Abdoulaye Daouda DIALLO: Le Maître D’œuvre De La vision Du Président Macky SALL ( Par Ousmane Niass)

De Ministre délégué auprès du Ministre de l’Economie des Finances et Budget en passant par celui de l’ Intérieur et des Transports Terrestres, ADD a réussi dans tous les ministères qu’il a eu à diriger avec compétence, rigueur et intelligence.

Militant de première heure de l’Alliance Pour la République de Macky SALL depuis sa création en 2008, il a battu campagne avec la coalition « Macky 2012 » aux côtés de celui-ci lors du scrutin présidentiel de 2012.
D’avril 2012 à Septembre 2013, Abdoulaye Daouda DIALLO est porté au ministre délégué auprès du ministre de l’Économie et des Finances chargé du Budget. Quatre ans après, il devient Ministre de l’Intérieur où, il a apporté des réformes majeures notamment avec les cartes d’indenté nationale numérique de la CEDEAO, pour améliorer les échanges commerciaux entre les pays membres de la communauté, de faire avancer la libre-circulation dans la région et de faciliter la migration intra-régionale, qui représente un élément clé de la croissance économique et de la stabilité de la région, de limiter le passage illégal aux frontières et in fine, s’attaquer aux problèmes qui en découlent en matière de sécurité.

En 2017, il devient le coordonnateur de Benno Bokk Yaakar dans le Département de Podor. En outre, ADD par son charisme en accédant au Ministère des Infrastructures, des Transports terrestres et du Désenclavement a conduit avec succès de nombreux projets de grande envergure présidentielle à travers des routes, des autoroutes, des pistes, et des ponts.
On peut citer à titre d’exemple la construction de 189 km d’autoroutes, 1797 Km de routes revêtues, 13 ponts, le prolongement de la VDN section 2 qui va jusqu’à Tivaoune Peulh, via Keur Massar, sur une distance totale de 26,2 km. L’autoroute Thés-Touba (Ila-Touba), considérée comme le plus grand projet jamais réalisé depuis l’indépendance de notre pays. A cela s’ajoute 4099 km de pistes rurales.

Pour ce secteur des transports, Abdoulaye Daouda DIALLO a d’abord renouvelé le parc urbain de transport AFTU pour rendre fluide le déplacement de nos citoyens en zones urbaines et périurbaines avec 1357 véhicules dont 640 pour les différentes régions. En 2019, il réalise un autre exploit avec 800 véhicules pour la région de Dakar. Monsieur le Ministre ADD, homme de droit et d’équité, n’a pas oublié la société nationale de transport Dakar Dem Dikk, en réceptionnant 457 autobus, qui vont servir Dakar et les autres régions du pays. Pour le parc des gros porteurs le ministre ADD a réceptionné 145 véhicules en 2018 et un autre lot de 400 véhicules en 2019.

A signaler qu’avant de quitter le ministère des transports, ADD avait déjà obtenu le financement du projet BRT d’une capacité de 300.000 voyageurs/jours pour une distance de 18.3 km, du TER, et du chemin de fer Dakar Bamako. Un projet financé par la Banque Mondiale. Outre le projet de chemin de fer Dakar Bamako, le ministre ADD a finalisé et assisté au côté du président Macky SALL avec son homologue de la Gambie Adama BARRO à l’inauguration du pont Sénégambie un bijou d’intégration sous régionale.

Abdoulaye Daouda DIALLO, le coordonnateur départemental de Benno Bokk Yakaar à Podor après avoir assuré avec beaucoup de succès la réélection de son excellence monsieur Macky SALL Président de la République du Sénégal, lors de la dernière présidentielle de 2019 est nommé Ministre des Finances et du Budget, un an avant l’apparition de la pandémie covid-19. Malgré la crise sanitaire planétaire, le ministre ADD n’a jamais cessé de travailler pour contenir les impacts néfastes de la pandémie à coronavirus. Il s’agit entre autres la mise en place du programme de résilience économique et sociale (PRES), pour des actions de très court terme, qui est doté d’un fonds de riposte dénommé « Force Covid-19 » d’un montant de 1000 milliards de francs CFA. C’est ce qui a permis au Sénégal de maintenir des taux de croissance positifs (1,5% en 2020 et 5% en 2021) alors que la plupart des pays du monde basculaient dans la récession.
ADD, sous les instructions du chef de l’état Macky SALL a maintenu les prix à la consommation à leur niveau actuel ou à leur stabilité dans un contexte où tous les pays sont confrontés à une hausse généralisée des prix à cause de la pandémie de covid-19 qui a entrainé un renchérissement du fuel et une augmentation du prix du fret, qui pousse certains importateurs à répercuter cela sur les prix, les multipliant par trois ou quatre» .
Autres actions notoires et salutaires que le ministre ADD a posé est la suppression de la taxe conjoncturelle à l’importation, celle des droits de douane sur le riz, la suspension des droits de douane sur le blé, l’application d’un taux de 0% de Tva sur la farine de blé et le rétablissement des stades de commerce.

En matière de gestion de la dette publique, le Sénégal reste classé dans la catégorie des “pays à risque de surendettement modéré” grâce à l’expertise du Ministre des Finances et du Budget ADD. En guise d’illustration le Sénégal est en train de se désendetter. Si l’on considère le stock de la dette de l’Etat central rapporté au PIB, qui est projeté à 66,7% à 2021 contre 64,6% prévus en 2022, soit une baisse de 2,1 points de pourcentage. En fin 2023, avec les revenus du pétrole et du gaz, la tendance baissière devrait se poursuivre pour se stabiliser à un taux de 56 voire 55% du PIB.

A noter que, c’est la première fois que l’Etat du Sénégal voit son budget franchir la barre des 5000 milliards de francs CFA, exactement 5 198 milliards de FCFA ayant ainsi doublé en 10 ans, grâce au leadership du Président Macky SALL et la compétence de son Ministre des Finances Abdoulaye Daouda DIALLO.
