Nouvelle Emission Eurobond De 508 Milliards: Abdoulaye Daouda Diallo S’explique

Racheter notre dette de 2014″
« Cette opération d’eurobond est justifiée simplement sur deux paramètres. Le premier, c’est que le Sénégal en 2014, était sur les marchés des capitaux. Nous sommes trois pays dans la zone UEMOA à avoir accès au marché de capitaux. C’est le Sénégal, la Côte d’Ivoire et le Bénin. On y était, justement en 2014 pour lever 500 millions de dollars avec une maturité de dix ans. C’est-à-dire dire une dette qui devrait durer dix ans« , a dit Abdoulaye Daouda Diallo, Ministre des Finances et du Budget pour répondre à la polémique sur la nouvelle dette endossée par le Sénégal.

« Nécessairement, de 2014, la dette devait expirer en 2024. Il fallait payer cette dette-là à partir de cette année. Et avec le système des eurobonds en vérité, la dette est en principe surtout payée pour les trois dernières années. Ce qui fait bien évidemment, qu’on a quand même des pics importants au niveau de nos services de la dette« , poursuit-il.

Avant d’ajouter qu’ « En vérité ce qu’on doit payer en service de la dette est particulièrement lourd parce qu’il correspond non seulement au paiement des intérêts, mais aussi au paiement du capital« ,

Selon le ministre, c’est à cause du niveau actuel de notre économie que les partenaires ont confiance du Sénégal sur le marché de capitaux. « Au départ on était parti pour racheter au maximum 60% de la dette déjà. C’était notre objectif et l’on s’est retrouvé avec des propositions de rachat de cette dette à hauteur de 70%. Ce que nous avons accepté« , a soutenu le Ministre des Finances et du Budget.

Selon le Ministre cette dette était levée à un taux de  6,25%. Mais « ces mêmes investisseurs ont accepté donc de faire racheter cette dette pour que nous la reprenions avec un taux de 5,375 %« , a-t-il fait savoir.

« Financer nos projets pétroliers et gaziers »
D’après lui, c’est des opérateurs privés qui détiennent des fonds, qui ont décidé de faire confiance au Sénégal et de l’accompagner. « On cherchait globalement 750 millions d’euros. Cette dette que nous avions en 2014 était aussi libérée en dollars. Finalement, on avait pensé racheter cette dette exclusivement en euro. Donc il n’y a pas de risque possible« , a-t-il indiqué.

« L’autre volet qui avait justifié qu’on est rentré sur le marché, c’était justement pour financer nos projets pétroliers et gaziers« .

Abdoulaye Daouda Diallo annonce qu’ à partir du deuxième semestre de l’année 2023, le Sénégal va commencer avec la Mauritanie à exporter du gaz.
