Le Sénégal Vers Un Rééquilibrage De Ses Finances

Dakar s’attend à un retour progressif de son déficit budgétaire à 3% dès 2023, et une réduction du ratio de la dette publique rapportée au PIB, a déclaré, jeudi à Dakar, le ministre des Finances et du Budget, Abdoulaye Daouda Diallo.

Abdoulaye Daouda Diallo rassure. Malgré les effets néfastes de la Covid-19, « la trajectoire du déficit et la dynamique de la dette demeurent maitrisées ». A en croire le ministre des Finances et du Budget, même si la dette du pays a connu une évolution haussière entre 2016 et 2020, passant de 47% à 62,8%, « le ratio d’endettement public reste contenu en-dessous du seuil de 70% du PIB imposé par les critères de convergence de l’Union économique et monétaire ouest-africaine (Uemoa) ».

D’ailleurs, a souligné M. Diallo, l’impact de cette hausse de la dette en 2020 a été atténué par les économies réalisées au travers de l’adhésion à l’Initiative de Suspension du Service de la Dette multilatérale (ISSD) avec des reports d’échéances. Ces derniers ont permis à l’Etat de réaffecter ses ressources sur les dépenses urgentes, en lien avec la crise.

Il s’y ajoute la gestion proactive du profil de la dette par le biais en particulier de rachats de dettes, en anticipation en saisissant les opportunités offertes à cet effet par l’évolution des conditions de financement sur les marchés de capitaux, a indiqué Abdoulaye Daouda Diallo.

Ainsi, en fin 2020, la dette publique extérieure du Sénégal était arrêtée à 68,4% concessionnelle et semi concessionnelle, avec un taux d’intérêt moyen de 1,2% et une maturité moyenne de 11,1 ans.

Partant de ces résultats et les bonnes perspectives qu’offrent l’exploitation pétrolière et gazière, le ministre des Finances et du Budget a fait savoir qu’après le rééquilibrage de la trésorerie de l’Etat, « un surplus du compte courant est attendu en 2024

    run into any problems of plagorism or copyright violation? My site has a lot
    of exclusive content I’ve either written myself or outsourced but it seems a lot of it
    is popping it up all over the internet without my agreement.
    Do you know any methods to help protect against content from being stolen? I’d certainly
