisoires sortis des urnes, le 23 janvier 2022, le CSE constate que la coalition Benno Book Yakaar est encore largement majoritaire dans les collectivités territoriales, elle remporte 38 départements sur 43 , 438 communes sur 553 , 01 ville chef-lieu de région sur 5 .Il remarque aussi la percée de l’opposition, particulièrement de la coalition Yewwi Askan Wi dans les grands centres urbains comme Dakar, Ziguinchor, Diourbel, Kaolack , Rufisque et Thiès.
Il ressort aussi des résultats provisoires du scrutin du 23 janvier 2022, la chute des partis traditionnels ( PDS, PS, AFP, Rewmi principalement) et l’affaissement des partis de la gauche traditionnelle.( LD , PIT , Aj ……) .

Le Club Sénégal Émergent (CSE) appelle à une lecture objective des résultats qui contiennent des messages forts des populations aux gouvernants et à l’opposition pour en tirer le meilleur parti pour la démocratie et le développement du Sénégal.- Les Sénégalais attendent plus d’actions sociales, plus de politiques de promotion d’emplois et de génération de revenus , d’amélioration du pouvoir d’achat.
-Parmi les messages des électeurs, fortement impactés par la COVID-19, figurent la nécessité d’une plus grande proximité et de plus de solidarité des acteurs de développement et politiques.-Ce que disent aussi les électeurs à travers les urnes, c’est une injonction pour une meilleure gouvernance des deniers et de la chose publique, une diligence dans le traitement des dossiers de détournements présumés de deniers publics récemment révélés par la presse. L’opinion publique réclame ainsi moins d’impunité et plus de gouvernance sobre et vertueuse dans les collectivités territoriales et l’État central.- Les électeurs demandent enfin à l’État plus d’ouverture et de dialogue avec les segments sociaux de la nation, y compris sur la question de la proposition de loi portant sur la criminalisation de l’homosexualité au Sénégal.

Le CSE est persuadé que le peuple sénégalais, à travers ces élections territoriales, a réaffirmé son ancrage total dans la Démocratie, le pouvoir du peuple, par le peuple et pour le peuple, son option résolue pour l’État de droit et son opposition absolue aux coups d’État comme forme de prise anti-démocratique du pouvoir.
Le CSE soutient que les nouveaux élus locaux doivent s’inscrire dans une dynamique de développement , de progrès et de bonne gouvernance des Collectivités territoriales, maillons essentiels du développement à la base et ouvrir ainsi , des perspectives nouvelles et prometteuses pour leurs localités, en s’inspirant et en s’appuyant sur les programmes mis en place par le Président de la République Macky Sall et qui participent à baliser le chemin de l’émergence du Sénégal.

Le CSE se réjouit et félicite chaleureusement le Président de la République Macky Sall qui vient d’être porté par ses pairs à la présidence de l’Union Africaine et engage tous les sénégalais à faire de son mandat une réussite éclatante comme le furent ceux de ses prédécesseurs sénégalais, Léopold Sédar Senghor, Abdou Diouf et Abdoulaye Wade.
Enfin le CSE salue la participation victorieuse des Lions à la CAN et le bonheur immense qu’ils viennent de procurer au peuple sénégalais ce, après près de 60 ans d’attente !
