On ne réprime pas une colère (même tumultueuse) liée à une pénurie d’eau. C’est politiquement aberrant, démocratiquement absurde et socialement fâcheux.
Les citoyens ont droit à l’eau qui est garante de la santé et aussi garante du droit à la santé ; notamment en cette période de déferlement du coronavirus.
La mission louable de la Gendarmerie ne saurait donc être un substitut à la mission primordiale et permanente de l’Etat dans certains domaines vitaux. Autrement dit, on n’étanche pas la soif par le feu ou la poudre. Au contraire ! On négocie. Mieux, on console des populations assoiffées.
Dans le contexte correctement cerné du Cap Skirring, la gouvernance avisée convoque normalement l’esprit d’apaisement avant l’instrument de répression. N’est-on pas dans une région sensible qui a horreur des étincelles. En effet, les parages de Djimbéring ne sont pas aussi paisibles que les environs de Dialacoto. Gouverner un Etat de droit comme le Sénégal, à la fois, complexe et démocratique, n’est point un exercice aisé. Autant naviguer entre promontoires et précipices. Au Cap Skirring, les populations assoiffées ont bravé une interdiction préfectorale. Elles ont tort, avec l’excuse d’une pénurie d’eau prolongée. Cependant, aux yeux des observateurs, elles n’ont pas fait pire que les habitants de Médina Gounass qui ont violé allègrement et ostensiblement les arrêtés du Ministre de l’Intérieur. Le Patron des Préfets.
Du reste, la colère violente du Cap Skirring ne porte ni sur la vie chère ni sur un sujet politique ; encore moins sur l’ouverture des mosquées ou des églises. Il s’agit d’une triste émeute d’eau.
