Liberté De La Presse : 49e Au Classement Rsf 2021, Le Sénégal Perd Deux Places

Le Sénégal prend la 49e place, au classement mondial de la liberté de la presse 2021 de Reporters sans frontières (Rsf). Le pays, considéré comme l’une des démocraties les plus stables du continent, avec un paysage médiatique pluriel, perd deux places au classement. Il était, en effet, classé 47e en 2020.

Ce recul est, pour l’essentiel, dû, entre autres, selon Rsf, à la mise en vigueur d’un code de la presse «sans dépénalisation» des délits de presse.

«Alors que les atteintes contre les journalistes se sont espacées ces dernières années, certains sujets restent tabous (…) Certaines informations liées à la religion sont toujours des sujets tabous», dénoncent l’organisation qui en veut pour preuve l’attaque qu’a subi le journal «Les Echos» en août dernier.

En effet, ce quotidien avait publié une information relative à «une figure religieuse musulmane (Serigne Moustapha Sy, Ndlr) qui aurait été atteinte du coronavirus».

De même, déplore Rsf, «plusieurs médias ont été convoqués et intimidés, pour avoir rapporté des faits de corruption. Les radios qui donnent la parole à des critiques du régime, peuvent subir des pressions et les journalistes sont susceptibles d’être condamnés pour diffamation», même si, précise l’organisation, «les cas sont rares».

Des atteintes à la liberté de la presse dont certaines ont été le fait des forces de sécurité, ont aussi été recensées en 2020.

S’agissant des «délits» de presse, Reporters sans frontières regrette la frilosité de l’Etat du Sénégal à procéder à leurs dépénalisation. «Après plusieurs années de discussion, un code de la presse a été adopté en 2017. Mais les décrets d’application ne sont pas encore signés. Cependant, deux textes ont été présentés au Conseil des ministres, début 2021», renseigne Rsf.

Loin de dépénaliser les délits de presse, ce code «prévoit la saisie des supports de diffusion et la suspension ou la fermeture d’organes de presse, en cas d’atteinte à la sécurité de l’État. Ce qui a laissé un goût amer aux professionnels du secteur».
