chefs d’Etat de la CEDEAO se sont réunis le samedi 04 mai à Accra pour statuer sur les situations au Burkina Faso, au Mali et en Guinée.
Pour ce qui est du Burkina Faso, les chefs d’Etat disent avoir pris note « des efforts déployés par le Burkina Faso, malgré les nombreux défis auxquels il est confronté pour reconquérir certaines localités, permettant ainsi le retour d’une partie des personnes déplacées internes et la réouverture de certaines écoles ».
Cependant, la CEDEAO exprime sa vive préoccupation face à la détérioration de la situation par rapport à celle observée lors de la mission effectuée par la CEDEAO dans le pays en avril 2022. Elle appelle la Communauté internationale à renforcer son aide humanitaire au Burkina Faso ». Et réitère sa préoccupation « concernant la durée de la période de transition fixée à 36 mois par les Autorités du Burkina, comme indiqué dans son Communiqué du 25 mars 2022 »
La CEDEAO réitère sa ferme condamnation du coup d’Etat du 24 janvier 2022 et décide « de maintenir la suspension du Burkina Faso de toutes les instances de la CEDEAO jusqu’au rétablissement de l’ordre constitutionnel ». Tout en décidant de poursuivre « les discussions avec les autorités burkinabè sur la transition en vue de parvenir à un accord ».
Mahamadou ISSOUFOU, ancien Président de la République du Niger, est nommé en qualité de Médiateur de la CEDEAO pour le Burkina Faso, afin de faciliter le dialogue entre l’ensemble des parties prenantes.
Sur la situation de la Guinée
La Cedeao exprime sa vive préoccupation face à la détérioration de la situation sociopolitique dans ce pays, « du fait notamment de l’absence d’un cadre de dialogue approprié entre le gouvernement et les acteurs politiques et de la société civile. La Conférence reste également préoccupée par la durée de la période de transition de 36 mois annoncée par les autorités de la Guinée ».
Elle demande la finalisation d’un chronogramme de transition acceptable, appelle le gouvernement à mettre en place un cadre de dialogue approprié avec les acteurs politiques et de la société civile, afin de faire baisser la tension socio-politique et favoriser une transition pacifique.
Pour ce qui est du Mali
La CEDEAO salue les efforts déployés par son Médiateur en vue de l’obtention d’un chronogramme acceptable et propre à assurer un retour rapide à l’ordre constitutionnel.
En outre, la Conférence décide de « Maintenir les sanctions imposées le 9 janvier 2022, de poursuivre le dialogue dans le but de parvenir à un accord devant permettre la levée progressive des sanctions, à mesure que les étapes du chronogramme de transition sont réalisées ».
