D’après leur avis de grève, « leur mouvement d’humeur fait suite à leur communiqué n°4 du 17 août 2021 relatif au retard du paiement des bourses de spécialité, ainsi que la réticence du MSAS (ministère de la Santé et de l’Action sociale) à s’engager dans un large chantier de réformes visant à améliorer le quotidien des spécialistes sur l’ensemble du territoire sénégalais, ce qui s’inscrit indéniablement dans le cadre d’une amélioration de l’ensemble du secteur sanitaire au Sénégal.”

Dans ce cadre, ils assurent des activités de consultation, le suivi des patients hospitalisés, les permanences, les gardes ainsi que certains actes médicaux et chirurgicaux, totalisant ainsi un volume horaire dépassant les 40 heures par semaine. Dans l’écrasante majorité des hôpitaux de la région de Dakar la continuité du service est assurée, pour l’essentiel (plus de 80%) par les DES. Dans plusieurs régions où il n’y a pas de spécialistes, les DES qui effectuent un stage rural après 4 à 5 années d’apprentissage, assurent le fonctionnement de leurs services respectifs
