Président de la deuxième Chambre correctionnelle de la Cour d’appel de Dakar, Ousmane Chimère Diouf était en concurrence au poste avec Abdou khadir Diop, président du Tribunal de grande instance de Saint-Louis et Secrétaire général du bureau sortant.
Le nouveau président a exprimé toute sa fierté de voir ses collègues porter leur choix sur lui.
« Mes amis, je suis heureux de vous annoncer mon élection à la tête de l’Union des Magistrats Sénégalais et croyez-moi, ma fierté est aussi grande que le monde. Mes collègues dans un engouement historique m’ont envoyé un message silencieux, celui de leur confiance, à moi de la mériter parce que dans la vie, tout se mérite. Je suis fier d’appartenir à un corps gage et garant de l’état de droit, de la stabilité et de la sécurité voire de la tranquillité des populations et cela, personne ne peut nous l’enlever« , a-t-il écrit.
Avant de souligner les difficiles conditions dans lesquelles travaillent les magistrats sénégalais. « Moins de 500 Magistrats pour une population de 16 millions d’habitants, il n’est pas nécessaire de décrire les conditions difficiles dans lesquelles la justice fonctionne et malgré tout, ces braves hommes et femmes ne rechignent jamais à la tâche pour mener à bien leur mission« , dit-il.
Il a appelé les magistrats sénégalais oeuvrer « tout le temps pour retourner à dame Justice la place privilégiée qu’elle nous a donnée dans la société en cultivant la courtoisie, l’élégance, le sentiment du devoir bien accompli de par la qualité des décisions rendues, et en respectant ce peuple au nom de qui justice est rendue« .
