La polémique ne désenfle toujours pas à Bambilor depuis l’annonce du projet de redécoupage administratif qui déleste la commune d’une partie de son territoire au profit de Sangalkam. La cellule de défense des intérêts de Bbilor qui rumine toujours sa colère, a adressé une lettre ouverte au président de la République dans laquelle elle fait part de sa détermination à « s’opposer farouchement á tout acte susceptible de remettre en cause des acquis sociaux et économiques, des liens de parenté et de solidarité ou tout agissement ou décision de nature á mettre en danger notre survie et celle des générations futures ». Voici in extenso la lettre ouverte :
Découpage administratif : Lettre ouverte à monsieur le Président de la République
Monsieur le Président,
Dès l’annonce du projet de redécoupage de la commune de Bambilor, de nombreuses voix se sont élevées pour dire non á une manœuvre politicienne calculatrice et antisociale dont le seul but est de servir les intérêts et l’ambition malveillante du ministre des collectivités territoriales Monsieur Oumar GUEYE.
En effet, des consultations ont été menées auprès de l’association des chefs de villages de la commune, de celle des imams, des groupements de femmes, des associations de jeunes, des membres de la société civile ainsi que des nouveaux résidents des différentes cités. Il en a été de même auprès des personnes ressources, des ressortissants et des cadres de tous les villages de la commune. Tous ont donné leur accord pour la création de cette cellule pour éviter des lendemains incertains à la population de la commune de Bambilor, notamment les jeunes et les femmes.
Ce projet de redécoupage est une aberration au moment où l’on parle de dialogue et de paix sociale, au moment où pour venir á bout du chômage endémique des jeunes, le Président de la république a pris des mesures fortes soutenues par une enveloppe financière substantielle mais si la commune de Bambilor est privée de ses ressources, cela risque de créer l’effet contraire à celui recherché.
En tant que conseiller municipal á la commune de Bambilor, membre de la CCR (convergence des cadres républicains), je me dois d’attirer l’attention du Président de la République et de livrer á l’opinion nationale et internationale les premières réflexions du CRDIB sur les motivations et les conséquences du nouveau projet de redécoupage de la commune de Bambylor que je juge inopportun.
Notre première démarche a été de nous poser des questions sur le Ministre Oumar GUEYE dont les agissements pour nuire á Bambilor ne datent pas d’aujourd’hui même quand il était en de bons termes avec l’actuel Maire de Bambilor, Monsieur Ndiagne DIOP.
La cellule a trouvé que de nombreuses pertes d’emplois directs et indirects que le manque à gagner provenant des recettes fiscales de Kounoune Power, Saudequip, frais d’autorisations de construire…… va occasionner des conséquences incalculables sur le plan social pour des centaines d ‘étudiants et d’élèves qui risquent de perdre leurs bourses d’études. De nombreux jeunes travailleurs dans la commune et le personnel sanitaire vont perdre également leur emploi. La gratuité des ambulances et les aides sociales pour les handicapés, vont être remises en cause.
Que veut Oumar GUEYE ? Pourquoi cherche t-il á renforcer sa commune ?
L’ambition est légitime en politique mais n’est-il pas en train de cacher son jeu pour une éventuelle candidature en 2024 Comme il le dit si souvent à ses proches cherchant en élargir sa base politique?
Monsieur le Ministre Oumar GUEYE ne veut-il pas tordre la main au Président en organisant un meeting de jubilation dans son village le samedi 15 mai 2021 sur une décision qui n’est pas encore officielle. En effet, le rappel de la promesse tenue de l’opposant Macky SALL venu présenter ses condoléances á la famille de feu Malick BA (paix á son âme) en 2011 n’est pas gratuit : il cherche manifestement à influencer le Président de la République pour renforcer les moyens de sa commune.
Si c’est le cas, pourquoi doit-on accepter qu’il nous crée des situations intenables de trésorerie voire même de cohésion sociale ?
Voici les réponses que la Cellule a trouvées. Je vous les livre Monsieur le Président afin que vous ayez la bonne information sur ce qui se trame autour de ce redécoupage sur les conséquences négatives qu’il aura sur les populations. Votre responsabilité pourrait être engagée si vous laissez faire votre Ministre des collectivités territoriales.
– Ministre Oumar GUEYE a toujours cherché á nuire aux populations de la commune de Bambilor, même s’il entretient de bonnes relations avec certains groupes d’habitants. D’ailleurs un quartier du village de Bambilor porte son nom ; ce qui prouve qu’il n’y a aucune animosité de notre village à son égard.
La cellule rappelle aussi les faits suivants :
– Monsieur Oumar GUEYE PCR n’ayant jamais pu réussir á avoir une base politique solide dansle village de Bambilor (pour rappel sa position n’était reluisante lors des élections présidentielles de 2007), il y a crée des conflits au sein de l’instance dirigeante du foyer des jeunes, une tension sociale qui avait abouti á des règlements de comptes sur la table du tribunal. Ce conflit a été l’origine de la suspension du partenariat entre Bambilor et Manresa, une ville espagnole qui avait beaucoup contribué sur la santé, l’éducation, la culture dans le village. (Une coopération qui était bien partie car une rue de cette ville espagnole porte le nom de Bambilor).
– Dans sa stratégie de diviser pour régner, c’est le même Ministre Oumar GUEYE qui est á l’origine des clans de l’APR au niveau du département en particulier en armant un groupe de militants de notre commune contre ceux qui sont avec le Maire.
– C’est encore le Ministre qui a fait ériger, par son influence, le seul poste de santé de son village Sangalkam et de sa commune en centre de santé puis en district au détriment de celui de Bambilor qui polarise 07 postes de santé.
– C’est ce même Ministre Oumar GUEYE qui devait travailler pour l’intérêt de tout le département de Rufisque, a choisi, par son influence, de concentrer toutes les infrastructures étatiques dans son village natal Sangalkam siège de la commune. Il s’agit notamment :
- du lycée qui aurait pu être dans une zone plus accessible á tous les élèves de sa commune et pas seulement á ceux du village de Sangalkam,
- du stade municipal financé par l’Etat du SENEGAL, le seul dans les 4 communes de la zone
- du projet PROMOVILLE au niveau du village de Sangalkam où toutes les rues sont pavées alors qu’on ne peut trouver aucun morceau de pavé dans un autre village de sa commune.
- des lampadaires dont il a fait bénéficier à sa commune, en particulier son village qui, à lui seul compte presque le double de tout ce que les autres villages de la commune de Bambilor qu’il juge grande a obtenu.
- du nouveau siège de sa commune en construction alors qu’il a un hôtel de ville fonctionnel qui ne nécessitait que quelques aménagements ou réfections s’il le jugeait utile. En tant que ministre des collectivités territoriales fils du terroir, il aurait dû penser aux communes de Tivaouane Peulh ou de Jaxaay qui n’en disposent pas. (A Jaxaay les réunions de conseil municipal se tiennent dans des salles de classes).
Où est donc l’équité, la justice, l’équilibre dans ce partage à la « BOUKI NDIOUR » ?
– C’est connu, le ministre Oumar GUEYE a toujours cherché à tout avoir pour lui seul et use de son influence pour l’imposer et cela depuis son compagnonnage avec Monsieur Idrissa SECK Premier ministre. On se souvient des grappes de convergence (regroupement des projets étatiques) lancé en grande pompe à Sangalkam. Pourquoi le choix de son village Sangalkam et pas une autre localité du pays
– La cellule a pensé que le Ministre Oumar GUEYE cherche á couper le cordon ombilical « lébou dior » qui existe entre les villages traditionnels de Bambilor, les Gorom 1, 2,3 , Déne, Wayembam, Mbeuth, Keur Ndiaye Lo, Keur Daouda Sarr, Kounoune, Kounoune Ngalap et même Ngeundouf (fondé par des lébous). Nous sommes tous parents unis par des liens très forts raffermis consolidés par nos retrouvailles autour de nos autorités administratives et coutumières ou dans les structures étatiques crées pour nous comme l’hôtel de ville, les bureaux d’état civils, la maison de justice, le CADL … Il en est de même avec l’association des chefs de villages et celle des imams qui nous rapprochent sans compter les multiples occasions de rencontres lors des différentes cérémonies réunions et manifestations sportives et surtout culturelles, un ciment de notre communauté.
A propos de l’injustice, dont parle tant Monsieur le ministre Oumar GUEYE qu’il cherche á utiliser pour convaincre le Président de la république sur la supposée disparité entre la commune de Sangalkam et celle de Bambilor, notre commune n’est pas une exception sur sa taille et ses limites. En effet, de nombreuses communautés rurales, avec l’acte III de la décentralisation ont gardé leurs limites avec la communalisation intégrale. C’est le cas de Tivaouane Peulh- Niague, de Mbane… pour ne citer que celles là.
Quant à la taille de la commune de Sangalkam, cela peut ne pas être un handicap qui puisse empêcher son fonctionnement s’il on sait que dans le même département de Rufisque les communes de Rufisque Nord, Rufisque Est, Rufisque Ouest, Bargny, Sendou, Jaxaay-Niacourab, Sébikhotane occupent à peu prés la même superficie.
Justice pour justice ou réparation pour réparation, pourquoi le Ministre des collectivités territoriales Monsieur Oumar GUEYE sensé travailler pour tout le pays se focalise t’il sur Sangalkam alors que les communes de Sendou, Sébikhotane, Bargny occupent moins du tiers de la superficie allouée à la seule Commune de Diamniadio ?
Ce n’est donc plus un problème de justice ou de réparation mais une recherche de positionnement qui ne dit pas son nom, une recherche effrénée d’une base politique élargie ou simplement une ambition personnelle affichée du ministre Oumar GUEYE grisé par le pouvoir qui cherche à en avoir beaucoup plus.
En plus, Monsieur le Président la cellule a manifesté le voeu de conserver le chef lieu de l’arrondissement conformément au décret numéro 2011-1638 du 28 septembre 2011.
Monsieur le Président, la cellule de réflexion et de défense a décidé de s’opposer farouchement á tout acte susceptible de remettre en cause des acquis sociaux et économiques, des liens de parenté et de solidarité ou tout agissement ou décision de nature á mettre en danger notre survie et celle des générations futures.
Notre mobilisation sera sans faille avec le soutien de tous même des associations de la diaspora et les prières de nos imams et chefs religieux pour dire non á tous ceux qui chercheront á nous détruire.
Une cérémonie de lancement de cette cellule de défense est prévue dans les prochains jours.
