Communiqué Du Conseil Des Ministres Du 08 Juillet 2020
Le Président de la République, Son Excellence Monsieur Macky SALL, a présidé le Conseil des ministres, en visioconférence, le mercredi 08 juillet2020, à 10 heures.
Le Chef de l’Etat a, à l’introduction à sa communication, rappelé aux ministres la priorité absolue qu’il accorde à la relance rapide, inclusive et durable de l’économie nationale. Il a, à ce titre, invité le Ministre de l’Economie, du Plan et de la Coopération à finaliser le processus de concertation et d’élaboration du Programme de relance de l’Economie nationale (PREN) qu’il validera lors d’un Conseil présidentiel en présence de l’ensemble des acteurs publics et privés concernés.
Le Président de la République a, ensuite, évoqué son attachement primordial à l’aménagement durable du Territoire à travers la territorialisation optimale des politiques publiques. Il a, à cet égard, demandé au Ministre de l’Intérieur et au Ministre des Collectivités territoriales de veiller à la tenue, dans les conditions adéquates, des conférences territoriales en procédant à l’évaluation prospective prioritairedes réalisations de l’Etat dans chaque département, avec le concours de la Commission d’évaluation des politiques et programmes publics.
Le Chef de l’Etat a, en outre, demandé au Ministre du Renouveau du Service public d’engager une réflexion inclusive autour de « la Fonction publique post COVID-19 ». Il a également invité le Ministre des Collectivités territoriales à préparer la prochaine session du Conseil supérieur de la Fonction publique locale, organe de pilotage de la nouvelle doctrine de gestion des ressources humaines des collectivités territoriales.
Le Président de la République a, dans la dynamique de modernisation de l’Administration publique, demandé au Ministre de l’Intérieur de préparer la signature, dans les meilleurs délais, de la Charte de la Déconcentration devant consolider les performances de l’Etat au niveau territorial.
Il a, enfin, exhorté les ministres à assurer le suivi permanent des programmes et projets publics mis en œuvre avec les partenaires techniques et financiers.
Le Président de la République, au titre de la réouverture des aéroports etde la reprise des vols internationaux, à partir du 15 juillet 2020, a demandé au Ministre du Tourisme et des Transports aériens, de faire prendre, en rapport avec les Ministres en charge de l’Intérieur, des Forces Armées et de la Santé, toutes les dispositions idoines, en vue d’assurer le respect scrupuleux des protocoles sanitaires par les administrations et usagers des plateformes aéroportuaires.
Le Chef de l’Etat, abordant la préparation des examens et concours prévus en 2020, a tout d’abord salué l’engagement patriotique de la communauté éducative qui a permis la réouverture satisfaisante des établissements scolaires et la reprise normale des enseignements au niveau des classes d’examen.
Le Président de la République a, dans cet esprit, demandé aux Ministres en charge de l’Education, de la Formation professionnelle, des Finances et du Budget de veiller, dès à présent, au déroulement, dans les meilleures conditions, sur toute l’étendue du territoire national, des examens et concours fixés selon le calendrier scolaire validé. Il a par ailleurs indiquél’impératif de mobiliser les ressources financières, les moyens logistiques et sécuritaires requis à cet effet.
Le Chef de l’Etat a particulièrement rappelé la nécessité de bâtir un système éducatif performant et inclusif, qui s’appuie sur une carte scolaire intégrant des établissements répondant aux normes de construction et de sécurité harmonisées au plan national. Il a, sur ce point, invité le Gouvernement à accélérer la mise en œuvre du programme national d’éradication des abris provisoires à l’horizon 2024 et requis la densification de la carte scolaire avec, notamment, l’édification prioritaire de nouveaux collèges et lycées, dont celui projeté dans la commune de Ngor.
Le Président de la République a clos sa communication en indiquantl’impératif d’asseoir une gouvernance exemplaire de nos ressources naturelles par le renforcement des contrôles systématiques et la régulation optimale de l’exploitation de notre patrimoine minier.
Au titre des Communications, • Le Ministre d’Etat, Secrétaire général de la Présidence de la République a fait une communication sur le suivi des directives présidentielles, portant notamment sur la tenue des conseils présidentiels relatifs au Plan d’investissements pluriannuel en matière de santé publique et au Programme présidentiel de construction de 100.000 nouveaux logements. • Le Ministre de l’Intérieur a fait une communication sur le projet de réforme de la sécurité privée.• Le Ministre des Finances et du Budget a fait une communication surla mobilisation des ressources financières du FORCE COVID-19 et l’exécution des dépenses. Il a également fait le point sur l’état d’exécution du budget de la loi des finances rectificative,• Le Ministre des Affaires étrangères et des Sénégalais de l’Extérieur a fait le point sur la situation internationale et l’assistance apportée à nos compatriotes dans la Diaspora, dans le cadre de la pandémie de la COVID-19.• Le Ministre de l’Economie, du Plan et de la Coopération a fait une communication sur la préparation du Programme de Relance de l’économie nationale.• Le Ministre de la Santé et de l’Action sociale a fait une communication sur la pandémie de la COVID-19.• Le Ministre de l’Agriculture et de l’Equipement rural a fait le point sur la pluviométrie et la mise en place des intrants agricoles.• Le Ministre en charge du suivi du Plan Sénégal émergent a fait une communication sur la mise en œuvre des projets et réformes du PSE.
Au titre des mesures individuelles, le Président de la République a pris les décisions suivantes :
– Monsieur Cheikh GUEYE, Général d’Armée (2ème section), est nommé Ambassadeur extraordinaire et plénipotentiaire de la République du Sénégal auprès de Son Excellence Monsieur Recep Tayyip Erdogan, Président de la République de Turquie, avec résidence à Ankara, en remplacement de Monsieur Moustapha MBACKE;
– Monsieur Pierre NDIAYE, Ingénieur Statisticien économiste, est nommé Président du Comité Paritaire public – privé des Zones économiques spéciales, en remplacement de Monsieur El Hadji Ndiogou DIOUF, appelé à d’autres fonctions ;
– Madame Fatimata SYLLA SAKHO dite Badiallo SYLLA, est nommée Présidente du Conseil d’Administration de la Société nationale « Les Chemins de Fer du Sénégal » ;
– Monsieur Alassane BAH, matricule de solde 100 166/Z, est nommé dans les fonctions de Professeur d’Informatique à l’Ecole supérieure Polytechnique de l’Université Cheikh Anta DIOP de Dakar, à compter du 1er octobre 2019 ;
– Monsieur Chérif Sidy KANE, matricule de solde 104 294/H, est nommé dans les fonctions de Professeur Titulaire d’Economie de Développement à la Faculté des Sciences économiques et de Gestion de l’Université Cheikh Anta DIOP de Dakar, à compter du 1eroctobre 2019.
