Privé de ses incessants va-et-vient à l’étranger, Il compense par une suractivité médiatique, quitte à en faire trop : comme cet étrange dialogue avec son homologue de Madagascar, l’ancien Disc-jockey devenu pharmacologue. Un Président est forcément Omniscient.
Le Président Macky Sall se veut la voix de l’Afrique qui a mandaté pourtant le Président de l’Union Africaine, Cyril Ramaphosa. Concevoir et coordonner avec les autres Etats africains, un plan global de riposte ne semble pas intéresser le Président Sénégalais qui, à l’occasion de cette pandémie, se rêve un destin de leader mondial.
Une de ses trouvailles, c’est un nouvel ordre mondial de priorités rendu nécessaire par la survenue du Covid19. Le nouvel ordre mondial ? un peu désuet comme croisade. D’ailleurs, les esprits chagrins n’ont pas manqué de lui demander en quoi le Covid19 pose-t-il de nouveaux défis à l’Afrique, ravagée depuis des temps immémoriaux par des épidémies sinistrement connues auxquelles se conjuguent les nouvelles (Choléra, Méningite, Ebola, le Sida et la dernière-née le Covid19), sans mentionner les guerres, les disettes. Au moment où surgissait le Covid19, une bonne partie de l’Afrique australe était tourmentée par une invasion exceptionnelle de criquets après avoir subi trois années de sécheresse. Une partie du Fouta est la proie d’une famine endémique ces dernières saisons. Les mêmes mauvais esprits diront que c’est là l’ordre naturel des choses en Afrique. En quoi cela avait-il secoué la conscience de Macky Sall ?
Donc, les lieux communs « Afrique égale épidémies plus guerres plus famines » sont, presqu’universellement, associés à l’Afrique. Il est surprenant que le Président Macky Sall prêche un nouvel ordre des priorités à la survenue du Covid19. Au fond, cela sonne comme un aveu et une demande pressante.
L’aveu est que le système sanitaire du Sénégal n’est pas à la hauteur. Les personnels soignants l’ont crié en maintes occurrences depuis des années, les usagers s’en plaignaient de façon récurrente. La chronique de la panne des appareils de radiothérapie avait tenu le Sénégal en haleine. Qui ne se souvient pas de la longue fermeture de la maternité de l’hôpital le Dantec ? Les hôpitaux régionaux de Diourbel, Saint-Louis, Tambacounda souffrent de délabrement avancé. Il y manquait de tout, à l’instar de la quasi-totalité des régions, particulièrement de spécialistes (gynécologues, ophtalmologistes, cardiologues, pédiatres…). Le Président Macky Sall prétend-t-il ignorer cela ? Autrement, qu’a-t-il effectivement fait pour y remédier en 8 ans ? Une partie de la réponse est donnée par le temps mis à finaliser l’hôpital Dalal Jamm de Guédiawaye. Le chantier avait été lancé en 2007 sous Abdoulaye Wade. Macky Sall s’est hâté lentement de le terminer en 2019, sans hospitalisation toutefois, en raison de plusieurs lacunes. Il a fallu la crise du Covid19 pour y jeter en catastrophe une quarantaine de lits afin de pouvoir accueillir des malades. Vous avez dit sens des priorités ?
On semble redécouvrir l’extrême dénuement de notre système sanitaire avec les visites du Professeur Seydi de Fann dans les districts sanitaires au Sud du Pays. A la hâte, après ses déclarations, le Ministère de la Santé expédie quelques respirateurs incomplets aux dires d’un des praticiens de Ziguinchor sur une chaîne FM. L’ampleur de l’indigence est, qu’on n’en peut plus, illustrée par l’anecdote suivante, qui prêterait à sourire si elle ne révélait pas la culture d’indigence qui a fini par imbiber les meilleurs esprits : les dix lits convenablement équipés pour le navire amiral de notre système sanitaire, l’Hôpital principal, sont présentés comme une prouesse remarquable. Combien à Fann ?
A Bignona, la situation est suffisamment grave pour que le médecin-chef du service régional, Tito Tamba, cité par Sud Quotidien du 24 avril 2020, lance un appel pressant à engager des actions « vraiment prioritaires » dans la lutte contre le Covid19 : « L’heure n’est ni au tâtonnement ni à l’amateurisme encore moins à la politique[1] ». En voilà un qui ne digère pas le riz de Macky !
Ce constat est partagé par le coordonnateur des syndicats de la santé pour la justice sociale, Cheikh Seck, qui, selon la même source, demande à l’État de faire « face à ses responsabilités par rapport à l’insuffisance de matériels de protection pour le personnel soignant ». M Seck ajoute cette illustration glaçante : « Je vous donne l’exemple de l’hôpital où je travaille. Ici à l’hôpital, nous sommes 632 comme agents et il y a 273 prestataires. Cela veut dire qu’il y a presque 900 agents. Et quand on vous donne 700 masques, cela veut dire que le reste, on cible ». Malheureusement, le SARS-Cov2 cible aussi ceux qui n’ont pas de masques. A propos, un masque, c’est pour toujours ? Le Président Macky Sall, masqué pour s’offrir une partie de ‹‹ Ludo ››, peut toujours vous en donner quelques-uns de son stock personnel qui semble bien fourni.
Pour les autres, y compris les personnels soignants, Macky Sall dispose surtout de stocks en riz. Il mobilise la force de frappe de l’Administration pour distribuer en priorité ce riz et un peu d’étrennes en espèces sonnantes et trébuchantes aux Sénégalais de l’extérieur. S’il y a certes des compatriotes de la Diaspora qui méritent l’assistance de l’Etat face aux bouleversements inouïs créés par la pandémie, la majorité des Sénégalais de l’Extérieur sont pour l’utilisation des fonds collectés vers la riposte sanitaire en priorité et l’appui aux familles dans le besoin au niveau national en second lieu. Ainsi, les Sénégalais installés au Gabon avaient très tôt, avant l’annonce de l’aide de l’Etat du Sénégal vers la Diaspora, collecté près d’une dizaine de millions FCFA. Ils avaient contribué pour une partie à la solidarité dans le Pays hôte et fait envoyer le reste au Sénégal. Non, les Sénégalais ne sont pas un peuple d’assistés, même si des décennies de politiques de clientélisme ont produit des dégâts profonds.
Macky Sall, qui a largement fréquenté la diaspora, n’ignore pas la générosité et le sens du sacrifice vis-à-vis de la Patrie dont elle a fait, en toutes circonstances, montre. Mais, comme le suggère avec dépit le Docteur Tito Tamba de Bignona, il est, comme toujours, à « l’heure de la Politique ». Comme Jésus multipliait le pain, lui multiplie un kilo de riz en mille gains politiques : il fidélise sa clientèle politique, il adresse un message aux bailleurs que leur argent est utilisé pour sauver de la famine des hordes misérables (c’est bon pour la conscience). Surtout, les hommes d’affaires, les parvenus notamment, font de bonnes affaires.
La vie est belle, même avec le Covid19.
