Les représentants des 88 Etats et gouvernements membres de l’Organisation internationale de la Francophonie (OIF) se sont réunis en visioconférence les 4 et 5 novembre 2020, à l’occasion de la 112e session du Conseil Permanent de la Francophonie (CPF), sous la présidence de la Secrétaire générale de la Francophonie, Louise
Mushikiwabo.
Ce CPF intervient au lendemain de l’anniversaire des 20 ans de la Déclaration de Bamako, adoptée le 3 novembre 2000, premier texte de la Francophonie à portée internationale consacré à la démocratie. Les Représentants des Etats et gouvernements sont revenus sur ce texte important, soulignant son caractère précurseur, qui aujourd’hui
encore, continue d’incarner une certaine modernité. La Secrétaire générale a rappelé que la Francophonie célèbrera cette date importante le mardi 10 novembre, lors d’une conversation virtuelle en présence du Président Macky Sall.
Dans le cadre du processus de suivi des Instances de la Francophonie, le CPF a marqué le retour formel du
Burundi dans les instances de la Francophonie avec l’adoption d’une résolution sur la levée des mesures de suspension de la coopération multilatérale.
Par ailleurs, sur la base des conclusions de la mission de l’Envoyé spécial pour le suivi de la situation au Mali, S.E. M Cheick Tidiane Gadio, qui mettent notamment en évidence l’engagement des autorités de transition et des différents acteurs politiques maliens à réussir la transition dans le délai de 18 mois, le CPF a décidé de prononcer
la levée de la suspension de la République du Mali de la Francophonie, qui était appliquée depuis le 25 août dernier. Le CPF encourage les autorités maliennes à la poursuite du rétablissement de l’ordre constitutionnel de
manière pérenne et crédible. Cette décision est également un encouragement à la construction d’un espace politique inclusif et au renforcement de l’ouverture démocratique, en particulier par une représentation renforcée des femmes au sein des organes de la transition et dans la reconstruction du pays.
Enfin, les membres du Conseil permanent de la Francophonie ont salué le travail mené par la Secrétaire générale et ses équipes, en matière de transformation administrative et financière de l’Organisation, concourant à une saine gestion, et ont approuvé le nouveau règlement financier de l’OIF. En matière de coopération, les Etats et
gouvernements se sont félicités de l’état d’avancement de certains projets phares en faveur notamment, de la mobilité des enseignants et de la création d’une radio pour la jeunesse du Sahel.
