Vers Un Sommet Des Dirigeants Européens Avec Le Président Russe ?

La France et l’Allemagne veulent faire pression pour organiser un sommet des dirigeants européens avec le président russe Vladimir Poutine lors du sommet européen de jeudi. C’est ce qu’a déclaré l’un des diplomates de l’UE, selon lequel le succès de l’initiative présentée la veille du sommet était incertain.

Le président et le Premier ministre de l’UE discuteront jeudi d’une nouvelle stratégie pour les relations avec la Russie, et jusqu’à présent, on espère qu’il y aura des discussions plus générales sur la manière d’équilibrer une meilleure préparation aux menaces de la Russie avec un désir de coopération constructive.

Les dirigeants se baseront sur l’analyse et les recommandations commandées par le chef de la diplomatie de l’UE, Josep Borrell, lors d’un sommet extraordinaire en mai. Selon ses propositions, l’UE devrait faire face aux menaces et aux hostilités de la Russie de manière plus systématique et plus coordonnée et se préparer à de nouvelles attaques, mais en même temps rechercher la coopération dans les domaines d’intérêt commun.

Selon des diplomates, les propositions conjointes des deux plus grands pays de l’UE parlent de domaines spécifiques, tels que la lutte contre le changement climatique, le terrorisme et la recherche d’un accord avec l’Iran. Plusieurs paragraphes du texte, nettement plus longs que la proposition de conclusion du sommet sur la Russie, mentionnent également des contacts conjoints plus fréquents, y compris des réunions de dirigeants.

Les ambassadeurs des États membres devront décider peu avant le début du sommet européen si la mention de la rencontre avec Poutine finira par disparaître du texte de conclusion de la réunion de jeudi.
