Le Président de la République, Son Excellence Monsieur Macky SALL, a présidé le Conseil des Ministres, le mercredi 24 juin 2020, à 10 heures, au Palais de la République.
Le Chef de l’Etat a, à l’entame de sa communication, rappelé au Gouvernement l’impératif d’accentuer la vigilance, l’engagement communautaire et la mobilisation permanente des personnels et services de l’Etat, afin d’asseoir la maîtrise durable de la pandémie de la COVID-19 et sa gestion inclusive et efficace.
Le Président de la République a, à ce titre, invité les ministres concernés à prendre toutes les dispositions requises en vue de la reprise, dans les meilleures conditions, des enseignements, pour les classes d’examen, prévue demain, jeudi 25 juin 2020.
Le Chef de l’Etat a, en outre, invité le Ministre des Finances et du Budget, les Ministres en charge du Développement Communautaire, de l’Economie et du Travail à accélérer l’exécution de la phase d’application finale des mesures financières, fiscales et sociales du Programme de Résilience Economique et Sociale, préparatoires au déploiement imminent de la phase de relance.
Le Président de la République a, dans cet élan, informé le Conseil qu’il présidera prochainement une réunion consacrée au Programme de Relance de l’économie nationale, qui s’inscrira dans le cadre de la réalisation de l’objectif stratégique visé par le Plan Sénégal Emergent (PSE), référentiel unique des politiques publiques, c’est-à-dire : « Un Sénégal émergent en 2035 avec une société solidaire dans un État de droit ».
Le Chef de l’Etat a, dans ce contexte, souligné la haute priorité qui sera consacrée par le Programme de Relance aux secteurs de la santé et de la protection sociale, mais également au développement de nouvelles capacités productives et à leur transformation locale grâce à la densification du tissu de Petites et Moyennes Entreprises (PME) et de Petites et Moyennes Industries (PMI) sénégalaises.
Le Président de la République a, à cet égard, indiqué, aux membres du Gouvernement, l’importance de consolider la mutualisation des ressources des structures publiques d’encadrement et de financement des PME/PMI. Il a, dans cet esprit, engagé davantage le Ministre de l’Economie sociale et Solidaire, en relation avec la Délégation à l’Enreprenariat Rapide et les institutions d’appui technique et de microfinance, à élargir les actions d’autonomisation économique par le renforcement significatif des activités de formation et de financement des femmes et des jeunes sur l’ensemble du territoire national.
Le Chef de l’Etat a, par ailleurs, demandé au Ministre des Finances et du Budget, en relation avec les ministres chargés de l’Intérieur et de l’Environnement, d’accorder une attention particulière aux programmes initiés par l’Agence de Sécurité de proximité (ASP) et l’Agence sénégalaise de la reforestation et de la Grande muraille verte (ASRGM) au moment où il est attendu pour l’année 2020, une pluviométrie importante sur toute la bande sahélienne et soudanienne.
Le Président de la République a, dans le même ordre d’idées, invité le Ministre de la Fonction Publique à finaliser, sans délai, le processus de recrutement de personnels techniques et interministériels prévus pour les années 2019 et 2020.
Le Président de la République, au titre de la gestion et du suivi des affaires intérieures, a rappelé au Gouvernement, la nécessité de mobiliser toute la production nominale des infrastructures et dispositifs hydrauliques disponibles, afin d’assurer la distribution régulière et suffisante de l’eau potable aux populations.
Le Chef de l’Etat a, dans le cadre du déploiement du programme national de villes vertes intelligentes, instruit le Ministre d’Etat, Secrétaire général de la Présidence de la République, le Ministre des Finances et du Budget et le Ministre en charge de l’Urbanisme de prendre toutes les dispositions adéquates et immédiates, en vue de finaliser, avec le concours des services du Cadastre, la cartographie intégrale des assiettes foncières relevant des Pôles urbains de Diamniadio, du Lac Rose et de Daga Kholpa.
Le Président de la République a, dans cette dynamique, informé le Conseil, de sa décision de confier l’assiette foncière disponible de 30 hectares à l’Aéroport de Yoff à la Caisse des Dépôts et des Consignations (CDC), afin de renforcer l’aménagement durable et la valorisation équitable de la zone concernée à travers des offres publiques d’aménagement et de vente, répondant aux principes de transparence et de rentabilité pour l’Etat.
Le Chef de l’Etat a clos sa communication sur son agenda diplomatique.
Au titre des Communications,
Le Ministre des Finances et du Budget a fait une communication sur l’exécution du budget.
Le Ministre des Affaires étrangères et des Sénégalais de l’Extérieur a fait une communication sur la situation internationale.
Le Ministre de la Fonction publique et du Renouveau du Service public a fait le point sur le programme de recrutement de l’Etat pour l’année en cours.
Le Ministre de l’Economie, du Plan et de la Coopération a fait le point sur l’exécution du Programme de Résilience économique et sociale.
Le Ministre de la Santé et de l’Action sociale a fait le point sur la gestion de la pandémie de la COVID-19.
Le Ministre de l’Agriculture et de l’Equipement rural a fait une communication sur la mise en place des intrants et matériels agricoles.
Le Ministre de l’Eau et de l’Assainissement a fait le point sur les projets de mobilisation des ressources en eau.
Le Ministre de l’Education nationale a fait le point sur le réaménagement du calendrier scolaire, en ce qui concerne l’année scolaire 2019-2020.
Le Ministre des Pêches et de l’Economie maritime a fait une communication sur la Stratégie portuaire nationale.
Le Ministre de l’Environnement et du Développement Durable a fait une communication sur les nouvelles assiettes foncières à classer.
Le Ministre de la Culture et de la Communication a fait le point sur l’état d’avancement du déploiement de la couverture du réseau de diffusion de la Télévision Numérique Terrestre (TNT).
Le Ministre en charge du Suivi du Plan Sénégal émergent (PSE) a fait le point sur les avancées et la mise en œuvre des réformes prioritaires.
Au titre des textes législatifs et réglementaires, le Conseil a examiné et adopté :
● Le Projet de décret prorogeant l’année scolaire 2019-2020 ;
● Le Projet de décret portant à soixante-cinq (65) ans l’âge d’admission à la retraite des médecins, pharmaciens, chirurgiens-dentistes et docteurs vétérinaires.
Au titre des mesures individuelles, le Président de la République a pris la décision suivante :
● Monsieur Salihou KEITA, Economiste, Spécialiste en Passation des Marchés publics, précédemment Secrétaire général de l’Agence nationale de la Promotion de l’Emploi des Jeunes (ANPEJ), est nommé Directeur général du Centre International du Commerce Extérieur du Sénégal (CICES), en remplacement de Monsieur Cheikh NDIAYE admis à faire valoir ses droits à une pension de retraite.
