Deuxième université le plus peuplé du pays avec un effectif de plus de 30000 étudiants en plus des 21000 bacheliers nouvellement orientés, l’Université virtuelle du Sénégal suffoque avec un budget « dérisoire de 4,7 milliards de fcfa ».
Selon la section SAES de l’établissement, l’UVS fait aujourd’hui face à trois difficultés majeures qui résultent de l’incohérence des actions du gouvernement.
« Tout d’abord, les 21000 bacheliers de l’année 2020 orientés a l’UVS depuis janvier 2021, n’ont à ce jour, pas reçu leurs outils de travail (ordinateurs, et clés de connexion internet), ce qui rend impossible le démarrage des cours. Il faut voir que l’UVS étant une université virtuelle, les ordinateurs sont l’équivalent des amphithéâtres dans les universités classiques.
Ensuite, la section SAES de l’UVS tient aussi à informer et alerter l’opinion sur le fait que, la prise en charge des 51000 étudiants avec un budget aussi faible entraine un déficit chronique de personnel administratif et enseignant », lit-on dans le communiqué, parvenu à notre rédaction Sununpost.
En réalité, le déficit de financement de l’UVS est non seulement structurel, mais aussi croissant, note le SAES de l’UVS qui a estimé le gap de financement à 3 milliards de F CFA en 2018, et à 4,3 milliards en 2020. Autrement dit, la subvention de l’État couvre en réalité à peine 50% des besoins de l’UVS.
Aussi, « s’ajoute le retard important dans la livraison des ENO (espaces numériques ouverts). A ce jour seul 5 ENOs sur 45 ont été livrés. Etant donné que nos examens sont faits sur table, l’UVS se trouve dans l’impossibilité d’organiser les évaluations dans les délais requis, et la conséquence en est tout simplement l’allongement excessif et anormal de l’année académique », informe la section UVS du SAES.
La section SAES de l’UVS maintient que si l’État n’accroit pas son soutien financier à l’UVS, si le rythme de livraison des ENO n’est pas accéléré, si les ordinateurs des nouveaux bacheliers ne sont pas livrés dans les meilleurs délais, « alors de très grands risques d’effondrement pèseraient sur l’UVS. Au-delà de l’UVS, cet effondrement affecterait non seulement tout le système national d’enseignement supérieur, mais aussi le pays tout entier (compte tenu en effet du maillage du territoire national par l’UVS) »
