Communiqué De Presse Du Secrétariat Exécutif National de la LD Debout

Le Secrétariat Exécutif National de la LD Debout  sest réuni en session ordinaire le dimanche 16 Août 2020. En cette circonstance, le Secrétariat sest arrêté sur la situation du pays marquée, comme désormais nul nen ignore, par laggravation de la pandémie de la COVID-19 dont le virus a fini de se disséminer, presque partout, à travers tout le territoire national.

Le Secrétariat Exécutif National réaffirme les propositions de la LD Debout visant à mobiliser les ressources et accroître les capacités du pays à faire face à la pandémie, dans lintérêt supérieur de la Nation, à savoir, notamment :

• le reversement des fonds politiques du Président de la république et du Président de lAssemblée nationale au Fonds du Covid-19 ;

• la dissolution des institutions budgétivores et inutiles qui napportent aucune plus value, ni à lEtat, ni aux populations, à limage du Haut Conseil des Collectivités Territoriales (HCCT) et la Commission Nationale du Dialogue des Territoires (CNDT) qui pour lheure nont servi, et cest incontestable, quà caser une clientèle politique, clanique et familiale gracieusement payée ; un lourd fardeau que la morale et léthique nautorisent plus à faire supporter aux populations fortement secouées par la crise, à plus forte raison dans le contexte actuel du Sénégal ;

• la réduction, pour les mêmes raisons, des salaires et indemnités du Président de la république et de ses prédécesseurs, des Ministres et des Directeurs Généraux ;

• la révision de la clé de répartition du fonds « Force Covid-19 » en privilégiant le secteur de la santé qui na jamais eu autant besoin de ressources et dinvestissements ;

• le dépistage massif des populations dans les zones fortement touchées en y associant le secteur sanitaire privé ;

• la subvention et laccompagnement des entreprises locales pour la production de masques, de gels hydro alcooliques et de médicaments à potentiel contre le virus ;

• le recensement et la mobilisation de tous les diplômés en santé ;
la motivation des personnels de santé à la dimension de leurs sacrifices et la dotation déquipements standards nécessaires à assurer leur protection tout comme celle de leurs familles et proches ;

• le renforcement du contrôle de la gestion des structures de santé.
Le Secrétariat Exécutif National sétonne quau moment où les structures de santé du pays sont saturées et peinent à accueillir de nouveaux malades atteints de la COVID-19 et même dautres pathologies, entrainant de nombreux décès évitables, le Président de la République trouve le temps, lénergie et les moyens de se donner dautres priorités telles la réalisation « dans les meilleurs délais, des travaux de réhabilitation des aéroports financés par lEtat du Sénégal à hauteur de 100 milliards de FCFA » ; des aéroports qui peineront sans nul doute à accueillir des avions au regard de la crise du secteur des transports aériens qui est prévue pour durer encore.

Le Secrétariat Exécutif National continue de marquer son indignation devant un constat difficile à cerner : au moment où le Sénégal fait face à lune des plus grandes crises sanitaires de son histoire, le régime du Président Macky Sall ses alliés (politiques, éléments se réclamant de la société civile, intérêts privés nationaux comme étrangers) continuent de se concentrer sur des opérations de spoliation et daccaparement des ressources foncières, avec chaque jour la révélation dun scandale de plus. Parmi les derniers cas en date, Tobène et le site qui abrite la Maison dArrêt et de Correction de Dakar à Rebeuss quils veulent raser pour accueillir des édifices de tours jumelles pour des bureaux et appartements de luxe, ici encore, pour une clientèle privilégiée, très éloignée des préoccupations des populations et des urgences du pays !

Sur un autre registre, le Secrétariat Exécutif National signifie sa vive réprobation de la violation par le Président de la République du principe sacro-saint de la séparation des pouvoirs dans sa réaffectation arbitraire du Président du Tribunal dInstance de Podor. La LD Debout condamne cette énième agression contre linstitution judiciaire et réaffirme son soutien et sa solidarité à lUnion des Magistrats du Sénégal (UMS) dans son combat constant pour lindépendance de la Justice.

Au regard de la tournure que prend la marque de la gouvernance du Sénégal, le Secrétariat Exécutif National considère que Monsieur Macky Sall est devenu un Président totalement déconnecté des réalités actuelles du pays, et, considérant, à cet égard, lénorme étendue de ses pouvoirs, il pourrait constituer un véritable danger pour la Nation.

Enfin, à lattention des très chers compatriotes et hôtes étrangers qui vivent parmi nous, le Secrétariat Exécutif National en appelle à la prudence maximale face à la pandémie de la COVID-19, abandonnés quils sont au virus par un régime peu soucieux de ses obligations et responsabilités. De même, la LD Debout invite tous les citoyens à la vigilance face aux manuvres et prétextes de ces libéraux tropicaux prédateurs qui tenteront par tous les moyens de profiter de la crise pour maximiser leurs « profits » et malheureusement au détriment des Sénégalaises et des Sénégalais.

Dans ce sillage, le le Secrétariat Exécutif National porte à lattention de tous les militants et sympathisants du parti, et de lopinion publique nationale, du lancement de l « Université dhyvernage 2020 » de la LD Debout qui sera constituée dune série de conférences et débats en ligne sur les problématiques majeures actuelles du Sénégal. LUniversité souvrira ce samedi 22 août 2020, avec une première conférence, sur le thème de la « Gouvernance du foncier au Sénégal : Enjeux, défis et perspectives » qui sera animée par notre camarade Oussouby Touré.
