Décidément, la question que les sénégalais doivent se poser, si les faits relatés par ce journaliste sont vrais, est qui, parmi les anciens et les nouveaux gouvernants, les religieux, et même ceux qui aspirent à diriger ce pays, oserait manifester les mains, blanches de toute suspicion. Mandiambal vient d’installer le doute dans les mentalités sénégalaises. Cette nouvelle parution des ‹‹ Lundi de Mandiambal ›› va sans doute déplaire au trio politique WADE, SONKO, MACKY, voire même l’ambassadeur religieux Mbakiyou Faye.
‹‹Quand on évoque le souvenir du régime de Abdoulaye Wade (2000 à 2012), les esprits sont marqués par les actes de prévarication de ressources publiques. Le Sénégal avait été mis en coupe réglée et tout le système était organisé aux fins d’un enrichissement on ne peut plus grossier des élites du pouvoir. Mais c’était surtout dans la gestion du patrimoine foncier de l’Etat que Abdoulaye Wade a posé les actes les plus ignobles. Il avait fini de passer sa boulimie foncière à tous ses collaborateurs. Les terres du Sénégal étaient dépecées pour être distribuées à des pontes du régime Wade, qui se transformaient en de vulgaires spéculateurs fonciers. Des fortunes avaient été ainsi fabriquées. Le chef de l’Etat lui-même, prenait une règle et un crayon pour découper des parcelles de terres. A la faveur de l’enquête judiciaire qui avait été ouverte contre l’ancien directeur des Domaines, Tahibou Ndiaye, à l’arrivée du Président Macky Sall au pouvoir, on découvrit qu’il arrivait au Président Wade de survoler Dakar à bord d’un hélicoptère pour repérer les espaces de terres à se partager. Abdoulaye Wade se servait toujours en premier. Ainsi, il s’était aménagé pour lui-même et sa propre famille des domaines fonciers larges de plusieurs hectares dans les endroits les plus prisés de Dakar, comme les différentes Corniches, la zone du Cap Manuel, les différentes plages de Dakar, les quartiers des Almadies, de Ngor, des immeubles du centre-ville de Dakar, entre autres. Abdoulaye Wade lotissait des camps militaires, des casernes, des réserves forestières. Il avait fait entailler, sur instigation de son architecte-conseil Pierre Goudiaby Atepa (l’intéressé le révéla lui-même dans les colonnes du journal Le Quotidien), plus de 75 hectares des surfaces de l’aéroport international Léopold Sédar Senghor, pour en faire des lotissements de terrains vendus au prix fort. Les terres étaient cédées à moins de 5 mille francs le m2 à Mbackiyou Faye, qui les aura revendues, à plus de 150 mille francs le m2, suite à une action de courtage du Président Wade lui-même. Abdoulaye Wade ne s’interdisait de toucher à aucune portion de terre, jusqu’au stade Assane Diouf de Rebeuss, et les hôpitaux et camps militaires. Il se disait même qu’il avait fait chasser l’Armée française afin de pouvoir mettre la main sur les vastes superficies de ses camps installés au Sénégal. Le régime de Abdoulaye Wade poussait la spéculation foncière jusque dans les zones rurales et agricoles. Abdoulaye Wade avait fait main basse sur des centaines d’hectares de terres agricoles notamment à Bambylor et plus de 240 mille hectares de terres de la communauté rurale de Mbane avaient été distribuées à des pontes du pouvoir, alors que la superficie disponible ne dépassait pas 180 mille hectares. Abdoulaye Wade n’épargnait pas le patrimoine bâti de l’Etat. Il était donc difficile de faire pire que lui.
Dès 2013 on alertait : «Macky, le risque de faire pire que Wade»
On avait donc déjà appris avec Abdoulaye Wade tout ce qu’il ne fallait plus faire. Dans le cortège d’une marche de l’opposition, nous commentions avec un groupe de leaders politiques, dont feu Ousmane Tanor Dieng, Jean-Paul Dias et Abdoulaye Bathily, des informations, publiées par la presse, de la cession à vil prix par le régime de Abdoulaye Wade d’appartements et de villas à Mermoz, dans Dakar-Plateau, à Fann Résidence et à la Cité Fayçal, à des membres de son entourage. Avec Wade, si vous occupiez un logement de fonction et que vous étiez dans les bonnes grâces de son régime, il suffisait de savoir demander qu’il vous fût cédé. Ousmane Tanor Dieng tirait la conclusion sentencieuse : «De toute façon, une fois au pouvoir nous leur ferons payer le juste prix ou ils rendront les villas ou appartements.»
Le 25 février 2013, dans une chronique intitulée : «Macky, le risque de faire pire que Wade», nous relevions : «Que n’a-t-on pas dit de la gouvernance prédatrice de Abdoulaye Wade notamment sur la gestion du patrimoine foncier de l’Etat ? La façon dont les réserves foncières de l’aéroport de Dakar avaient été dépecées avait choqué. Ces terres avaient été aliénées dans le cadre d’une opération qui a généré des ressources publiques importantes et qui n’ont nullement été tracées dans le Trésor public (…) On pensait que plus jamais de telles pratiques n’auraient cours, surtout que le Président Macky Sall porte en bandoulière un slogan de gestion vertueuse. Force est de constater que le cauchemar continue, que le gouvernement, après moins d’une année de gestion des affaires publiques, s’illustre négativement par des pratiques peu orthodoxes. La corruption est bien présente et constitue l’une des principales tares de l’équipe dirigée par Abdoul Mbaye.
Dans son édition du 18 février 2013, le journal Le Quotidien révélait un nouveau gros scandale foncier. L’Etat du Sénégal venait de signer avec les entreprises Socabeg et Dms Habitat, des protocoles pour un montant de 6,8 milliards de francs pour l’acquisition de terrains pour ériger des logements sociaux dont le Président Macky Sall a annoncé la réception des clefs pour le mois de juillet 2013 (Ndlr : ironie du sort, ces villas ne sont toujours pas livrées, sept bonnes années après). Une partie du paiement sera réalisée par le biais d’une dation en paiement. Cela ne rappelle-t-il pas le montage du Monument de la Renaissance africaine ? Cette nouvelle affaire tourne en une véritable opération d’escroquerie portant sur des deniers publics. En effet, l’Etat du Sénégal achète des terrains qui lui appartiennent déjà, au prix de 10 mille francs le m2. Ces terrains de Tivaouane Peulh constituent des baux que l’Etat du Sénégal se proposait d’allouer à ces opérateurs immobiliers pour moins de mille francs Cfa le mètre carré. Autrement dit, l’Etat du Sénégal se permet d’acheter ce qui juridiquement lui appartient déjà. Les services fiscaux auraient élevé, en vain, une protestation face à cette forfaiture. Ils avaient du reste fait de même lors des opérations de découpage des terres de l’aéroport Léopold Sédar Senghor. Le gouvernement de Abdoul Mbaye est dans la même logique. (…) Franchement, on ne pouvait pas s’imaginer que le schéma des terres de Bambylor soit réédité sous le magistère du Président Macky Sall.» Mais plus grave, on ne s’imaginait pas, non plus, que le nouveau régime politique avait aussi appris de son prédécesseur comment dénicher des lopins de terres à se partager.
Ces nouveaux scandales fonciers qui éclaboussent Macky Sall
Selon l’entendement général, il ne restait plus de terres à Dakar après le passage de Abdoulaye Wade. Mais on aura la preuve du contraire. Macky Sall avait dénoncé les attributions foncières scabreuses du régime défunt et avait promis que plus jamais de telles pratiques ne seraient tolérées. Il avait chargé le Pr Moustapha Sourang d’élaborer un rapport sur la question foncière. Des consultations furent faites sur l’ensemble du territoire national pour voir clair sur tous les litiges et proposer des réformes sur la question foncière au Sénégal. Mais très rapidement le régime de Macky Sall a pris le pli de son prédécesseur. Des terrains, en veux-tu, en voilà. On se nourrit toujours sur la bête. Les cas sont légion et on en oublierait même ! Dès 2014, une nouvelle opération de morcellement de parcelles a été effectuée sur les réserves foncières de l’aéroport de Dakar. Mais le plus sulfureux est à venir. Sous le prétexte de donner des lots de terres de 200 mètres carrés à quelque 300 personnes, victimes de spéculateurs fonciers sur un projet de la cité Tobago, une superficie de 60 hectares vient d’être morcelée, sur les réserves de l’aéroport de Léopold Sédar Senghor. Cette surface va du siège de la Boa au hangar de l’avion de commandement du président de la République. Des hauts fonctionnaires, des responsables politiques, des chefs religieux, des journalistes, ont été servis. Ces terrains sont aujourd’hui revendus au prix moyen de 50 millions de francs l’unité de 200 m2. Un rapide calcul donne une idée des énormes gains réalisés. Les bénéficiaires du lotissement sur le Tf 5725/DG aux abords de l’hôtel Radisson sont encore plus heureux, car le mètre carré sur ce site est cédé à 1 million de francs. Ce site qui provoque les hurlements de Barthélemy Dias, le maire de la commune Mermoz-Sacré-Cœur, a été partagé à des autorités politiques, des hauts fonctionnaires, des guides religieux, des personnalités étrangères et des opérateurs économiques. Le titre foncier numéro 17861/DG constituant le camp militaire Leclerc au quartier Liberté VI, a été découpé pour les mêmes catégories de personnes. Un guide religieux s’y est vu offrir un lot de 9 hectares qu’il a immédiatement revendu à plus de 5 milliards de francs. Une partie du camp militaire de l’armée de l’Air a été morcelée en 63 parcelles de 500 m2, distribuées à des autorités militaires et des personnalités civiles. Le Haut commandement de l’Armée nationale avale difficilement la pilule, du fait qu’il existait sur le site un projet d’érection du siège de l’Etat-major de l’armée de l’Air. A quelques encablures de ce site, un beau domaine surplombant la mer et la Mosquée de la Divinité a été affecté à un opérateur qui y construit un hôtel. Un autre opérateur économique a bénéficié d’une autre affectation foncière sur la falaise protégeant la zone côtière, sur le flanc de la colline du phare des Mamelles, derrière les immeubles en construction de la Caisse des dépôts et consignations. De l’autre côté du phare, sur l’ancien champ de tirs, affecté en son temps par Karim Wade au projet hôtelier du groupe Kharafi et qui devait également abriter des villas présidentielles pour le Sommet de l’Organisation de la conférence islamique en 2008, une certaine bamboula a été organisée. Des groupes de citoyens déclarés protecteurs de l’environnement protestent vigoureusement contre ces affectations foncières. L’ancienne gare routière «Pompiers» a été donnée à des promoteurs immobiliers marocains et une partie de la caserne de police Abdou Diassé est tombée dans l’escarcelle des opérateurs immobiliers. La zone du hangar des pèlerins de l’aéroport de Yoff vient de faire l’objet d’un nouveau lotissement en 400 parcelles de 250 m2. Les attributaires les revendent au prix de 75 millions de francs Cfa. Sur la Corniche Ouest de Dakar, les terres controversées jouxtant l’hôtel Terrou-Bi ont fini d’être définitivement affectées. Le périmètre qui était affecté pour la construction de l’Ambassade de Turquie, un projet contre lequel s’étaient soulevés des habitants de Dakar, a été réaffecté. Une extension a aussi permis de servir d’autres personnalités. Le Président Macky Sall avait fait stopper le lotissement de la bande des filaos de Guédiawaye, sur une longueur de plusieurs kilomètres, entre la plage Malibu et le village de Malika. De nombreux lots de terrains devaient revenir à des proches de Ousmane Sonko, le leader de Pastef. Mais curieusement, le lotissement a été repris et devrait passer prochainement devant la Commission de contrôle des opérations domaniales (Ccod). On relèvera que ce lotissement en parcelles à usage d’habitations trahit le Plan d’aménagement urbain de Dakar qui destinait la zone à l’érection de réceptifs hôteliers et autres endroits de villégiature longeant la future «autoroute la côtière». L’affectation de grands espaces de terres à Pointe Sarène, à un opérateur économique qui n’a pas tardé à les revendre à prix d’or, défraie la chronique.
Par ailleurs, on a fini de constater que des dizaines d’hectares de terres de la nouvelle ville de Diamniadio ont été allouées à des particuliers qui se sont livrés à des opérations de spéculation foncière. De vastes terres qui n’ont pu être vendues font déjà l’objet d’hypothèques. Le nouveau Délégué général du Pôle urbain de Diamniadio, Diène Farba Sarr, a du mal à reprendre ces terres qui n’ont pu être mises en valeur. Toujours à Diamniadio, d’autres opérateurs immobiliers ont bénéficié d’affectations foncières pour des logements sociaux, mais ont réalisé sur les sites des logements vendus à des centaines de millions de francs Cfa. Les lotissements entamés par le régime de Wade à Bambylor, Sangalkam et le Lac rose ont pu être poursuivis.
Les parangons de vertu à la bouche pleine
Ils sont nombreux à vouloir s’indigner devant des scandales de prévarication de ressources publiques. Mais la question foncière s’avère assez délicate pour nombre d’entre les parangons de vertu de la scène publique sénégalaise. Elles sont nombreuses, ces vigies de la bonne gouvernance, journalistes, leaders de la Société civile, activistes, hommes ou femmes politiques, qui se taisent comme des carpes dès qu’il s’agit de ces questions foncières, ou qui font une dénonciation sélective, tant certains se sont fait servir à l’occasion. «Une bouche pleine ne parle pas», dit un proverbe africain. Cela explique la confusion de bien des personnalités sur la question foncière, mais l’opinion constate bien ce silence. Ils sont nombreux, journalistes et hommes politiques, à s’être égosillés sur l’affaire du Tf 1451/R, indexant un prétendu scandale qui aurait porté sur 94 milliards de francs. Il est fort utile de dénoncer des actes de prévarication et pour autant on ne les a jamais entendus sur le lotissement de la «zone de recasement» de l’aéroport de Yoff, effectué sous le régime de Macky Sall, comme on ne les avait jamais entendus du reste et jusqu’à présent, dénoncer le dépeçage de plus de 80% de la superficie du site de la Foire de Dakar par le régime de Wade. On entend de nombreuses personnes fulminer, certainement à juste raison, contre les lotissements au pied du phare des Mamelles. C’est sans doute une belle posture patriotique, mais protéger le littoral pour protéger le littoral de Dakar, ne devrait-on pas aussi parler de certains projets immobiliers du Cap Manuel ou derrière l’hôtel Terrou Bi ? Qu’on nous appelle tous à montrer nos mains propres ! C’est dans l’air du temps, avec les mesures de prophylaxie contre la pandémie du Covid-19. Le Sénégal ne s’en porterait que mieux !›› LeQuotidien
