Etat D’Urgence: Macky Sall Promulgue La Nouvelle Loi

Le président de la République, Macky Sall vient de promulguer la nouvelle loi n° 2021- 18 modifiant la loi n° 69 – 29 du 29 avril 1969 relative à l’état d’urgence et à l’état de siège.

Le chef de l’Etat Macky Sall vient de promulguer, ce 19 janvier 2021, la loi n° 2021- 18 modifiant la loi n° 69 – 29 du 29 avril 1969 relative à l’état d’urgence et à l’état de siège. Il a décidé de maintenir le couvre-feu, de 21 h à 5 h du matin, sur l’étendue des régions de Dakar et Thiès.

Pour rappel, le gouvernement du Sénégal avait déposé le 11 janvier 2020, sur le bureau de l’Assemblée nationale le projet de loi n° 46/2020 modifiant la loi No 69-29 du 29 avril 1969 relative à l’état d’urgence et l’état de siège dont l’objet principal est d’introduire dans la législation sénégalaise un régime juridique de gestion des crises, catastrophes naturelles ou sanitaires qui permettra à l’autorité administrative de prendre, en dehors de la proclamation de l’état d’urgence, des mesures visant à assurer le fonctionnement normal des services et la protection des populations.

La loi n° 2021- 18 modifiant la loi n° 69 – 29 du 29 avril 1969 relative à l’état d’urgence et à l’état de siège va permettre à l’autorité exécutive de se passer de toute habilitation de la représentation parlementaire, chaque fois qu’il s’agira de gestion de crises ou catastrophes naturelles ou sanitaires.
