Le Président de la République a informé le Conseil, de sa volonté d’initier une révision de la Constitution en vue de l’instauration du poste de Premier Ministre.
Cette restauration, qui vient ainsi adapter l’organisation du pouvoir exécutif à un nouvel environnement économique et socio-politique, s’accompagne d’une nécessaire requalification des rapports entre l’exécutif et le législatif, notamment la réintroduction de la responsabilité du gouvernement devant l’Assemblée nationale et le pouvoir de dissolution de celle-ci dévolu au Président de la République
