Le Sudes/Esr est revenu sur le préavis de grève qu’il a déposé mardi dernier. Et le moins que l’on puisse dire est que ces syndicalistes comptent paralyser les universités du pays si leurs revendications ne sont pas satisfaites. En effet, «dans sa déclaration de rentrée de décembre 2020, notre syndicat avait fait le constat sombre d’une année universitaire 2020/2021 s’annonçant sous de très mauvais auspices suite à celle catastrophique de 2019/2020 soldée par une année blanche à l’Université Assane Seck de Ziguinchor (Uasz). Pour notre syndicat, cette situation extrêmement dangereuse pour l’université sénégalaise est le résultat conjugué de trois causes précises », renseignent les camarades du docteur Oumar Dia qui citent «le désintérêt de plus en plus grand et inquiétant du gouvernement du Sénégal pour le sous-secteur de l’Enseignement supérieur et de la Recherche ; la non satisfaction des points essentiels de revendications (déficit d’infrastructures et de personnels) constants dans toutes les plateformes revendicatives du Sudes/Esr depuis au moins 2013 et «l’incompétence scandaleuse du ministre actuel de l’Enseignement supérieur, de la Recherche et de l’Innovation incapable de la moindre intelligence des problèmes structurels de l’université sénégalaise et condamné donc pour cette raison à l’irresponsabilité en toute circonstance ».
Aussi, «plombée à la fois par le désengagement et l’immobilisme du gouvernement d’une part -qui n’arrive toujours pas à matérialiser sa propre planification issue de la Concertation nationale sur l’avenir de l’enseignement supérieur (Cnaes) et du conseil présidentiel sur l’avenir de l’Enseignement supérieur de 2013- et par les énormes carences du ministre actuel de l’Enseignement supérieur, de la Recherche et de l’Innovation d’autre part, l’université sénégalaise se débat naturellement aujourd’hui dans des difficultés qui menacent gravement son existence », constate le syndicat.
Si le Sudes/Esr a tenu «à rappeler à toutes les occasions l’urgence à achever sans délai les infrastructures universitaires entamées pour certaines depuis 2009, à recruter massivement du personnel tant enseignant que de support, à créer les conditions minimales permettant de continuer à enseigner et à faire de la recherche même en situation d’urgence sanitaire, c’est parce que la survie de l’université sénégalaise en dépend nécessairement », selon le Sudes/Esr. Malheureusement, «loin de prendre la mesure de la gravité de la situation et d’adopter l’attitude de responsabilité qu’elle commande, le gouvernement a continué à donner la priorité-on ne sait pour quelle raison- à des infrastructures de prestige dont les coûts exorbitants auraient définitivement réglé tous les besoins en formation de la jeunesse du pays s’ils étaient investis dans les chantiers des universités Amadou Makhtar Mbow de Diamniadio, Sine Saloum El Hadji Ibrahima Niasse, Iba Der Thiam de Thiès, du Sénégal oriental, des centres délocalisés des universités Assane Seck et Gaston Berger à Sédhiou, Kolda, Guéoul, Matam et des Isep dans toutes les régions du Sénégal. Nous savons qu’en lieu et place d’un tel investissement prioritaire accompagné d’un plan Marshall de recrutement d’au moins 500 enseignants-chercheurs par an pendant 10 ans, le gouvernement a choisi de donner la priorité à la réalisation du Centre international de conférence Abdou Diouf (Cicad), de l’arène de lutte de Pikine, de l’Arena Stadium de Diamniadio et depuis quelques mois au grand stade du Sénégal et au campus franco-sénégalais qui est une réponse prompte à l’exigence du Président Macron de cantonner en terre africaine mais d’exploiter au bénéfice de la France les étudiants africains les plus solvables ».
Pour le Sudes/Esr, «ces choix délibérés du gouvernement de donner la priorité à des infrastructures de prestige ont été fait au détriment de l’Enseignement supérieur, de la Recherche et des immenses besoins en formation de la jeunesse du pays. A tous ces problèmes, le ministre de l’Enseignement supérieur, de la Recherche et de l’Innovation a décidé d’ajouter une irréfléchie « réforme des masters » dont le seul but semble être de détourner l’argent qui était jusqu’ici consacré au financement des étudiants en Master ».
En conséquence, «opposé à cette orientation du gouvernement parce que fidèle à sa ligne syndicale de défense de l’université et de la profession enseignante et de recherche, le Sudes/ESR a décidé de ne pas se rendre complice de la destruction en cours de l’université sénégalaise en se cantonnant à une forme d’inaction coupable. C’est ainsi que, prenant ses responsabilités, il a décidé de déposer sur la table du gouvernement un préavis de grève couvrant la période du 20 avril 2021 au 31 décembre 2021. Si dans les semaines à venir, le gouvernement et le ministre de l’Enseignement supérieur, de la Recherche et de l’Innovation ne manifestent aucune volonté sincère de changer radicalement la situation actuelle de l’université sénégalaise, le Sudes/Esr observera des grèves dans toutes les universités du pays et mettra en œuvre un plan d’action destiné à ramener le gouvernement à la raison », menacent les syndicalistes.
